CALL TO ORDER
The February 6, 2017 Village Board meeting was called to order by President Chris Zellner at
6:02 p.m.
ROLL CALL
Present: Phil Willems, Chris Zellner, Sue Springman, Gary Herzberg, Bill Ranum, Sam
Ballweg
Absent: Steve Kraus
Also Present: Roberta Baumann, Julee Helt, Todd Schmidt, Renee Meinholz, Adam Bentley,
Tim Kiefer, Dianne Hesselbein, Daniel Rogge, Andrew Grevstad, Nick Mischler, Kevin Laffey,
Bryan Kleinmaier
Steve Kraus was present by telephone to listen to the meeting.
CONSENT AGENDA
Items under the consent agenda may be acted upon by one motion. If, in the judgment of any
Board Member, a consent agenda item needs discussion, the item may be moved to later on the
agenda for discussion and/or action.
Motion by Phil Willems, second by Gary Herzberg, to approve the Consent Agenda including
all of the items listed below.
Motion Passed. For: 6, Against: 0, Absent: 1.
1. Approve January 16, 2017 Village Board Minutes
Motion to approve January 16, 2017 Village Board minutes.
2. Approve Schedule of Bills
Motion to approve check numbers ranging from 74345 through 74368 totaling $669,980.57,
including voids of 74354 and 74355, check numbers 74369 through 74390 totaling $94,722.62,
74392 through 74423 totaling $282,306.01 and JP Morgan in the amount of $97,015.80.
PUBLIC COMMENT
There was no comment from the public.
PRESENTATIONS
1. Presentation on Waunakee Community School District Sculpture Project
Nick Mischler and Kevin Laffey provided information about an art project at the Waunakee
High School to celebrate accomplishments of the school district.
2. Presentation on MyWaunakee Mobile Application
Assistant Administrator Adam Bentley demonstrated the Village's new mobile application.
REPORTS
1. Report from Representative Dianne Hesselbein
Representative Hesselbein updated the board on recent legislative activities including the recent
redistricting court decision.
2. Report from Dane County Supervisor Tim Kiefer
County Supervisor Kiefer discussed possible locations of a new county jail facility.
LICENSES/PERMITS
1. Discuss and Take Action on Operator License Applications for Isaac A. Waddell,
Darin W. Perry, and Sanetta L. Roberts
Motion by Phil Willems, second by Sue Springman, to approve operator license applications for
Isaac A. Waddell, Darin W. Perry, and Sanetta L. Roberts subject to successful completion of
an approved responsible beverage server training course and review by the Waunakee Police
Department.
Motion Passed. For: 6, Against: 0, Absent: 1.
NEW BUSINESS
1. Discuss and Take Action on Tormach Expansion Facilities
Daniel Rogge and Andrew Grevstad from Tormach Inc. provided company growth information
and discussed the need for a facility remodel and expansion.
2. Discuss and Take Action on Possible Development Incentives *The Village Board
may convene in closed session as authorized by Wisconsin Statute 19.85(1)(e)
Deliberating or negotiating the purchasing of public properties, the investing of
public funds, or conducting other specified public business, whenever
competitive or bargaining reasons require a closed session. The Village Board
may reconvene in open session and discuss and take action on the subject matter
discussed in closed session.
Motion by Sam Ballweg, second by Phil Willems, to convene in closed session at 7:09 p.m. as
authorized by Wisconsin Statute 19.85(1)(e) for the purpose of deliberating or negotiating the
purchasing of public properties, the investing of public funds, or conducting other specified
public business, whenever competitive or bargaining reasons require a closed session related to
possible development incentives. The Village Board may reconvene in open session and discuss
and take action on the subject matter discussed in closed session.
Motion Passed. For: 6 – Sam Ballweg, Phil Willems, Sue Springman, Bill Ranum, Chris
Zellner, Gary Herzberg, Against: 0, Absent: 1.
3. Discuss and Take Action on Village Administrator/Economic Development
Director Annual Evaluation and Wage Adjustment *The Village Board may
convene in closed session as authorized by Wisconsin Statute 19.85(1)(c) for the
purpose of considering employment, promotion, compensation, or performance
evaluation data of any public employee over which the governmental body has
jurisdiction or exercises responsibility. The Village Board may reconvene in open
session to discuss and take action on the subject matter discussed in closed
session.
Motion by Phil Willems, second by Sue Springman, to convene in closed session at 7:10 p.m. as
authorized by Wisconsin Statute 19.85(1)(c) for the purpose of considering employment,
promotion, compensation, or performance evaluation data of any public employee over which
the governmental body has jurisdiction or exercises responsibility related to Village
Administrator/Economic Development Director annual evaluation and wage adjustment. The
Village Board may reconvene in open session to discuss and take action on the subject matter
discussed in closed session.
Motion Passed. For: 6 – Gary Herzberg, Chris Zellner, Bill Ranum, Sue Springman, Phil
Willems, Sam Ballweg, Against: 0, Absent: 1.
