The July 2, 2018 Village Board meeting was called to order by President Chris Zellner at 6:00
p.m.

CONSENT AGENDA
Items under the consent agenda may be acted upon by one motion. If, in the judgment of any
Board Member, a consent agenda item needs discussion, the item may be moved to later on the
agenda for discussion and/or action.
Motion by Bill Ranum, second by Phil Willems, to approve the Consent Agenda including all of
the items listed below. Motion carried unanimously:

Motion to approve the June 18, 2018 Village Board minutes.
2 Approve Schedule of Bills
Motion to approve check numbers 76590 through 76620 totaling $62,976.26, JP Morgan in the
amount of $14,221.41, WEX in the amount of $4,104.01, US Bank in the amount of
$114,662.27, and check numbers 76621 through 76655 totaling $394,769.01.

PUBLIC HEARING
1 Discuss and Take Action on Certified Survey and Rezone for Vernon Barger,
5711 River Road, Town of Westport
The public hearing to consider a Certified Survey Map and rezone request for Vernon Barger,
5711 River Road, Town of Westport, was opened at 6:03 p.m. and closed at 6:04 p.m.
Motion by Phil Willems, second by Joe Zitzelsberger, to approve the Certified Survey Map for
Vernon Barger, 5711 River Road, Town of Westport, and rezone the property from County A-1
EX to Village of Waunakee ER-1 and Conservancy, as recommended by the Joint Plan
Commission, and conditioned on no further land division, no residential building on the
conservancy site, and connection to utilities once available.
Motion Passed. For: 5, Against: 0.
2 Discuss and Take Action on Certified Survey and Rezone for Steven and Ronald
Kalscheuer, 5511 Easy Street, Town of Westport
The public hearing to consider a Certified Survey Map and rezone request for Steven and Ronald
Kalscheuer, 5511 Easy Street, Town of Westport was opened at 6:05 p.m. and closed at 6:06
p.m.
This item was postponed as recommended by the Joint Plan Commission and as agreed to by the
property owners.
3 Discuss and Take Action on Rezone of 201 N. Madison Street for Public Library
The public hearing to consider the rezone request for 201 N. Madison Street for a public library
was opened at 6:06 p.m.
Sam Kaufmann, 908 Turnberry Drive, provided written comments in support of rezoning the
property.
Ann Lewandowski, 103 W. Third Street, and Mary Heimbecker, 306 W. Third Street, spoke in
support of rezoning the property.
The public hearing to consider the rezone request for 201 N. Madison Street for a public library
was closed at 6:11 p.m.
Motion by Phil Willems, second by Erin Moran, to approve the rezone request for 201 N.
Madison Street from I-1 Industrial to G-1 Institutional to allow for a public library as
recommended by the Village Plan Commission.
Motion Passed. For: 5, Against: 0.
4 Discuss and Take Action on Rezone Request by Main Street Waunakee, LLC/T.

Waunakee, Wisconsin, from R-3D, Residential to C-1D, Downtown Commercial

Patrick Maly, 409 Raymond Road, spoke in support of the rezone request by Main Street
Waunakee, LLC/T. Wall Enterprises.
The public hearing to consider the rezone request by Main Street Waunakee, LLC/T. Wall
Enterprises, for 201, 203, 205, 207, 209, and 211 W. Second Street, Waunakee, Wisconsin, from
R-3D, Residential to C-1D, Downtown Commercial, was closed at 7:47 p.m.
Motion by Chris Zellner, second by Erin Moran, to deny the rezone request by Main Street
Waunakee, LLC/T Wall Enterprises, for 201, 203, 205, 207, 209 and 211 W. Second Street, from
R-3D Residential to C-1D Downtown Commercial, because the request is not consistent with the
Village's Comprehensive Plan.
Motion Passed. For: 5 - Chris Zellner, Erin Moran, Bill Ranum, Phil Willems, Joe Zitzelsberger,
Against: 0, Absent: 2.
Motion by Bill Ranum, second by Joe Zitzelsberger, to require that any future plans for the Main
Street Waunakee, LLC/T Wall Enterprises project at this location comply with the Village’s
Comprehensive Plan.
Motion Passed. For: 5 - Chris Zellner, Erin Moran, Bill Ranum, Phil Willems, Joe Zitzelsberger,
Against: 0, Absent: 2.

comment period on Board meeting agendas to afford an opportunity for valued public comments.
This is specifically listed on the agenda as PUBLIC COMMENT, during which citizens may

may not engage in back-and-forth discussion or take formal action during this period, as the
