CONFIRMATION OF OPEN MEETING COMPLIANCE (Public postings, official notices, and online availability) Public postings, official notices, and online availability were confirmed by Clerk Helt for open meeting compliance. CONSENT AGENDA Items under the consent agenda may be acted upon by one motion. If, in the judgment of any Board Member, a consent agenda item needs discussion, the item may be moved to later on the agenda for discussion and/or action. Motion by Bill Ranum, second by Phil Willems, to approve the Consent Agenda including all of the items listed below. Motion Passed. For: 5, Against: 0. 1 Approve April 16, 2018 Village Board Minutes Motion to approve the April 16, 2018 Village Board minutes. 2 Approve Schedule of Bills Motion to approve check numbers 76304 through 76320 totaling $43,522.44, WEX payment in the amount of $3,268.78, JP Morgan payment in the amount of $119,248.23, check numbers 76363 through 76380 totaling $41,087.84, check number 76381 in the amount of $830.00, and check numbers 76382 through 76409 totaling $188,643.38. 3 Approve Application for Temporary Class "B"/"Class B" License Application for St. John the Baptist Catholic Church Motion to approve an application for a Temporary Class "B"/"Class B" license for St. John the Baptist Catholic Church for a Parish Festival on June 8, 9, and 10, 2018 with a licensed premise identified as the beer tent area located at the east end of the ballfield behind St. John's School, wine tasting area to the west of St. John's School, all fenced in, the kitchen, and the cafeteria, located at 114 E. Third Street. 4 Approve Temporary Operator License Applications for Scott D. Nerat, Mercedes Ranum, and Jacquelyn Nerat Motion to approve Temporary Operator License applications for Scott D. Nerat, Mercedes Ranum, and Jacquelyn Nerat subject to review by the Waunakee Police Department. 5 Approve 2018 Fee Schedule Motion to approve the 2018 Village of Waunakee Official Fee Schedule. 6 Approve Resolution Writing Off Uncollectible Delinquent Personal Property Taxes Motion to approve the resolution writing off uncollectible delinquent personal property taxes. 7 Approve Update to Parks PAYGO Project List Motion to approve the updated Parks PAYGO Project List. 8 Approve Proclamation Declaring Creative Economy Week Motion to approve the proclamation declaring May 12-19, 2018 as Creative Economy Week in Waunakee. PRESENTATIONS 1 Presentation by Bolz Center Consulting Team on Creative Economy Initiative Sarah Bluvas and Jaron Bernstein, MBA students with the Bolz Center for Arts Administration, presented the findings and recommendations of taskforce. PUBLIC COMMENT Elaine Laufenberg provided written comments about Terrence Wall’s listening session and Nila Frye spoke about affordable housing. PUBLIC HEARING 1 Discuss and Take Action on Petition for Annexation by Lone Silo North Addition LLC, Annexation Ordinance, Rezone, and Pre-Annexation Agreement The public hearing to consider the annexation rezone for Lone Silo North Addition LLC was opened at 6:37 p.m. Michael Schott, Chad Flentje, Bryan Sipple, Jennie Sipple, Rebekah Allen, Michelle Acker Nell, Leonard Allen, Ed Schlappi, Mary Heimbecker, Jamie Steiert, Jerry Tierney, and Don Tierney all spoke but did not provide any comments related to rezoning the property. John Schwingle, Jeanette Acker, Martin O’Connor, and Sam Kaufmann provided written comments but none related to rezoning the property. The public hearing to consider the annexation rezone for Lone Silo North Addition LLC was closed at 6:37 p.m. No action was taken. LICENSES/PERMITS 1 Discuss and Take Action on Operator License Applications for Jeremy LaBarre and Eric Hanson Motion by Phil Willems, second by Joe Zitzelsberger, to deny an operator license application for Jeremy LaBarre effective January 15, 2018 and an operator license application for Eric Hanson effective May 7, 2018. Motion Passed. For: 5, Against: 0. 2 Discuss and Take Action on Operator License Applications for Robert Zamora, Debbie Allen, and Jonathon P. Wiebe Motion by Phil Willems, second by Erin Moran, to approve operator license applications for Robert Zamora, Debbie Allen, and Jonathon P. Wiebe, subject to successful completion of an approved responsible beverage server training course and review by the Waunakee Police Department. Motion Passed. For: 5, Against: 0. NEW BUSINESS 1 Discuss and Take Action on Resolution Allowing Staff to Proceed with 2018 Sidewalk Replacement Motion by Phil Willems, second by Bill Ranum, to approve the resolution allowing staff to proceed with 2018 Sidewalk Replacement project as presented. Motion Passed. For: 5, Against: 0. 2 Discuss and Take Action to Schedule Organizational Meeting Motion by Phil Willems, second by Joe Zitzelsberger to reschedule the organizational meeting. This is specifically listed on the agenda as PUBLIC COMMENT, during which citizens may share comments with the Board on items that do not appear on the agenda. The Village Board may not engage in back-and-forth discussion or take formal action during this period, as the subject items are not specifically listed. The Board may consider deferring the subject to a later meeting when specific notice can be given. Note: In general, Wisconsin law grants citizens the right to attend and observe open session meetings of the Village Board, but does not require allowing the public to speak or actively participate. The Village Board may determine if citizen participation will be allowed and to what extent. State statute and/or Village Code requires the Village Board to hold public hearings on certain specified matters where the public can comment on the particular subject. The meeting chairperson will identify rules for providing comments. Other items on the agenda which are not listed for public hearing do not require the Board to allow public comment, however the meeting chairperson can at his/her own discretion allow limited public comments.
