VILLAGE OF WAUNAKEE BOARD MEETING 500 West Main Street January 16, 2017 - 6:00 PM Meeting Minutes CALL TO ORDER The January 16, 2017 Village Board meeting was called to order by President Chris Zellner at 6:04 p.m. ROLL CALL Present: Phil Willems, Chris Zellner, Sue Springman, Gary Herzberg, Steve Kraus, Bill Ranum, Sam Ballweg Absent: Also Present: Roberta Baumann, Julee Helt, Todd Schmidt, Kevin Even, Renee Meinholz, Sue McDade CONSENT AGENDA Items under the consent agenda may be acted upon by one motion. If, in the judgment of any Board Member, a consent agenda item needs discussion, the item may be moved to later on the agenda for discussion and/or action. Motion by Phil Willems, second by Sam Ballweg, to approve the Consent Agenda including all of the items listed below. Motion Passed. For: 7, Against: 0. 1. Approve December 19, 2016 Village Board Minutes Motion to approve December 19, 2016 Village Board minutes. 2. Approve Schedule of Bills Motion to approve check numbers ranging from 74256 through 74265 totaling $932,576.41. 3. Approve Village Center Water Heater Replacement Project Motion to approve the Russ's Plumbing proposal for new Village Center water heaters. 4. Approve Baseman Brothers Contract for Village Center Gymnasium Floor Renovation Motion to approve the Baseman Brothers, Inc. contract for renovation of the Village Center gymnasium floor. PUBLIC COMMENT There was no comment from the public. REPORTS 1. Report on December 2016 and January 2017 Tax Collections Finance Director/Treasurer Renee Meinholz provided a report to the Village Board regarding tax collections to date. LICENSES/PERMITS 1. Discuss and Take Action on Operator License Applications for Felipe Castro and Alexandria Hall Motion by Gary Herzberg, second by Bill Ranum, to approve operator license applications for Felipe Castro and Alexandria Hall subject to successful completion of an approved responsible beverage server training course and review by the Waunakee Police Department. Motion Passed. For: 7 - Sam Ballweg, Against: 0. NEW BUSINESS 1. Discuss and Take Action on Appointments to Tourism Commission Motion by Gary Herzberg, second by Phil Willems, to approve appointments to the Tourism Committee as presented. Motion Passed. For: 7 - Sam Ballweg, Against: 0. 2. Discuss and Take Action on Waunakee/Westport Comprehensive Plan and Waunakee/Westport Joint 2017-2022 Comprehensive Bicycle, Pedestrian, and Outdoor Recreation Plan Motion by Phil Willems, second by Steve Kraus, to approve an ordinance to adopt the Village of Waunakee-Town of Westport Joint Comprehensive Plan and an ordinance to adopt the Village of Waunakee-Town of Westport Joint 2017-2022 Comprehensive Bicycle, Pedestrian, and Outdoor Recreation Plan as an addendum to the Village of Waunakee-Town of Westport Joint Comprehensive Plan as recommended by the Waunakee/Westport Joint Plan Commission. Motion Passed. For: 7 - Sam Ballweg, Against: 0. 3. Discuss and Take Action on Potential Sale of Village Facilities *The Village Board may convene in closed session as authorized by Wisconsin Statute 19.85(1)(e) for the purpose of deliberating or negotiating the purchasing of public properties, the investing of public funds, or conducting other specified public business, whenever competitive or bargaining reasons require a closed session. The Village Board may reconvene in open session and discuss and take action on the subject matter discussed in closed session. Motion by Steve Kraus, second by Bill Ranum, to convene in closed session at 6:30 p.m. as authorized by Wisconsin Statute 19.85(1)(e) for the purpose of deliberating or negotiating the purchasing of public properties, the investing of public funds, or conducting other specified public business, whenever competitive or bargaining reasons require a closed session related to potential sale of Village facilities. The Village Board may reconvene in open session and discuss and take action on the subject matter discussed in closed session. Motion Passed. For: 7 - Phil Willems, Chris Zellner, Sue Springman, Gary Herzberg, Steve Kraus, Bill Ranum, Sam Ballweg, Against: 0.
