CALL TO ORDER
The October 1, 2018 Village Board meeting was called to order by President Chris Zellner at
6:00 p.m.
ROLL CALL
Present: Joe Zitzelsberger, Sam Ballweg, Sue Springman, Bill Ranum, Chris Zellner, Phil
Willems, Erin Moran
Absent: None
Also Present: Todd Schmidt, Julee Helt, Renee Meinholz, Kevin Even, Adam Bentley, Al
Jaeger, Mary Heimbecker, Maria Patt, Roberta Baumann

Public postings, official notices, and online availability were confirmed by Clerk Julee Helt for
open meeting compliance.
CONSENT AGENDA
Items under the consent agenda may be acted upon by one motion. If, in the judgment of any
Board Member, a consent agenda item needs discussion, the item may be moved to later on the
agenda for discussion and/or action.
Motion by Sam Ballweg, second by Joe Zitzelsberger, to approve the Consent Agenda including
all of the items listed below.

Motion to approve the September 17, 2018 Village Board minutes.
2 Approve Schedule of Bills
Motion to approve check numbers 76978 through 77003 totaling $385,013.05, US Bank check in
the amount of $103,440.38, WEX check in the amount of $5,116.17, check numbers 77007
through 77029 totaling $1,419.884.75, and check number 77030 in the amount of $1,350.
3 Approve Engagement Letter from Schenck S.C. for December 31, 2018 Audit
Motion to approve the Engagement Letter dated September 10, 2018 with Schenck S.C. for the
December 31, 2018 audit.
4 Approve Lions Club Diabetes Lights Request
Motion to approve the request from the Waunakee Lions Club for "Operation Diabetes Blue"
activities.
5 Approve Resolution Requesting Exemption from Dane County Library Tax
Motion to approve the Resolution Requesting Exemption from Dane County Library Tax.
6 Deny Claim for Damages from Cynthia Rolstad
Motion to deny the claim for damages from Cynthia Rolstad.
PUBLIC COMMENT
President Zellner congratulated the Milwaukee Brewers on advancing to the National League
Division Series. Administrator Todd Schmidt reported that Village resident participation in the
Capital Area Regional Planning Commission "A Greater Madison Vision Scenario Survey" was
highest in Dane County.
LICENSES/PERMITS
1 Discuss and Take Action on Operator License Applications for Breanna Keller,
Linda Breitenfeld, Elijah Sesolak, Brandon Pertzborn and Phyllis Schwartz
Motion by Phil Willems, second by Bill Ranum, to approve operator license applications for
Breanna Keller, Linda Breitenfeld, Elijah Sesolak, Brandon Pertzborn, and Phyllis Schwartz,
subject to successful completion of an approved responsible beverage server training course and
review by the Waunakee Police Department.
Motion Passed. For: 7, Against: 0.
NEW BUSINESS
1 Discuss and Take Action on Health Insurance 2019
No action taken.
2 Discuss and Take Action on Resolution Authorizing Issuance of Municipal
Revenue Obligation in an Amount Not to Exceed $610,000 to At Home Again
Waunakee, LLC
Motion by Sue Springman, second by Phil Willems, to approve the Resolution Authorizing the
Issuance of a Municipal Revenue Obligation in an Amount Not to Exceed $610,000 to At Home
Again Waunakee, LLC.
Motion Passed. For: 7, Against: 0.

ADJOURN
*As permitted by the Wisconsin open meetings law, the Village Board has chosen to list a public
comment period on Board meeting agendas to afford an opportunity for valued public comments.
This is specifically listed on the agenda as PUBLIC COMMENT, during which citizens may
share comments with the Board on items that do not appear on the agenda. The Village Board
may not engage in back-and-forth discussion or take formal action during this period, as the
subject items are not specifically listed. The Board may consider deferring the subject to a later
meeting when specific notice can be given. Note: In general, Wisconsin law grants citizens the
right to attend and observe open session meetings of the Village Board, but does not require
allowing the public to speak or actively participate. The Village Board may determine if citizen
participation will be allowed and to what extent.
State statute and/or Village Code requires the Village Board to hold PUBLIC HEARINGS on
certain specified matters where the public can comment on the particular subject. The meeting
chairperson will identify rules for providing comments. Other items on the agenda which are not
listed for public hearing do not require the Board to allow public comment, however the meeting
chairperson can at his/her own discretion allow limited public comments.

meeting so that any necessary arrangements can be made to accommodate each request.
