CALL TO ORDER
The November 5, 2018 Village Board meeting was called to order by President Chris Zellner at
6:00 p.m.
ROLL CALL

Public postings, official notices, and online availability were confirmed by Administrator Todd
Schmidt for open meeting compliance.
CONSENT AGENDA
Items under the consent agenda may be acted upon by one motion. If, in the judgment of any
Board Member, a consent agenda item needs discussion, the item may be moved to later on the
agenda for discussion and/or action.
Motion by Joe Zitzelsberger, second by Bill Ranum, to approve the Consent Agenda including
all of the items listed below.

Motion to approve the October 15, 2018 Village Board minutes.
2 Approve Schedule of Bills
Motion to approve check numbers 77075 through 77108 totaling $75,296.72, WEX in the
amount of $4,093.76, check numbers 77111 through 77134 totaling $561,807.85, US Bank in the
amount of $87,357.74, check numbers 77135 through 77160 totaling $293,090.07, and 77165
through 77184 totaling $139,794.50.
3 Approve Temporary Operator Licenses Associated with “Class B” License for
Waunakee Professional Women Wine Walk
Motion to approve Temporary Operator Licenses associated with the Temporary "Class B"
Retailer's License for the Waunakee Professional Women for a wine walk on December 7, 2018
from 5:00 p.m. until 9:00 p.m. for Simply Unique Décor, Majestic Floors and More LLC, Nails
by Marlo, Waunakee Furniture ETC, Buttercup Beauty, Weaver Auto Parts, Jenerate Wellness,
Back in Action Chiropractic, Ooh La La, Sapphire Yoga & Wellness, Wisconsin Candle
Company, Sweet Pea Floral, Hometown Pharmacy Waunakee, Lake Life Company, May Vision
Center, Ecco Salon, Capitol Physical Therapy, Red Barn Company Store, and Kee Kee Boutique,
with premises defined as business building proper (inside), not including any outside property
connected to the business address, and to require event organizers, participating business owners,
and approved Temporary Operators to attend a mandatory informational meeting to review
license requirements.
4 Approve Election Inspector Appointments
Motion to approve Chris Halverson, Rosanne Hepner, and Kristen Lund, as Election Inspectors
for the 2018-19 election cycle.
PUBLIC COMMENT
1 Public Comment on 2019 Village of Waunakee Budget
There was no comment from the public other than to request the information be displayed for the
audience to see.
LICENSES/PERMITS
1 Discuss and Take Action on Operator License Applications for Jorge Sauvedo,
Eleanor Ranne, and Jared Cole
Motion by Phil Willems, second by Erin Moran, to approve operator license applications for
Jorge Sauvedo, Eleanor Ranne, and Jared Cole, subject to successful completion of an approved
responsible beverage server training course and review by the Waunakee Police Department.
Motion Passed. For: 6, Against: 0.
NEW BUSINESS
1 Discuss and Take Action on Resolution Electing to Have Water Utility Direct Bill
All Public Fire Protection Changes Per Wis. Stat. 196.03(3)(B)
Motion by Sue Springman, second by Phil Willems, to approve the Resolution Electing to Have
the Water Utility Direct Bill All Public Fire Protection Charges per Wis. Stat. 196.03(3)(b).
Motion Passed. For: 6, Against: 0.
2 Discuss and Take Action on Handbook Changes Related to Healthcare
Motion by Phil Willems, second by Bill Ranum, to approve changes to the Personnel Handbook
related to healthcare.
Motion Passed. For: 6, Against: 0.
3 Discuss and Take Action on Agreement for Professional Service with Ayres
Associates for Site Investigation and Environmental Consulting at Waunakee
Village Center
Motion by Chris Zellner, second by Sue Springman, to approve an agreement for professional
services with Ayres Associates, Inc. for site investigation and environmental consulting at the
Waunakee Village Center.
Motion Passed. For: 6, Against: 0.
OLD BUSINESS
1 Discuss and Take Action on Forward Development Group Request for TIF
Participation in Woodland Crest Development* The Village Board may convene
in closed session as authorized by Wisconsin Statute 19.85 (1)(e) for the purpose
of deliberating or negotiating the purchasing of public properties, the investing
of public funds, or conducting other specified public business, whenever
competitive or bargaining reasons require a closed session. The Village Board
may reconvene in open session and discuss and take action on the subject matter
discussed in closed session.
Motion by Phil Willems, second by Bill Ranum, to convene in closed session at 6:49 p.m. as
authorized by Wisconsin Statute 19.85(1)(e) for the purpose of deliberating or negotiating the
purchasing of public properties, the investing of public funds, or conducting other specified
public business, whenever competitive or bargaining reasons require a closed session related to
Forward Development Group request for TIF participation in Woodland Crest Development. The
Village Board may reconvene in open session and discuss and take action on the subject matter
discussed in closed session.
Motion Passed. Roll Call Vote—For: 6 - Chris Zellner, Erin Moran, Bill Ranum, Sue Springman,
Phil Willems, Joe Zitzelsberger, Against: 0.

ADJOURN
*As permitted by the Wisconsin open meetings law, the Village Board has chosen to list a public
comment period on Board meeting agendas to afford an opportunity for valued public comments.
This is specifically listed on the agenda as PUBLIC COMMENT, during which citizens may
share comments with the Board on items that do not appear on the agenda. The Village Board
may not engage in back-and-forth discussion or take formal action during this period, as the
subject items are not specifically listed. The Board may consider deferring the subject to a later
meeting when specific notice can be given. Note: In general, Wisconsin law grants citizens the
right to attend and observe open session meetings of the Village Board, but does not require
allowing the public to speak or actively participate. The Village Board may determine if citizen
participation will be allowed and to what extent.
State statute and/or Village Code requires the Village Board to hold PUBLIC HEARINGS on
certain specified matters where the public can comment on the particular subject. The meeting
chairperson will identify rules for providing comments. Other items on the agenda which are not
listed for public hearing do not require the Board to allow public comment, however the meeting
chairperson can at his/her own discretion allow limited public comments.

Any person who has a qualifying disability as defined by the Americans with Disabilities
Act that requires the meeting or materials at the meeting to be in an accessible location or
format should contact the municipal clerk at (608) 850-8500, 500 West Main Street,
Waunakee, Wisconsin, at least twenty-four hours prior to the commencement of the
meeting so that any necessary arrangements can be made to accommodate each request.
