VILLAGE OF WAUNAKEE BOARD MEETING 500 West Main Street May 15, 2017 - 6:00 PM Meeting Minutes CALL TO ORDER The May 15, 2017 Village Board meeting was called to order by President Chris Zellner at 6:03 p.m. ROLL CALL Present: Phil Willems, Chris Zellner, Sue Springman, Gary Herzberg, Steve Kraus, Bill Ranum, Sam Ballweg Absent: None Also Present: Roberta Baumann, Julee Helt, Todd Schmidt, Kevin Even, Renee Meinholz, Sue McDade, Adam Bentley, Bryan Kleinmaier, Steve Steinhoff, Kent Straus, Dave Cassel, Sue Manske CONSENT AGENDA Items under the consent agenda may be acted upon by one motion. If, in the judgment of any Board Member, a consent agenda item needs discussion, the item may be moved to later on the agenda for discussion and/or action. Motion by Gary Herzberg, second by Steve Kraus, to approve the Consent Agenda including all of the items listed below except for consideration of Temporary Operator License applications which was moved to later on the agenda. Motion Passed. For: 7, Against: 0. 1. Approve May 1, 2017 Village Board Minutes Motion to approve May 1, 2017 Village Board minutes. 2. Approve Schedule of Bills Motion to approve check number 74893 in the amount of $60, check numbers ranging from 74894 through 74906 totaling $25,888.83, and check numbers ranging from 74910 through 74937 totaling $49,757.07. 3. Approve Temporary Class "B" License Application for Waunakee Home Talent Baseball Motion to approve a Temporary Class "B" License application for Waunakee Home Talent Baseball for May 28, June 11, 25, July 4, 9, 16, August 6 and any necessary rain/playoff dates for games held at Murphy Field. 4. Approve Temporary "Class B" License Application for Waunakee Area Chamber of Commerce Motion to approve a Temporary "Class B" Retailer's License for the Waunakee Area Chamber of Commerce for a wine walk on May 19, 2017 from 6:00 p.m. until 9:00 p.m. for Red Barn, Jenerate Wellness, Hero Vintage, Hello Gorgeous Salon, Waunakee Chamber of Commerce, Waunakee Furniture, Rocky Rococo Pizza, Sweet Pea Floral, Weaver Auto, Align Life Chiropractic, The Salt Room, Millies, Julie Fix Photoworx, Zoe's Pizzeria, Healthy Glow, Fred's Village Meat Market, H&R Carpets, Gather on Main, Ace Hardware, and Mill House Quilts. 5. Approve Temporary Class "B"/"Class B" License Application for St. John the Baptist Catholic Church Motion to approve a Temporary Class "B"/"Class B" License application for St. John the Baptist Catholic Church for the St. John Parish Festival on June 9, 10, and 11, 2017. 6. Approve Temporary Class "B"/"Class B" License Application for Madison Area Builders Association for Parade of Homes Preview Party Motion to approve a Temporary Class "B"/"Class B" License application for the Madison Area Builders Association for the Parade of Homes Preview Party on June 9, 2017, subject to the following conditions: entrance of beer tent to be staffed from open to close by paid security person for the purpose of checking ID's, and signs posted at entrance of beer tent indicating "No one under the age of 21 is allowed in the beer tent after 8:00 p.m." 8. Approve Resolution Writing Off Uncollectible Accounts Receivable Motion to approve resolution writing off uncollectible accounts receivable. 9. Approve Nepotism Policy for Village of Waunakee Personnel Handbook Motion to approve the inclusion of the presented nepotism policy in the Village of Waunakee personnel handbook 10. Approve Updated Parks PAYG Project List Motion to approve the updated Parks PAYG Project list as presented by staff. 11. Approve Disposal of Village Property - Village Center Motion to approve the disposal of the Village Property as proposed. 12. Approve Premise Extension for Octopi Brewing, LLC, dba Octopi Brewing Motion to approve a premise extension for Octopi Brewing, LLC, to include all property located at 1131 Uniek Drive for a special event on June 2, 2017 (Marketplace). 13. Approve Proclamation Declaring Creative Economy Week Motion to approve the proclamation declaring May 13-20, 2017 as Creative Economy Week in Waunakee. 14. Approve Arbor Day Proclamation Motion to approve Friday, April 28, 2017, as Arbor Day in the Village of Waunakee. PUBLIC COMMENT There was no comment from the public. PRESENTATIONS 1. Presentation of "A Greater Madison Vision" by Capital Area Regional Planning Commission Steve Steinhoff from CARPC was present to discuss the "A Greater Madison Vision" project. NEW BUSINESS 1. Discuss and Take Action on Waunakee Housing Mix Study - CARPC Proposal Motion by Steve Kraus, second by Phil Willems, to approve the Phase 1 scope of work with CARPC for the Waunakee Housing Mix Study. Motion Passed. For: 7, Against: 0. CONSENT AGENDA 7. Approve Temporary Operator License Applications Motion to approve Temporary Operator License applications for Jeffrey Beck, Mercedes Ranum, Scott Nerat, Ashley Boyd, Brent Ziegler, Cathy Clemens, Amber Schroeder, Chad Updike, Christina Bergeron, Crystal Herbrand, Emmitt Nicholson, Jennifer Rudis, Jeremy Loy, Julie Fix, Kimberly Zajicek, Linda Kessenich, Michele Meyer, Paul Volley, Sheryl Helmke, Susan Gardner, Teresa Komar, Shane Falk, Chris Ponath, Kent Adler, and Tiffany Zander, and for applicants Jeanne Mutchler and Tamara Fish, subject to review by the Police Department and payment of all fees. NEW BUSINESS 2. Discuss and Take Action on Village Impact Fees No action was taken. 3. Discuss and Take Action on Strand Task Order for Feasibility of Sixmile Creek Path - Madison Street to Fairbrook Drive Motion by Phil Willems, second by Gary Herzberg, to approve Strand Task Order No 17-02 Sixmile Creek Path - Conceptual Design. Motion Passed. For: 7, Against: 0. 4. Discuss and Take Action on Exceptional Performance Bonus for Account Clerk II Motion by Steve Kraus, second by Phil Willems, to approve a $750 Exceptional Performance Bonus for Carla Rottscheit, Account Clerk II. Motion Passed. For: 7, Against: 0. 5. Discuss and Take Action on Vacation Leave for Payroll/Human Resource Specialist Position Motion by Chris Zellner, second by Bill Ranum, to approve the addition of one week vacation leave for the Payroll/Human Resource Specialist position candidate. Motion Passed. For: 7, Against: 0. 6. Discuss and Take Action on Bid for 2017 Chip Seal and Crack Filling Projects Motion by Steve Kraus, second by Gary Herzberg, to award the 2017 Chip Seal and Crack Filling Projects contract to Fahrner Asphalt for $173,270.16.
