CALL TO ORDER
The May 1, 2017 Village Board meeting was called to order by President Chris Zellner at 6:02
p.m.
ROLL CALL
Present: Phil Willems, Chris Zellner, Gary Herzberg, Steve Kraus, Bill Ranum (arrived at 6:03
p.m.), Sam Ballweg
Absent: Sue Springman
Also Present: Roberta Baumann, Julee Helt, Todd Schmidt, Kevin Even, Renee Meinholz, Sue
McDade, Bryan Kleinmaier, Jean Elvekrog, Geoff Vine, Erick Plumb, David Cassel, Rebecca
Cassel, Anika Cassel, Charles Roth
CONSENT AGENDA
Items under the consent agenda may be acted upon by one motion. If, in the judgment of any
Board Member, a consent agenda item needs discussion, the item may be moved to later on the
agenda for discussion and/or action.
Motion by Phil Willems, second by Steve Kraus, to approve the Consent Agenda including all
of the items listed below.
Motion Passed. For: 5, Against: 0, Absent: 2.
1. Approve April 17, 2017 Village Board Minutes
Motion to approve April 17, 2017 Village Board minutes.
2. Approve Schedule of Bills
Motion to approve check numbers ranging from 74808 through 74820 totaling $51,926.30,
74821 in the amount of $123,837.98, 74865 through 74891 totaling $175,540.46, 74892 in the
amount of $310,354, WEX payment in the amount of $2,710.64, and JP Morgan in the amount
of $126,592.67.
Bill Ranum arrived at 6:03 p.m.
PUBLIC COMMENT
David, Rebecca, and Anika Cassel, and Charles Roth spoke in opposition of a trail/path along
Six Mile Creek.
Administrator Todd Schmidt mentioned items of Waunakee Pride regarding K-9 Officers Mitch
Houk and Thoro, and the mural in Village Hall painted by local artist Abby Wilson which
appeared in a recent issue of The Municipality magazine.
NEW BUSINESS
1. Discuss and Take Action on Jurisdictional Transfer of Century Avenue/CTH Q
Motion by Gary Herzberg, second by Steve Kraus, to approve the Agreement for the
Reconstruction of CTH Q from Woodland Drive to STH 113 and the Jurisdictional Transfer of
CTH Q from Meffert Road to STH 113 Within the Village of Waunakee and Town of Westport,
subject to any final edits by the Village Attorney.
Motion Passed. For: 6, Against: 0, Absent: 1.
2. Discuss and Take Action on Architectural Contract for New Library Project
Geoff Vine provided an updated timeline for the library project.
Motion by Gary Herzberg, second by Steve Kraus, to authorize execution of the architectural
contract for the new library project and confirm use of funds as previously appropriated, subject
to legal review and Library Board approval.
Motion Passed. For: 6, Against: 0, Absent: 1.
OLD BUSINESS
1. Discuss and Take Action on Board, Commission, and Committee Appointments
Motion by Steve Kraus, second by Bill Ranum, to approve appointments as corrected.
Motion Passed. For: 6, Against: 0, Absent: 1.
