CALL TO ORDER
The April 3, 2017 Village Board meeting was called to order by Village Clerk Julee Helt at 6:02
p.m.
ROLL CALL
Present: Phil Willems, Sue Springman, Gary Herzberg, Steve Kraus, Bill Ranum
Absent: Chris Zellner, Sam Ballweg
Also Present: Julee Helt, Kevin Even, Renee Meinholz, Adam Bentley, Jodie Sorenson, Robert
Muranyi
Motion by Phil Willems, second by Steve Kraus, to nominate Gary Herzberg as Temporary
Chair.
Motion Passed. For: 5, Against: 0, Absent: 2.
CONSENT AGENDA
Items under the consent agenda may be acted upon by one motion. If, in the judgment of any
Board Member, a consent agenda item needs discussion, the item may be moved to later on the
agenda for discussion and/or action.
Motion by Phil Willems, second by Steve Kraus, to approve the Consent Agenda including all
of the items listed below.

1. Approve March 20, 2017 Village Board Minutes
Motion to approve March 20, 2017 Village Board minutes.
2. Approve Schedule of Bills
Motion to approve check number 74677 in the amount of $350, check numbers ranging from
74678 through 74697 totaling $104,478.02, check numbers ranging from 74733 through 74744
in the amount of $47,956.62, payment to WEX in the amount of $2,475.03, and payment to JP
Morgan in the amount of $124,873.45.
3. Approve Contract for Meadowbrook Park Ditch Cleanout and Creek
Reestablishment
Motion to approve the contract with Raymond Cattell, Inc. for Meadowbrook Park ditch
cleanout and creek reestablishment.
4. Declare April 2017 as "Parents Who Host, Lose the Most" Month
Motion to declare that April 2017 in the Village of Waunakee be "Parents who host, lose the
most" month.
5. Approve Resolution Designating Public Depositories and Authorizing
Withdrawal of Village of Waunakee Deposits
Motion to approve the resolution designating public depositories and authorizing withdrawal of
Village of Waunakee deposits.
6. Approve Accumulated Leave Reserve Policy
Motion to maintain the annual levy at $53,075 and the reserve balance at $400,000.
7. Approve Resolution Approving Carryforward of Unexpended 2016
Appropriations
Motion to approve the resolution approving the carryforward of unexpended 2016
appropriations.
8. Approve Resolution Approving Fund Transfers and Budget Amendments
Motion to approve the resolution approving fund transfers and budget amendments.
9. Approve Mobile Food Cart Fees
Motion to approve an mobile food cart annual license fee of $250 with a $25 application fee and
a background check fee, allowing an applicant to participant in not more than 10 events in a
calendar year.
10. Approve Letter of Support for Dane County 2016 RES-059
Motion to direct staff to send a letter of support for Dane County Resolution-059.
PUBLIC COMMENT
Village Engineer Kevin Even reported the Century Avenue reconstruction will begin on April
24, 2017.
LICENSES/PERMITS
1. Discuss and Take Action on Operator License Applications for Kylie Nachreiner,
Alicia Eisenhauer, and Frances N. Scholl
Motion by Steve Kraus, second by Sue Springman, to approve operator license applications for
Kylie Nachreiner, Alicia Eisenhauer, and Frances Scholl, subject to completion of an approved
responsible beverage server training course and review by the Waunakee Police Department.
Motion Passed. For: 5, Against: 0, Absent: 2.
2. Discuss and Take Action on Change of Agent for Sixmile Creek Golf
Development Group LLC, dba The Meadows of Sixmile Creek
Motion by Steve Kraus, second by Bill Ranum, to approve Robert J. Muranyi as agent for
Sixmile Creek Golf Development Group LLC dba The Meadows of Sixmile Creek.
Motion Passed. For: 5, Against: 0, Absent: 2.
NEW BUSINESS
1. Discuss and Take Action on Document and Agenda Management Proposal
Motion by Steve Kraus, second by Phil Willems, to approve the contract with Naviant for the
conversion of Sire to OnBase and for the server upgrades.
Motion Passed. For: 5, Against: 0, Absent: 2.
