CALL TO ORDER
The April 2, 2018 Village Board meeting was called to order by President Chris Zellner at 6:04
p.m.

Motion by Phil Willems, second by Bill Ranum, to approve the Consent Agenda including all of
the items listed below.

2 Approve Schedule of Bills
Motion to approve WEX payment in the amount of $6,320.15, JP Morgan payment in the
amount of $125,063.80, and check numbers 76245 through 76276 totaling $338,521.37.
3 Approve 2018-2019 Election Inspector Appointment for Sandra Smith
Motion to approve Election Inspector Sandra Smith for the 2018-2019 election cycle.
4 Approve Arbor Day Proclamation
Motion to approve Arbor Day Proclamation.
5 Approve International Migratory Bird Day Resolution
Motion to approve the International Migratory Bird Day Resolution.
6 Approve Resolution Designating Public Depositories and Authorizing
Withdrawal of Village of Waunakee deposits
Motion to approve the resolution designating public depositories and authorizing withdrawal of
Village of Waunakee deposits.
7 Approve Resolution Approving the Carryforward of Unexpended 2017
Appropriations
Motion to approve the resolution approving the carryforward of unexpended 2017
appropriations.
PUBLIC COMMENT
Ann Lewandowski reported that she had learned the Village Board could interact and have
communications with the people attending a meeting, and she felt meeting attendees should be
allowed to ask questions of experts. Kaleb Gottwald asked that discussions about downtown
include appropriate language, and the Village Board should let the market tell them if more
multi-family housing is necessary. Mary Heimbecker requested that citizen members be
appointed to the Central Business District committee in addition to business people. Carrie
Arneson asked about the significance of the approval of the Hovde developer’s agreement.
Linda Ashmore suggested the zoning open house be presented in a format she had earlier
proposed, and she requested the Hovde developer’s agreement be discussed in open session.
Nila Frye was happy the library bids come in low. Jean Elvekrog remarked that good things
happen to those who wait in reference to the new library. Ellen Twing was also happy the
library that had been planned for so long was moving forward. Ann Lewandowski and Kathleen
Vogt provided written comments supporting the new library. Mary Martin provided a written
comment regarding the small size of the children’s library.

1 Discuss and Take Action on Proclamation Honoring Michael F. Simon Builders
Motion by Steve Kraus, second by Phil Willems, to approve the Proclamation Honoring Michael
F. Simon Builders.
Motion Passed. For: 7, Against: 0.
LICENSES/PERMITS
1 Discuss and Take Action on Operator License Applications for James P.
Holdener, Ian J. Walrath, and Gretchen R. Hoppe
Motion by Steve Kraus, second by Sue Springman, to approve operator license applications for
James P. Holdener, Ian J. Walrath and Gretchen R. Hoppe, subject to successful completion of
an approved responsible beverage server training course and review by the Waunakee Police
Department.
Motion Passed. For: 7, Against: 0.
OLD BUSINESS
1 Discuss and Take Action on Proposed Certified Survey Map and Rezone,
Arrington, 5683 Harbort Road, Town of Westport
Motion by Steve Kraus, second by Phil Willems, to approve the Certified Survey Map and
rezone for Jeremy Arrington, 5683 Harbort Road, Town of Westport, as recommended by the
JPC and confirmed by the Town Board.
Motion Passed. For: 7, Against: 0.
2 Discuss and Take Action on Bids for 2018 Public Works Improvement Projects
Motion by Sue Springman, second by Bill Ranum, to award the contract to Wolf Paving with the
removal of the Kopp Road by Change Order and only authorize the alternative bid if the
contingency allows for it or other funding becomes available, and authorize the Finance Director
to allocate the additional general fund carryforward funds as needed.
Motion Passed. For: 7, Against: 0.
3 Discuss and Take Action on Developer's Agreement for Hovde, 203 E. Main
Street *The Village Board may convene in closed session as authorized by
Wisconsin Statute 19.85(1)(e) for the purpose of deliberating or negotiating the
purchasing of public properties, the investing of public funds, or conducting
other specified public business, whenever competitive or bargaining reasons
require a closed session. The Village Board may reconvene in open session and
discuss and take action on the subject matter discussed in closed session.
Kevin Nies and Linda Ashmore asked about the availability of parking, and Mike Slavish
explained the number of parking stalls on site as the project has been designed and the
availability of additional parking in the library’s second parking lot.
Motion by Gary Herzberg, second by Sam Ballweg, to approve the TIF Agreement between the
Village of Waunakee and 203 Main, LLC, subject to final review and approval by the Village
Administrator and the Village Attorney.
Motion Passed. For: 7, Against: 0.
For the record, the updates to the TIF Agreement to be made by the Village Administrator and
Village Attorney shall include: (1) inserting parenthetical information requested by Village Bond
Counsel; (2) updating the estimated cost of the Village Improvements on page 7 with the costs
associated with temporary utility work; and (3) adding language to the agreement addressing the
impact of the traffic impact analysis.
NEW BUSINESS
1 Discuss and Take Action on Accumulated Leave Reserve Policy
Motion by Steve Kraus, second by Sue Springman, to maintain the reserve balance at $400,000
and increase the annual levy to $55,000.

2 Discuss and Take Action on Resolution Approving Fund Transfers and Budget
Amendments
Motion by Phil Willems, second by Bill Ranum, to approve the resolution approving fund
transfers and budget amendments.
Motion Passed. For: 7, Against: 0.
3 Discuss and Take Action on Bids for New Library
Motion by Gary Herzberg, second by Phil Willems, to accept the bid from Vogel Bros. Building
Co. for the new Waunakee Library and approve a contract amount of $9,666,600.
Motion Passed. For: 7, Against: 0.
4 Discuss and Take Action on Amendment No. 1 to Strand Task Order No. 17-05
for 2018 Public Works Improvements
Motion by Sue Springman, second by Phil Willems, to approve Amendment No. 1 to Strand
Task Order 17-05 for 2018 Public Works Projects.
Motion Passed. For: 7, Against: 0.
5 Discuss and Take Action on Administrator Review, Compensation, and Benefit
Adjustments *The Village Board may convene in closed session as authorized by
Wisconsin Statute 19.85(1)(c) for the purpose of considering employment,
promotion, compensation, or performance evaluation data of any public
employee over which the governmental body has jurisdiction or exercises
responsibility. The Village Board may reconvene in open session and discuss and
take action on the subject matter discussed in closed session.
Motion by Steve Kraus, second by Bill Ranum, to convene in closed session at 7:26 p.m. as
authorized by Wisconsin Statute 19.85(1)(c) for the purpose of considering employment,
promotion, compensation, or performance evaluation data of any public employee over which
the governmental body has jurisdiction or exercises responsibility related to the Village
Administrator review, compensation, and benefit adjustments. The Village Board may reconvene
in open session and discuss and take action on the subject matter discussed in closed session.

ADJOURN
*As permitted by the Wisconsin open meetings law, the Village Board has chosen to list a public
comment period on Board meeting agendas to afford an opportunity for valued public comments.
This is specifically listed on the agenda as PUBLIC COMMENT, during which citizens may
share comments with the Board on items that do not appear on the agenda. The Village Board
may not engage in back-and-forth discussion or take formal action during this period, as the
subject items are not specifically listed. The Board may consider deferring the subject to a later
meeting when specific notice can be given. Note: In general, Wisconsin law grants citizens the
right to attend and observe open session meetings of the Village Board, but does not require
allowing the public to speak or actively participate. The Village Board may determine if citizen
participation will be allowed and to what extent.
State statute and/or Village Code requires the Village Board to hold public hearings on certain
specified matters where the public can comment on the particular subject. The meeting
chairperson will identify rules for providing comments. Other items on the agenda which are not
listed for public hearing do not require the Board to allow public comment, however the meeting
chairperson can at his/her own discretion allow limited public comments.
