CALL TO ORDER
The December 15, 2014 Village Board meeting was called to order by President John
Laubmeier at 6:00 p.m.
ROLL CALL
Present: Phil Willems, Gary Walden, Chris Zellner, Sue Springman, Gary Herzberg, Steve
Kraus, John Laubmeier
Absent: None

Motion by Phil Willems, second by Chris Zellner, to approve the Consent Agenda including all
of the items listed below.

Motion to approve check numbers ranging from 70723 through 70746 totaling $27,320.36,

4. Approve Non-Routine Bills
Motion to approve check numbers ranging from 70759 through 70774 totaling $168,460.62.
5. Approve Appointment of Geoff Vine to Library Board
Motion to Move to confirm the appointment of Geoff Vine to fill the vacancy on the Library
Board.
6. Approve Position Description for Senior Center Driver Escort / Volunteer
Coordinator
Motion to approve the Senior Center Driver Escort / Volunteer Coordinator position
description.
7. Approve Strand Engineering Task Order for 2015 Public Works Improvements
Motion to approve Strand Engineering Task Order 14-02 for 2015 Public Works Improvements.
8. Approve Update to Village's Snowmobile Trail Map
Motion to approve the updated snowmobile trail map as requested by the Waunakee Winter
Wanderers snowmobile club.
9. Approve Disposal of Surplus Property
Motion to determine property to be surplus and approve disposal of surplus property as
presented.

PUBLIC HEARING
1. Discuss and Take Action on Amendment to Chapter 106 Regarding Outdoor
Seating
The public hearing to consider an Amendment to Chapter 106 Regarding Outdoor Seating was
opened at 6:02 p.m. and closed at 6:03 p.m.
Motion by Chris Zellner, second by Steve Kraus, to approve the Ordinance Amendment to
Chapter 106 Regarding Outdoor Seating as recommended.
Motion Passed. For: 7, Against: 0.
2. Discuss and Take Action on Tierney / Smith Certified Survey Map for 1513
Fairfax Mews
The public hearing to consider a request by Tierney/Smith for a Certified Survey Map for 1513
Fairfax Mews was opened at 6:03 p.m. and closed at 6:04 p.m.
Motion by Steve Kraus, second by Gary Walden, to approve the Certified Survey Map for 1513
Fairfax Mews with the condition that the note be added to the easement as requested by the Plan
Commission.
Motion Passed. For: 7, Against: 0.
3. Discuss and Take Action on Amendment to Shoreland Wetland Zoning
Ordinance
The public hearing to consider an Amendment to Shoreland Wetland Zoning Ordinance was
opened at 6:05 p.m. and closed at 6:08 p.m.
Motion by Gary Herzberg, second by Steve Kraus, to approve the Ordinance Amendments to
Chapter 43 (Shoreland-Wetland Zoning) of the Code of Ordinances, Village of Waunakee,
Wisconsin.
Motion Passed. For: 7, Against: 0.
4. Discuss and Take Action on Ordinance Amending Sec. 86-16 and 86-17
Regarding Certified Survey Maps and Administrative Approval of Lot Line
Adjustments
The public hearing to consider an Ordinance Amending Sec. 86-16 and 86-17 Regarding
Certified Survey Maps and Administrative Approval of Lot Line Adjustments was opened at
6:09 p.m. and closed at 6:10 p.m.
Motion by Sue Springman, second by Gary Herzberg, to approve the Ordinance Amending Sec.
86-16 and 86-17 Regarding Certified Survey Maps and Administrative Approval of Lot Line
Adjustments.
Motion Passed. For: 7, Against: 0.
5. Discuss and Take Action on Request by Erdman Holdings for Certified Survey
Map and Rezone of Property Located at 500 S. Division Street from I-2 to PUD
Planned Unit Development
The public hearing to consider a request by Erdman Holdings for Certified Survey Map and
rezone of property located at 500 S. Division Street from I-2 to PUD Planned Unit
Development was opened at 6:12 p.m. and closed at 6:19 p.m.
Motion by Phil Willems, second by Gary Walden, to approve the Certified Survey Map for
Erdman Holdings and the rezone from I-2 to PUD as recommended by the Plan Commission
and staff with the following conditions: 1) All necessary easements are approved by the Village
Engineer and Utility Manager; 2) The Plan Commission authorized the Village Engineer to
finalize the CSM configuration to accommodate any necessary changes for the applicant and
Village of Waunakee; 3) The Plan Commission authorizes the Village Engineer and Village
Attorney to finalize the final text and to modify the GDP for Board Approvals that are necessary
for the Village of Waunakee and the applicant; and 4) A maintenance agreement for the shared
sewer line.

LICENSES/PERMITS
1. Discuss and Take Action on Request by 102 E Main LLC for Exemption to
“Class B” License Policy in Downtown Business District
Motion by Chris Zellner, second by Sue Springman, to grant an exemption to the “Class B”
License Policy in Downtown Business District for 102 E Main LLC, that a restaurant with a full
menu be operated on the premise, that the project is found to be in the public interest because 1)
the proposed establishment is a part of a large multi-tenant redevelopment site consistent with
the Village Board's desire for downtown growth and revitalization; 2) the project developer,
Hovde Properties, acquired the property and proposed redevelopment after prior business failure
and long term vacancy at this location; 3) the financial condition of the TIF district was such
that timely and significant new value was of the utmost priority for protection of the public
investment, with the Hovde project itself generating over $7 million in new tax base; and 4) the
proposed establishment will diversify the local economy by providing a unique "destination"
use as a restaurant/brewery with hand-crafted beer brewed at this location; and lastly, to direct
staff to begin a review of the “Class B” Alcohol Beverage Sales Licensing Policy immediately.

NEW BUSINESS
1. Discuss and Take Action on Proposal for Recodification Services
Motion by Gary Herzberg, second by Sue Springman, to accept the proposal from Municipal
Code for recodification services.
