CALL TO ORDER
The June 18, 2018 Village Board meeting was called to order by Village Clerk Julee Helt at 6:02
p.m.
ROLL CALL

Motion by Phil Willems, second by Bill Ranum, to appoint Sam Ballweg as temporary chair.

Public postings, official notices, and online availability were confirmed by Clerk Helt for open
meeting compliance.
CONSENT AGENDA
Items under the consent agenda may be acted upon by one motion. If, in the judgment of any
Board Member, a consent agenda item needs discussion, the item may be moved to later on the
agenda for discussion and/or action.
Motion by Erin Moran, second by Phil Willems, to approve the Consent Agenda including all of
the items listed below.

2 Approve Schedule of Bills
Motion to approve check numbers 76525 through 76563 totaling $79,099.12 and 76500 through
76587 totaling $76,569.82.
3 Approve 2019 Budget Calendar
Motion to approve the 2019 budget calendar as presented.
4 Approve Temporary Class "B" License Application for Waunakee Area
Chamber of Commerce for WaunaBoom on July 4, 2018
Motion to approve an application for a Temporary Class “B” License for Waunakee Area
Chamber of Commerce for WaunaBoom on July 4, 2018 subject to the following conditions:
double fenced 40 x 80 tent located immediately east of the north end of the tennis court parking
lot, and the north half of the parking lot, with security provided, children not allowed in tent after
8:00 p.m., operating from 2:00 p.m. to 10:30 p.m., and closed during fireworks display.
5 Approve Temporary Operator License Applications for Beth A. Puccetti
Motion to approve a Temporary Operator License application for Beth A. Puccetti subject to
review by the Waunakee Police Department.
6 Approve Amplified Music Permit for WaunaBoom
Motion to approve the amplified music permit for WaunaBoom at Ripp Park on July 4, 2018.
7 Approve Amplified Music Permit for WaunaFest
Motion to approve the amplified music permit for WaunaFest, July 27 - 29, 2018.
8 Approve Resolution Designating July as Park and Recreation Month
Motion to approve the resolution designating July as Park and Recreation Month in Waunakee.
PUBLIC COMMENT
Ann Lewandowski, 103 W. Third Street, questioned the validity of some of the Village’s older
planning documents. Mary Heimbecker, 306 W. Third Street, asked if requests to change the
structure of the Historic Preservation Committee had been addressed.
LICENSES/PERMITS
1 Discuss and Take Action on Renewal of Alcohol Beverage License Application
for Sixmile Creek Golf Development Group LLC dba The Meadows of Sixmile
Creek
Motion by Bill Ranum, second by Phil Willems, to approve a renewal Alcohol Beverage License
application for Sixmile Creek Golf Development Group LLC dba The Meadows of Sixmile
Creek, premise identified as building located at 800 N. Century Avenue including clubhouse
with bar and grill, and golf course proper, subject to possession of a current seller’s permit,
payment of outstanding liquor bills, and payment of all outstanding bills or monies owed the
Village.
Motion Passed. For: 5, Against: 0.
2 Discuss and Take Action on Annual Operator License Applications
Motion by Bill Ranum, second by Erin Moran, to approve Operator License applications for all
applicants listed on attached roster subject to successful completion of an approved responsible
beverage server training course.
Motion Passed. For: 5, Against: 0.
NEW BUSINESS
1 Discuss and Take Action on Interim Market Update
Motion by Phil Willems, second by Bill Ranum, to approve the proposal from Associated
Appraisal for an interim market update in 2019 and to continue maintenance assessment services
for 2019 through 2023.
Motion Passed. For: 5, Against: 0.
OLD BUSINESS
1 Discuss and Take Action on Notice of Claim File by Foat Construction LLC
Against Village of Waunakee Related to Demolition and Disposal Services
Performed at 201 S. Madison Street *The Village Board may convene in closed
session as authorized by Wisconsin Statute 19.85(1)(g) for the purpose of
conferring with legal counsel for the governing body who is rendering oral
advice concerning strategy to be adopted by the Village with respect to litigation
in which it is or is likely to become involved. The Village Board may reconvene
in open session and discuss and take action on the subject matter discussed in
closed session.
Motion by Joe Zitzelsberger, second by Bill Ranum, to convene in closed session at 6:14 p.m. as
authorized by Wisconsin Statute 19.85(1)(g) for the purpose of conferring with legal counsel for
the governing body who is rendering oral advice concerning strategy to be adopted by the
Village with respect to litigation in which it is or is likely to become involved related to a claim
filed against the Village by Foat Construction LLC. The Village Board may reconvene in open
session and discuss and take action on the subject matter discussed in closed session.
Motion Passed. For: 5 -, Sam Ballweg, Joe Zitzelsberger, Erin Moran, Phil Willems, Bill Ranum.
Against: 0. Absent: 2 - Chris Zellner, Sue Springman.

ADJOURN
*As permitted by the Wisconsin open meetings law, the Village Board has chosen to list a public
comment period on Board meeting agendas to afford an opportunity for valued public comments.
This is specifically listed on the agenda as PUBLIC COMMENT, during which citizens may
share comments with the Board on items that do not appear on the agenda. The Village Board
may not engage in back-and-forth discussion or take formal action during this period, as the
subject items are not specifically listed. The Board may consider deferring the subject to a later
meeting when specific notice can be given. Note: In general, Wisconsin law grants citizens the
right to attend and observe open session meetings of the Village Board, but does not require
allowing the public to speak or actively participate. The Village Board may determine if citizen
participation will be allowed and to what extent.
State statute and/or Village Code requires the Village Board to hold public hearings on certain
specified matters where the public can comment on the particular subject. The meeting
chairperson will identify rules for providing comments. Other items on the agenda which are not
listed for public hearing do not require the Board to allow public comment, however the meeting
chairperson can at his/her own discretion allow limited public comments.

Waunakee, Wisconsin, at least twenty-four hours prior to the commencement of the
meeting so that any necessary arrangements can be made to accommodate each request.
Next scheduled meeting is July 2, 2018 6:00 PM at the
Village Center, 333 S. Madison Street.
