CALL TO ORDER
The August 20, 2018 Village Board meeting was called to order by President Chris Zellner at
6:03 p.m.

all of the items listed below.

Motion to approve the August 6, 2018 Village Board minutes.
2 Approve Schedule of Bills
Motion to approve check numbers 76778 through 76807 totalling $103,138.16, check number
76808 in the amount of $80.60, and check numbers 76812 through 76839 totalling
$1,253,101.79.
3 Approve Update to CDL Policy/Village Vehicle Operation Policy
Motion to approve the Commercial Driver's License/Operation of Vehicles Policy Update.
PUBLIC COMMENT
Nila Frye, 404 E. Verleen Avenue, expressed her hope that the Village Board would attend the
Dane County Housing Summit. Ann Lewandowski, 103 W. Third Street, suggested that the same
method for selecting the Housing Task Force members be used as is used when selecting
appointments for other committees. President Zellner read a letter from the City of Sun Prairie
thanking Waunakee's emergency services for their assistance with the downtown fire and
explosion, and he thanked the same group for their assistance with Waunakee's recent incident.
PUBLIC HEARING
1 Discuss and Take Action on Request from John Wallner to Rezone 4996
Gilkeson Road, Town of Westport, from County R-1 Residential District to
Village R-1 Single Family Residential District to Construct Shed
The public hearing to consider a request from John Wallner to rezone 4996 Gilkeson Road,
Town of Westport, from County R-1 Residential District to Village R-1 Single Family
Residential District, to construct a shed, was opened at 6:08 p.m. and closed at 6:09 p.m.
Motion by Phil Willems, second by Bill Ranum, to approve the request from John Wallner to
rezone 4996 Gilkeson Road, Town of Westport, from County R-1 Residential District to Village
R-1 Single Family Residential District, to construct a shed, subject to the conditions and
restrictions recommended by the Joint Plan Commission and the Town of Westport.
Motion Passed. For: 7, Against: 0.
2 Discuss and Take Action on Request from Roger Wolter/Purple Cow Organics to
Rezone 5935 CTH K, Town of Westport, from County C-1 Commerical District
to Village C-1 General Commercial District
The public hearing to consider a request from Roger Wolter/Purple Cow Organics to rezone
5935 CTH K, Town of Westport, from County C-1 Commercial District to Village C-1 General
Commercial District, was opened at 6:10 p.m. and closed at 6:11 p.m.
Motion by Phil Willems, second by Erin Moran, to approve the request from Roger
Wolter/Purple Cow Organics to rezone 5935 CTH K, Town of Westport, from County C-1
Commercial District to Village C-1 General Commercial District, with all standard Town
conditions.
Motion Passed. For: 7, Against: 0.
3 Discuss and Take Action on Certified Survey Map and Rezone Request for
Brandon Andries for Vacant Lot Adjacent to 5152 River Road, Town of
Westport, from County A-1 EX Agricultural District to Village CR-5ac
Countryside Residential District
The public hearing to consider a certified survey map and rezone request for Brandon Andries
for a vacant lot adjacent to 5152 River Road, Town of Westport, from County A-1 EX
Agricultural District to Village CR-5ac Countryside Residential District, was opened at 6:11
p.m. and closed at 6:12 p.m.
Motion by Sue Springman, second by Sam Ballweg, to approve the Certified Survey Map and
rezone request for Brandon Andries for a vacant lot adjacent to 5152 River Road, Town of
Westport, from County A-1 EX Agricultural District to Village CR-5ac Countryside Residential
District, as recommended by the Joint Plan Commission and the Town of Westport.
Motion Passed. For: 7, Against: 0.
4 Discuss and Take Action on Certified Survey Map for Steven and Ronald
Kalscheuer, 5511 Easy Street, Town of Westport
The public hearing to consider a certified survey map for Steven and Ronald Kalscheuer, 5511
Easy Street, Town of Westport, was opened at 6:13 p.m. and closed at 6:14 p.m.
Motion by Sam Ballweg, second by Phil Willems, to approve the Certified Survey Map for
Steven and Ronald Kalscheuer, 5511 Easy Street, Town of Westport, as recommended by the
Town.
Motion Passed. For: 7, Against: 0.
LICENSES/PERMITS
1 Discuss and Take Action on Operator License Application for Laura Strong,
Marci Stahlman, Bonita Carrie, Erica Borleske, Stefanie Hayman, and Johna
Ryan
Motion by Phil Willems, seconded by Joe Zitzelsberger, to approve operator license applications
for Laura Strong, Marci Stahlman, Bonita Carrie, Erica Borleske, Stefanie Hayman, and Johna
Ryan, subject to successful completion of an approved responsible beverage server training
course and review by the Waunakee Police Department.
Motion Passed. For: 7, Against: 0.
NEW BUSINESS
1 Discuss and Take Action on Banking Bid Proposals
Motion by Sue Springman, second by Phil Willems, to approve the banking services proposal
from Old National Bank.
Motion Passed. For: 6, Against: 0, Abstain: 1-Sam Ballweg.
2 Discuss and Take Action on Meadowbrook Park Shelter Bids
Motion by Phil Willems, second by Sue Springman, to approve the contract with Iconica, Inc.,
for construction of the Meadowbrook Park shelter for a total cost of $356,327.
Motion Passed. For: 7, Against: 0.
3 Discuss and Take Action on Dark Store Legislative Campaign Funding Request
Motion by Chris Zellner, second by Phil Willems, to approve the allocation of $1,200 from
insurance dividend proceeds for the League of Wisconsin Municipalities Dark Store Legislative
Campaign.
Motion Passed. For: 7, Against: 0.
4 Discuss and Take Action to Create Waunakee Housing Task Force
Motion by Phil Willems, second by Bill Ranum, to approve the task to be completed by the
Waunakee Housing Task Force and the composition of the task force as amended, and to assign
Village Administration to take the necessary steps to coordinate and complete the study by
providing staff support and guidance to the task force and UW Extension consulting team.
Motion Passed. For: 7, Against: 0.
OLD BUSINESS
1 Discuss and Take Action on Rezone Request from Steven and Ronald
Kalscheuer, 5511 Easy Street, Town of Westport, for Proposed New Lots, from
County A-1 EX Agricultural District to Village ER-1 Estate Residential District
and CON Conservancy District
The public hearing to consider a rezone request from Steven and Ronald Kalscheuer, 5511 Easy
Street, Town of Westport, for proposed new lots, from County A-1 EX Agricultural District to
Village ER-1 Estate Residential District and CON Conservancy District, was held open from the
August 6, 2018 Village Board meeting and closed at 7:12 p.m.
Motion by Sam Ballweg, second by Sue Springman, to approve the rezone request from Steven
and Ronald Kalscheuer, 5511 Easy Street, Town of Westport, for proposed new lots, from
County A-1 EX Agricultural District to Village ER-1 Estate Residential District and CON
Conservancy District, as recommended by the Town.
Motion Passed. For: 7, Against: 0.
NEW BUSINESS
5 Discuss and Take Action on Amendment to Octopi Development Agreements*
The Village Board may convene in closed session as authorized by Wisconsin
Statute 19.85 (1)(e) for the purpose of deliberating or negotiating the purchasing
of public properties, the investing of public funds, or conducting other specified
public business, whenever competitive or bargaining reasons require a closed
session. The Village Board may reconvene in open session and discuss and take
action on the subject matter discussed in closed session.
Motion by Phil Willems, second by Bill Ranum, to convene in closed session at 7:34 p.m. as
authorized by Wisconsin Statute 19.85 (1)(e) for the purpose of deliberating or negotiating the
purchasing of public properties, the investing of public funds, or conducting other specified
public business, whenever competitive or bargaining reasons require a closed session related to
potential amendments to development agreements for Octopi. The Village Board may reconvene
in open session and discuss and take action on the subject matter discussed in closed session.
Motion Passed. Roll Call Vote—For: 7 - Chris Zellner, Sam Ballweg, Erin Moran, Bill Ranum,
Sue Springman, Phil Willems, Joe Zitzelsberger, Against: 0.

2 Discuss and Take Action on Forward Development Group Request for TIF
Participation in Woodland Crest Development* The Village Board may convene
in closed session as authorized by Wisconsin Statute 19.85 (1)(e) for the purpose
of deliberating or negotiating the purchasing of public properties, the investing
of public funds, or conducting other specified public business, whenever
competitive or bargaining reasons require a closed session. The Village Board
may reconvene in open session and discuss and take action on the subject matter
discussed in closed session.
Dan O'Callaghan summarized the project and request for TIF assistance.
Motion by Phil Willems, second by Bill Ranum, to convene in closed session at 7:35 p.m. as
authorized by Wisconsin Statute 19.85(1)(e) for the purpose of deliberating or negotiating the
purchasing of public properties, the investing of public funds, or conducting other specified
public business, whenever competitive or bargaining reasons require a closed session related to
Forward Development Group request for TIF participation in Woodland Crest Development. The
Village Board may reconvene in open session and discuss and take action on the subject matter
discussed in closed session.
Motion Passed. Roll Call Vote—For: 7 - Chris Zellner, Sam Ballweg, Erin Moran, Bill Ranum,
Sue Springman, Phil Willems, Joe Zitzelsberger, Against: 0.

*As permitted by the Wisconsin open meetings law, the Village Board has chosen to list a public
comment period on Board meeting agendas to afford an opportunity for valued public comments.
This is specifically listed on the agenda as PUBLIC COMMENT, during which citizens may
share comments with the Board on items that do not appear on the agenda. The Village Board
may not engage in back-and-forth discussion or take formal action during this period, as the
subject items are not specifically listed. The Board may consider deferring the subject to a later
meeting when specific notice can be given. Note: In general, Wisconsin law grants citizens the
right to attend and observe open session meetings of the Village Board, but does not require
allowing the public to speak or actively participate. The Village Board may determine if citizen
participation will be allowed and to what extent.
State statute and/or Village Code requires the Village Board to hold public hearings on certain
specified matters where the public can comment on the particular subject. The meeting
chairperson will identify rules for providing comments. Other items on the agenda which are not
listed for public hearing do not require the Board to allow public comment, however the meeting
chairperson can at his/her own discretion allow limited public comments.
