CALL TO ORDER
The October 15, 2018 Village Board meeting was called to order by President Chris Zellner at
6:02 p.m.
ROLL CALL

CONSENT AGENDA
Items under the consent agenda may be acted upon by one motion. If, in the judgment of any
Board Member, a consent agenda item needs discussion, the item may be moved to later on the
agenda for discussion and/or action.
Motion by Joe Zitzelsberger, second by Bill Ranum, to approve the Consent Agenda including
all of the items listed below.

Motion to approve the October 1, 2018 Village Board minutes.
2 Approve Schedule of Bills
Motion to approve check numbers 77031 through 77050 totaling $85,956.81 and 77053 through
77074 totaling $679,783.46.
3 Approve Election Inspector Appointments
Motion to approve Election Inspectors as presented for the 2018-2019 election cycle.
4 Approve Resolution Designating Authorized Representative for Recycling
Grants
Motion to approve the Resolution Designating Authorized Representative for Recycling Grants.
5 Approve Boards, Commission, and Committee Appointments
Motion to approve the appointment of Suzanne Matiash to fill a vacancy on the Senior Services
Committee, effective immediately.

Chery Wittke, Executive Director, Safe Communities, was present to provide the Board with
information about their organization.
LICENSES/PERMITS
1 Discuss and Take Action on Operator License Applications for Guy Devitt,
Katherine Leaf, and Kaylee Muchow
Motion by Phil Willems, second by Erin Moran, approve operator license applications for Guy
Devitt, Katherine Leaf, and Kaylee Muchow, subject to successful completion of an approved
responsible beverage server training course and review by the Waunakee Police Department.
Motion Passed. For: 6, Against: 0.
PUBLIC HEARING
1 Discuss and Take Action on Certified Survey Map for Octopi Brewing, 1131
Uniek Drive
The public hearing to consider a Certified Survey Map for Octopi Brewing, 1131 Uniek Drive,
was opened at 6:18 and closed at 6:19 p.m.
Motion by Phil Willems, second by Sue Springman, to approve the Certified Survey Map for
Octopi Brewing, 1131 Uniek Drive, as presented.
Motion Passed. For: 6, Against: 0.
NEW BUSINESS
1 Discuss and Take Action to Place on File Proposed 2019 Operating and Capital
Improvement Budget
Motion by Sue Springman, second by Bill Ranum, to direct staff to publish the notice as required
by state statutes indicating the proposed budget is available for public review.
Motion Passed. For: 6, Against: 0.
PUBLIC HEARING
2 Discuss and Take Action on Proposed Zoning Code Amendments Related to
Building Height Standards, Lot Area Standards, and Setbacks from More
Restrictive Districts
The public hearing to consider proposed Zoning Code amendments related to building height
standards, lot area standards, and setbacks from more restrictive districts was opened at 8:00 p.m.
Carrie Arneson, 923 Lexington Way, Ann Lewandowski, 103 W. Third Street, Sam Kaufmann,
908 Turnberry Drive, Julie and Bruce Kaufmann, 908 Turnberry Drive, and Elaine Laufenberg,
301 W. Main Street, provided written comments generally in opposition to the amendments.
Gerry Ashmore, 114 South Street, Mary Ellen Kearney, 317 W. Main Street, Mary Heimbecker,
306 W. Third Street, and Linda Ashmore, 114 South Street, spoke generally in opposition to the
amendments.
The public hearing to consider proposed Zoning Code amendments related to building height
standards, lot area standards, and setbacks from more restrictive districts was closed at 8:16 p.m.
Motion by Phil Willems, second by Bill Ranum, to approve the ordinance amending Chapter 133
of the Code of Ordinances with respect to Sections 133-374(11), 133-376(1), 133-458(6), 133-
459(1), 133-525(24), 133-527(1), 133-585(5), and 133-608(4), as recommended by the Village
Attorney with a 55 foot hard cap.
Motion Passed. For: 6, Against: 0.
Motion by Sue Springman, second by Erin Moran, to approve the ordinance amending Chapter
133 of the Code of Ordinances with respect to Section 133-491(4) as written but with additional
language regarding adjacent parcel or parcels not being located in a residential zoning district.
Motion Passed. For: 6, Against: 0.
Motion by Phil Willems, second by Bill Ranum, to approve the ordinance amending Chapter 133
of the Code of Ordinances with respect to Section 133-12(d) as written.
Motion Passed. For: 5, Against: 1 (Zitzelsberger).
NEW BUSINESS
2 Consultation on American Legion Property Development TIF Request
President Zellner excused himself from any discussion or action on this item and left the meeting
at 9:00 p.m.
Motion by Phil Willems, second by Bill Ranum, to appoint Trustee Sue Springman as
Temporary Chairperson.
Motion Passed. For: 5, Against: 0.
Motion by Bill Ranum, second by Phil Willems, to direct staff to proceed with a fiscal analysis
of the LZ Management project on the American Legion Property.
Motion Passed. For: 5, Against: 0.

2 Consultation on American Legion Property Development TIF Request *The
Village Board may convene in closed session as authorized by Wisconsin Statute
19.85(1)(e) for the purpose of deliberating or negotiating the purchasing of public
properties, the investing of public funds, or conducting other specified public
business, whenever competitive or bargaining reasons require a closed session. The
Village Board may reconvene in open session and discuss and take action on the
subject matter discussed in closed session.
ADJOURN
*As permitted by the Wisconsin open meetings law, the Village Board has chosen to list a public
comment period on Board meeting agendas to afford an opportunity for valued public comments.
This is specifically listed on the agenda as PUBLIC COMMENT, during which citizens may
share comments with the Board on items that do not appear on the agenda. The Village Board
may not engage in back-and-forth discussion or take formal action during this period, as the
subject items are not specifically listed. The Board may consider deferring the subject to a later
meeting when specific notice can be given. Note: In general, Wisconsin law grants citizens the
right to attend and observe open session meetings of the Village Board, but does not require
allowing the public to speak or actively participate. The Village Board may determine if citizen
participation will be allowed and to what extent.
State statute and/or Village Code requires the Village Board to hold PUBLIC HEARINGS on
certain specified matters where the public can comment on the particular subject. The meeting
chairperson will identify rules for providing comments. Other items on the agenda which are not
listed for public hearing do not require the Board to allow public comment, however the meeting
chairperson can at his/her own discretion allow limited public comments.

meeting so that any necessary arrangements can be made to accommodate each request.
