CALL TO ORDER
The April 17, 2017 Village Board meeting was called to order by President Chris Zellner at
6:01 p.m.
ROLL CALL
Present: Phil Willems, Chris Zellner, Sue Springman, Gary Herzberg, Steve Kraus, Bill
Ranum, Sam Ballweg
Absent: None
Also Present: Roberta Baumann, Julee Helt, Todd Schmidt, Kevin Even, Renee Meinholz,
Adam Bentley, Sue McDade, Andy Bruce, Kent Straus, Gary Walden, Jean Elvekrog, Cindy
Turner
CONSENT AGENDA
Items under the consent agenda may be acted upon by one motion. If, in the judgment of any
Board Member, a consent agenda item needs discussion, the item may be moved to later on the
agenda for discussion and/or action.
Motion by Steve Kraus, second by Phil Willems, to approve the Consent Agenda including all
of the items listed below except for the appointment of Board, Commission, and Committee
members which was moved to later on the agenda.
Motion Passed. For: 7, Against: 0.
1. Approve April 3, 2017 Village Board Minutes
Motion to approve April 3, 2017 Village Board minutes.
2. Approve Schedule of Bills
Motion to approve check numbers ranging from 74745 through 74774 totaling $182,723.33,
check numbers ranging from 74775 through 74781 totaling $4,410, and check numbers ranging
from 74782 through 74803 totaling $161,559.45.
3. Approve Job Description Changes to the Municipal Court Clerk
Motion to approve the changes to the Municipal Court Clerk job description as presented.
4. Approve Memorandum of Understanding between the Village of Waunakee and
the Waunakee Police Union regarding the Police K-9 Handler
Motion to approve the K-9 Memorandum of Understanding between the Village of Waunakee
and the Waunakee Police Union.
PUBLIC COMMENT
There was no comment from the public however the Village Board offered congratulations and
well wishes to John Van Dinter, retiring Westport Town Chair.
LICENSES/PERMITS
1. Discuss and Take Action on Operator License Applications for Marissa M. Ripp,
Amber R. Walters, Michael Dedrick, and Brett Middleton
Motion by Steve Kraus, second by Phil Willems, to approve Operator License applications for
Marissa M. Ripp and Amber R. Walters, subject to successful completion of an approved
responsible beverage server training course and review by the Waunakee Police Department,and
delay any action on applications for Michael Dedrick and Brett Middleton.
Motion Passed. For: 7, Against: 0.

5. Approve Annual Board, Commission, and Committee Appointments
Motion by Sue Springman, second by Gary Herzberg, to approve annual Board, Commission,
and Committee appointments as presented and adding Brad Zeman to Waunakee Economic
Development Commission.
Motion Passed. For: 7, Against: 0.
NEW BUSINESS
1. Discuss and Take Action on Concept Plan for Development of Waunakee
Business Center III on a Portion of Lot 7 of the Waunakee Business Park
Motion by Phil Willems, second by Sam Ballweg, to approve the concept plan for development
of Waunakee Business Center III on a portion of Lot 7 of the Waunakee Business Park, and
instruct staff to initiate necessary engineering of plans and crafting of agreements for future
consideration.
Motion Passed. For: 7, Against: 0.
2. Discuss and Take Action on Strand Task Orders for Upcoming Projects
Motion by Gary Herzberg, second by Bill Ranum, to approve Strand Task Orders 17-01 and 17-
03 as presented and defer 17-02 to the Public Works and Parks Committees.
Motion Passed. For: 7, Against: 0.
3. Discuss and Take Action on Architectural Contract for New Library Project
No action was taken.
4. Discuss and Take Action on Ordinance Repealing and Recreating Section 2-37
Related to Salaries
Motion by Gary Herzberg, second by Phil Willems, to make no change to Village President or
Village Trustee salaries.
Motion Passed. For: 7, Against: 0.
