CALL TO ORDER
The September 4, 2018 Village Board meeting was called to order by President Chris Zellner at
6:01 p.m.
ROLL CALL
Present: Joe Zitzelsberger, Sam Ballweg, Sue Springman, Bill Ranum, Chris Zellner, Phil
Willems, Erin Moran
Absent: None
Also Present: Todd Schmidt, Julee Helt, Renee Meinholz, Bill Frederick, Sue McDade, Erick
Plumb, Roberta Baumann, Maria Patt, Kristin Runge, Mary Ellen Kearney, Sam Kaufmann, Nila

Public postings, official notices, and online availability were confirmed by Clerk Julee Helt for
open meeting compliance.
CONSENT AGENDA
Items under the consent agenda may be acted upon by one motion. If, in the judgment of any
Board Member, a consent agenda item needs discussion, the item may be moved to later on the
agenda for discussion and/or action.
Motion by Sue Springman, second by Phil Willems, to approve the Consent Agenda including all
of the items listed below.

Motion to approve the August 20, 2018 Village Board minutes.
2 Approve Schedule of Bills
Motion to approve check numbers 76840 through 76864 totalling $124,459.90, WEX payment in
the amount of $4,671.86, US Bank payment in the amount of $144,544.91, and check numbers
76865 through 76879 totalling $34,713.50.
3 Approve Temporary Class "B" Retailer's License Application for Waunakee
Youth Hockey Association, Inc. (WYHA) dba Wildcat Youth Hockey Association
Motion to approve an application for a Temporary Class "B" License for Waunakee Youth
Hockey Association, Inc. (WYHA) dba Wildcat Youth Hockey Association on October 26 and
27, 2018.
4 Approve Temporary Operator License Applications
Motion to approve Temporary Operator License applications for Matthew T. Saltzberry, Jaime
M. Doty, and John R. Samuelson.
PUBLIC COMMENT
President Zellner and Administrator Todd Schmidt commented on the nice job done by
Waunakee Utilities restoring power on Saturday.
LICENSES/PERMITS
1 Discuss and Take Action on Operator License Applications for Kyle Roessler
and Lacie Schroeder
Motion by Phil Willems, second by Erin Moran, to approve Operator License applications for
Kyle Roessler and Lacie Schroeder, subject to successful completion of an approved responsible
beverage server training course and review by the Waunakee Police Department.
Motion Passed. For: 7, Against: 0.
NEW BUSINESS
1 Discuss and Take Action on Additional Vacation Leave for Youth Services
Librarian Position
Motion by Sam Ballweg, second by Bill Ranum, to approve the request for one additional week
of vacation (80 hours total) for the Youth Services Librarian candidate.
Motion Passed. For: 6, Against: 1 - Chris Zellner.
2 Discuss and Take Action on Resolution Authorizing the Issuance of Municipal
Revenue Obligation in an Amount Not to Exceed $2,900,000 to RenewAire LLC
Motion by Sue Springman, second by Phil Willems, to approve the Resolution Authorizing the
Issuance of a Municipal Revenue Obligation in an Amount Not to Exceed $2,900,000 to
RenewAire LLC.
Motion Passed. For: 7, Against: 0.
Trustee Ranum stepped out of the meeting.
3 Discuss and Take Action on Committee Appointments Including Waunakee
Housing Task Force
Motion by Phil Willems, second by Joe Zitzelsberger, to approve the appointments to the
Waunakee Housing Task Force as recommended by the Village President, and the appointment
of Brad Zeman to the Plan Commission.
Motion Passed. For: 6, Against: 0.
Trustee Ranum returned to the meeting.

Motion by Joe Zitzelsberger, second by Sam Ballweg, to adjourn at 6:17 p.m.

ADJOURN
*As permitted by the Wisconsin open meetings law, the Village Board has chosen to list a public
comment period on Board meeting agendas to afford an opportunity for valued public comments.
This is specifically listed on the agenda as PUBLIC COMMENT, during which citizens may
share comments with the Board on items that do not appear on the agenda. The Village Board
may not engage in back-and-forth discussion or take formal action during this period, as the
subject items are not specifically listed. The Board may consider deferring the subject to a later
meeting when specific notice can be given. Note: In general, Wisconsin law grants citizens the
right to attend and observe open session meetings of the Village Board, but does not require
allowing the public to speak or actively participate. The Village Board may determine if citizen
participation will be allowed and to what extent.
State statute and/or Village Code requires the Village Board to hold PUBLIC HEARINGS on
certain specified matters where the public can comment on the particular subject. The meeting
chairperson will identify rules for providing comments. Other items on the agenda which are not
listed for public hearing do not require the Board to allow public comment, however the meeting
chairperson can at his/her own discretion allow limited public comments.

meeting so that any necessary arrangements can be made to accommodate each request.
