VILLAGE OF WAUNAKEE BOARD MEETING 500 West Main Street November 17, 2014 - 6:00 PM Meeting Minutes CALL TO ORDER The November 17, 2014 Village Board meeting was called to order by President John Laubmeier at 6:02 p.m. ROLL CALL Present: Phil Willems, Chris Zellner, Sue Springman, Gary Herzberg, Steve Kraus, John Laubmeier Absent: Gary Walden Also Present: Julee Helt, Todd Schmidt, Dave Ferris, Kevin Even, Kevin Plendl, Caitlin Stene, Susan Hedrick, Jean Elvekrog, Chuck Redjinski, Steve Day, Roberta Baumann CONSENT AGENDA Items under the consent agenda may be acted upon by one motion. If, in the judgment of any Board Member, a consent agenda item needs discussion, the item may be moved to later on the agenda for discussion and/or action. Approve November 3, 2014 Village Board Minutes Motion to approve November 3, 2014 Village Board minutes. 2. Approve Routine Bills Motion to approve check numbers ranging from 70500 through 70506 totaling $1,199.90 and 70543 through 70556 totaling $65,184.83. 3. Approve Non-Routine Bills Motion to approve check numbers ranging from 70557 through 70577 totaling $90,843.07. 4. Deny Petition for Direct Annexation from Waunakee Community School District Motion to deny Petition for Direct Annexation from Waunakee Community School District. 5. Approve 2015 Collective Bargaining Agreement Between Village of Waunakee and WPPA/LEER Motion to approve the contract terms for 2015 between the Village of Waunakee and WPPA/LEER. PUBLIC COMMENT There was no comment from the public. PUBLIC HEARING 1. Discuss and Take Action on Ordinance to Amend Section 106-775, Waunakee Village Code, with Regard to Accessory Uses in ER-1 Estate Residential District The public hearing to consider an Ordinance to Amend Section 106-775, Waunakee Village Code, with Regard to Accessory Uses in ER-1 Estate Residential District was opened at 6:04 p.m. and closed at 6:05 p.m. Motion by Gary Herzberg, second by Steve Kraus, to approve the Ordinance to Amend Section 106-775, Waunakee Village Code, with Regard to Accessory Uses in ER-1 Estate Residential District as presented. Motion Passed. For: 6, Against: 0, Absent: 1. 2. Discuss and Take Action on Request for Certified Survey Map (Lot Line Adjustment) for Octopi Brewing, Lot 23, Waunakee Business Park II The public hearing to consider a request for a Certified Survey Map (lot line adjustment) for Octopi Brewing, Lot 23, Waunakee Business Park II, was opened at 6:06 p.m. and closed at 6:07 p.m. Motion by Steve Kraus, second by Phil Willems, to approve the Certified Survey Map (lot line adjustment) for Octopi Brewing, Lot 23, Waunakee Business Park II, as presented, adding 0.1 acres of land from the adjacent Lot 24. Motion Passed. For: 6, Against: 0, Absent: 1. 3. Discuss and Take Action on 2015 Budget The public hearing to consider the 2015 Budget was opened at 6:13 p.m. and closed at 6:19 p.m. Motion by Steve Kraus, second by Chris Zellner, to approve the Resolution Approving the 2015 Village of Waunakee Budget and authorizing staff to make changes to the budget to maximize the expenditure restraint expenditure base and eliminate $5608 of funding for the Library budget. Motion Passed. For: 6, Against: 0, Absent: 1. LICENSES/PERMITS 1. Discuss and Take Action on Operator License Applications for Bailey R. Greiber and Terresa E Mulder Motion by Gary Herzberg, second by Steve Kraus, to approve operator license applications for Bailey R. Greiber, Eric Stonehocker, and Terresa E Mulder subject to successful completion of an approved responsible beverage server training course. Motion Passed. For: 6, Against: 0, Absent: 1. 2. Discuss and Take Action on Change of Agent for Kwik Trip, Inc., dba Kwik Trip #832 Motion by Steve Kraus, second by Phil Willems, to approve Barbara Brisky as agent for Kwik Trip, Inc., dba Kwik Trip #832. Motion Passed. For: 6, Against: 0, Absent: 1. 3. Discuss and Take Action on Class B and Class C Alcohol License Application for Mr Brews Taphouse IV LLC Motion by Phil Willems, second by Gary Herzberg, to grant a Class "B" Fermented Malt Beverage and Class "C" Wine license to Mr Brews Taphouse IV, LLC upon completion of construction, and subject to possession of premise (indoor only), payment of all outstanding bills or monies owed the Village, inspection by the Building Inspector and Fire Inspector, and future review by the Plan Commission for any outside premise. Motion Passed. For: 6, Against: 0, Absent: 1. 4. Discuss and Take Action on Operator License Application for Justin T. Weger Motion by Phil Willems, second by Steve Kraus, to deny the operator license application for Justin T. Weger consistent with the Police for Review of Operator License Applications. Motion Passed. For: 6, Against: 0, Absent: 1. OLD BUSINESS 1. Discuss and Take Action on Resolution Authorizing Issuance of Municipal Revenue Obligation in an Amount Not to Exceed $310,000 to Octopi Brewing, LLC Motion by Phil Willems, second by Chris Zellner, to approve the Resolution Authorizing the Issuance of a Municipal Revenue Obligation in an Amount Not to Exceed $310,000 to Octopi Brewing, LLC.
