CALL TO ORDER
The August 6, 2018 Village Board meeting was called to order by President Chris Zellner at 6:02
p.m.
ROLL CALL

Motion by Phil Willems, second by Bill Ranum, to approve the Consent Agenda including all of
the items listed below.

Motion to approve the July 16, 2018 Village Board minutes.
2 Approve Schedule of Bills
Motion to approve check numbers 76705 through 76735 totaling $316,270.95, 76736 through
76760 totaling $73,038.45, WEX payment in the amount of $4,945.62, US Bank payment in the
amount of $72,892.23, check numbers 76763 through 76776 totaling $216,951.22, void 76771,
and check number 76777 in the amount of $176,709.68.
3 Approve Updates to Compensation Plan
Motion to approve the changes in the wage scale related to several library positions.
4 Approve Position Description for Youth Services Librarian
Motion to approve the Youth Services Librarian position description
5 Approve Schenck SC Engagement Letter to Provide Audit Services for TID No.
2, TID No. 3, and TID No. 6
Motion to approve the engagement letter with Schenck S.C. to provide audit services for TID
No. 2, TID No. 3, and TID No. 6.
PUBLIC COMMENT
Administrator Todd Schmidt and staff hosted a University of Wisconsin Creative Placemaking
class for a full day, including community presentations and tours.
REPORTS
1 TID Update
Finance Director Renee Meinholz provided a summary of the TID reports presented to the Joint
Review Board at its annual meeting to review tax incremental district performance and status.
PUBLIC HEARING
1 Discuss and Take Action on Certified Survey Map and Rezone Request for
Brandon Andries for Vacant Lot Adjacent to 5152 River Road, Town of
Westport
The public hearing to consider a certified survey map and rezone request for Brandon Andries
for a vacant lot adjacent to 5152 River Road, Town of Westport, was opened at 6:23 p.m. Ann
Lewandowski, 103 W. Third Street, asked how the land was to be divided. The public hearing
was held open until the August 20, 2018 Village Board meeting.
2 Discuss and Take Action on Request to Amend General Development Plan for
Waunakee Business Park Phase 2, Lot 15, Allowing Day Care Center for Dogs to
Conduct Certain Business Operations Outside on Property
The public hearing to consider a request to amend the General Development Plan for Waunakee
Business Park Phase 2, Lot 15, allowing a day care center for dogs to conduct certain business
operations outside on the property was opened at 6:25 p.m. and closed at 6:26 p.m.
Motion by Phil Willems, second by Bill Ranum, to approve the amendment to the General
Development Plan for Waunakee Business Park Phase 2, Lot 15.
Motion Passed. For: 4, Against: 0.
LICENSES/PERMITS
1 Discuss and Take Action on Operator License Applications for Julie Steinle,
Alejandra Perfetti and Cassandra Balun
Motion by Bill Ranum, second by Joe Zitzelsberger, to approve operator license applications for
Julie Steinle, Alejandra Perfetti, and Cassandra Balun, subject to successful completion of an
approved responsible beverage server training course and review by the Waunakee Police
Department.
Motion Passed. For: 4, Against: 0.
NEW BUSINESS
1 Discuss and Take Action on Agreement for Sanitary Sewer Extension to West of
CTH Q
Motion by Phil Willems, second by Bill Ranum, to approve the agreement for Sanitary Sewer
Extension to the west of CTH Q and authorize the Village Engineer and Village Attorney to
approve any modifications.
Motion Passed. For: 4, Against: 0.

*As permitted by the Wisconsin open meetings law, the Village Board has chosen to list a public
comment period on Board meeting agendas to afford an opportunity for valued public comments.
This is specifically listed on the agenda as PUBLIC COMMENT, during which citizens may
share comments with the Board on items that do not appear on the agenda. The Village Board
may not engage in back-and-forth discussion or take formal action during this period, as the
subject items are not specifically listed. The Board may consider deferring the subject to a later
meeting when specific notice can be given. Note: In general, Wisconsin law grants citizens the
right to attend and observe open session meetings of the Village Board, but does not require
allowing the public to speak or actively participate. The Village Board may determine if citizen
participation will be allowed and to what extent.
State statute and/or Village Code requires the Village Board to hold PUBLIC HEARINGS on
certain specified matters where the public can comment on the particular subject. The meeting
chairperson will identify rules for providing comments. Other items on the agenda which are not
listed for public hearing do not require the Board to allow public comment, however the meeting
chairperson can at his/her own discretion allow limited public comments.

meeting so that any necessary arrangements can be made to accommodate each request.
