VILLAGE OF WAUNAKEE BOARD MEETING 500 West Main Street July 16, 2018 6:00 PM Meeting Minutes CALL TO ORDER The July 16, 2018 Village Board meeting was called to order by President Chris Zellner at 6:02 p.m. ROLL CALL Present: Sam Ballweg, Erin Moran, Bill Ranum, Sue Springman, Phil Willems, Chris Zellner, Joe Zitzelsberger Absent: None Also Present: Todd, Schmidt, Julee Helt, Renee Meinholz, Kevin Even, Bryan Kleinmaier, Gary Herzberg, Jean Herzberg, Mark Herzberg, Bill Frederick, Rick Moran, Adam Bentley, Ed Freer, Steve Krause, Diane Krause, Kristin Runge, Peter Lindblad, Jean Elvekrog, Chris Thomas, Ann Lewandowski, Sam Kaufmann, Carrie Arneson, Maria Patt, Kevin Kearney, Kathy Kearney, Peg Whiteside, Pat Maier, Mary Jo Bell, Colleen Webster, Jerry Tierney CONFIRMATION OF OPEN MEETING COMPLIANCE (Public postings, official notices, and online availability) Public postings, official notices, and online availability were confirmed by Clerk Helt for open meeting compliance. CONSENT AGENDA Items under the consent agenda may be acted upon by one motion. If, in the judgment of any Board Member, a consent agenda item needs discussion, the item may be moved to later on the agenda for discussion and/or action. Motion by Sue Springman, second by Phil Willems, to approve the Consent Agenda including all of the items listed below. Motion Passed. For: 7, Against: 0. 1 Approve July 2, 2018 Village Board Minutes Motion to approve the July 2, 2018 Village Board minutes. 2 Approve Schedule of Bills Motion to approve check numbers 76658 through 76703 totalling $283,019.95. 3 Approve Temporary Operator License Application for Michael Steinl Motion to approve Temporary Operator License application for Michael Steinl. 4 Approve Temporary Class "B" License Application for Waunakee Area Chamber of Commerce for Waunafest Run on July 28, 2018 Motion to approve the Temporary Class "B" license application for Waunakee Area Chamber of Commerce for Waunafest run on July 28, 2018. 5 Approve Temporary Class "B" License Application for Waunakee Area Chamber of Commerce for Waunafest on July 26-29, 2018 Motion to approve the Temporary Class "B" license application for Waunakee Area Chamber of Commerce for Waunafest on July 26-29, 2018 subject to the following conditions: entrance to beer tent must be staffed from open to close by paid security personnel for the purpose of checking ID's, and signs must be posted at the entrance of the beer tent indicating "No one under the age of 21 is allowed in the beer tent after 8:00 p.m." PUBLIC COMMENT The Village Board and staff congratulated the Waunaboom Committee for a well-run and fun event. PRESENTATIONS 1 Discuss and Take Action on Proclamation Honoring Steve Kraus Motion by Sam Ballweg, second by Bill Ranum, to approve the Proclamation Honoring Steve Kraus. Motion Passed. For: 7, Against: 0. 2 Discuss and Take Action on Proclamation Honoring Gary Herzberg Motion by Phil Willems, second by Sue Springman, to approve the Proclamation Honoring Gary Herzberg. Motion Passed. For: 7, Against: 0. 3 Discuss and Take Action on Proclamation Recognizing 40th Anniversary of Waunafest Run Motion by Sue Springman, second by Bill Ranum, to approve the Proclamation Recognizing the 40th Anniversary of the Waunafest Run. Motion Passed. For: 7, Against: 0. LICENSES/PERMITS 1 Discuss and Take Action on Operator License Applications for Kelsea Dushack, Gabrielle Boetcher, Anna Skalitzky, Diane Anderson, Faye Riedner, Miranda Ladwig, and Lydia Howery Motion by Phil Willems, second by Joe Zitzelsberger, to approve operator license applications for Kelsea Dushack, Gabrielle Boetcher, Anna Skalitzky, Diane Anderson, Faye Riedner, Miranda Ladwig, and Lydia Howery, subject to successful completion of an approved responsible beverage server training course and review by the Waunakee Police Department. Motion Passed. For: 7, Against: 0. NEW BUSINESS 1 Discuss and Take Action on Request for Detachment to Town of Westport, Whiteside Property, 5147 Bong Road Motion by Sam Ballweg, second by Erin Moran, to approve the detachment request for the Whiteside property, 5147 Bond Road. Motion Passed. For: 7, Against: 0. 2 Discuss and Take Action on Housing Study Proposal Motion by Phil Willems, second by Erin Moran, to approve the housing study as proposed by UW-Extension at a cost not to exceed $3,000. Motion Passed. For: 7, Against: 0. 3 Discuss and Take Action on Village Clerk Position Description Motion by Sam Ballweg, second by Sue Springman, to approve the Village Clerk job description as presented. This is specifically listed on the agenda as PUBLIC COMMENT, during which citizens may share comments with the Board on items that do not appear on the agenda. The Village Board may not engage in back-and-forth discussion or take formal action during this period, as the subject items are not specifically listed. The Board may consider deferring the subject to a later meeting when specific notice can be given. Note: In general, Wisconsin law grants citizens the right to attend and observe open session meetings of the Village Board, but does not require allowing the public to speak or actively participate. The Village Board may determine if citizen participation will be allowed and to what extent. State statute and/or Village Code requires the Village Board to hold public hearings on certain specified matters where the public can comment on the particular subject. The meeting chairperson will identify rules for providing comments. Other items on the agenda which are not listed for public hearing do not require the Board to allow public comment, however the meeting chairperson can at his/her own discretion allow limited public comments.
