VILLAGE OF WAUNAKEE BOARD MEETING 500 West Main Street October 20, 2014 - 6:00 PM Meeting Minutes CALL TO ORDER The October 20, 2014 Village Board meeting was called to order by President John Laubmeier at 6:02 p.m. ROLL CALL Present: Phil Willems, Gary Walden, Chris Zellner, Sue Springman, Gary Herzberg, Steve Kraus, John Laubmeier Absent: None Also Present: Julee Helt, Todd Schmidt, Dave Ferris, Kevin Even, Caitlin Stene, Billy Van Wie, Roberta Baumann CONSENT AGENDA Items under the consent agenda may be acted upon by one motion. If, in the judgment of any Board Member, a consent agenda item needs discussion, the item may be moved to later on the agenda for discussion and/or action. Motion by Gary Herzberg, second by Sue Springman, to approve the Consent Agenda including all of the items listed below. Motion Passed. For: 7, Against: 0. 1. Approve October 6, 2014 Village Board Minutes Motion to approve October 6, 2014 Village Board minutes. 2. Approve Routine Bills Motion to approve check numbers ranging from 70311 through 70325 totaling $16,914.77, 70375 through 70377 are void, 70378 through 70397 totaling $4,538.01 and ACH check number 1401952 totaling $4,221.76. 3. Approve Non-Routine Bills Motion to approve check numbers ranging from 70398 through 70412 totaling $468,356.42 and ACH check number 1401953 totaling $126,753.94. 4. Approve Temporary Class "B"/"Class B" License Application for Knights of Columbus, Council 6371 Motion to approve Temporary Class "B"/"Class B" License application for Knights of Columbus, Council 6371, for the KC Thanksgiving Dance on November 15, 2014. 5. Approve Temporary Operator License Applications for James R. Kluck and Richard H. Maier Motion to approve Temporary Operator License applications for James R. Kluck and Richard H. Maier subject to review by the Waunakee Police Department. 6. Approve Purchase of Awning for Senior Center Utility Entrance and North Entrance Motion to approve purchase of an awning for Senior Center Utility Entrance and North Entrance. 7. Approve Appointment to Library Board Motion to approve appointment of Mike Ricker to the Library Board, effective immediately. PUBLIC COMMENT There was no comment from the public. PUBLIC HEARING 1. Discuss and Take Action on an ETJ CSM and Rezone Request from County A-1 to Village R-1 for Van Wie, 5893 Woodland Drive, Town of Westport The public hearing to consider an ETJ Certified Survey Map and rezone request from County A-1 to Village R-1 for Van Wie, 5893 Woodland Drive, Town of Westport, was opened at 6:04 p.m. and closed at 6:05 p.m. Motion by Phil Willems, second by Gary Walden, to approve the ETJ Certified Survey Map and rezone request from County A-1 to Village R-1 for Billy Van Wie, 5893 Woodland Drive, Town of Westport, as presented and with any conditions required by the Joint Planning Commission or the Westport Town Board. Motion Passed. For: 7, Against: 0. 2. Discuss and Take Action on an ETJ CSM and Rezone Request from County A1- EX to Village ER-1, Donna Dorn, Meffert Road The public hearing to consider an ETJ Certified Survey Map and rezone request from County A1-EX to Village ER-1, for Donna Dorn, Meffert Road, was opened at 6:06 p.m. and closed at 6:07 p.m. Motion by Gary Herzberg, second by Phil Willems, to approve an ETJ Certified Survey Map and rezone request from County A1-EX to Village ER-1 for Donna Dorn, Meffert Road. Motion Passed. For: 7, Against: 0. LICENSES/PERMITS 1. Discuss and Take Action on Operator License Application for Kara A. Dahmen Motion by Steve Kraus, second by Chris Zellner, to approve an operator license application for Kara A. Dahmen, subject to successful completion of an approved responsible beverage server training course and review by the Waunakee Police Department. Motion Passed. For: 7, Against: 0. OLD BUSINESS 1. Discuss and Take Action Regarding Development Agreement and Investment of Public Funds Related to Development in Waunakee Business Park *The Village Board may convene in closed session as authorized by Wisconsin Statute 19.85(1)(e) for the purpose of deliberating or negotiating the purchasing of public properties, the investing of public funds, or conducting other specified public business, whenever competitive or bargaining reasons require a closed session. The Village Board may reconvene in open session and discuss and take action on the subject matter discussed in closed session. Motion by Chris Zellner, second by Steve Kraus, to convene in closed session at 7:52 p.m. as authorized by Wisconsin Statute 19.85(1)(e) for the purpose of deliberating or negotiating the purchasing of public properties, the investing of public funds, or conducting other specified public business, whenever competitive or bargaining reasons require a closed session, to discuss a development agreement and investment of public funds related to development in the Waunakee Business Park. The Village Board may reconvene in open session and discuss and take action on the subject matter discussed in closed session. Motion Passed. For: 7 - Phil Willems, Gary Walden, Chris Zellner, Sue Springman, Gary Herzberg, Steve Kraus, John Laubmeier, Against: 0. NEW BUSINESS 1. Discuss and Take Action on 2015 Capital Improvement Plan Motion by Chris Zellner, second by Gary Walden, to approve capital improvement plan with adjustments of $50,000 for trail maintenance and $200,000 for street maintenance, and direct staff to include in the 2015 village budget. Motion Passed. For: 7, Against: 0. 2. Discuss and Take Action to Place on File Proposed 2015 Operating and Capital Improvement Budget Motion by Phil Willems, second by Phil Willems, to direct staff to publish the notice as required by state statutes that indicates that the proposed budget is available for public review.
