CALL TO ORDER
The November 19, 2018 Village Board meeting was called to order by President Chris Zellner at
6:00 p.m.
ROLL CALL

CONSENT AGENDA
Items under the consent agenda may be acted upon by one motion. If, in the judgment of any
Board Member, a consent agenda item needs discussion, the item may be moved to later on the
agenda for discussion and/or action.
Motion by Phil Willems, second by Erin Moran, to approve the Consent Agenda including all of
the items listed below.

Motion to approve the November 5, 2018 Village Board minutes.
2 Approve Schedule of Bills
Motion to approve check numbers 77185 through 77211 totaling $46,560.89.
3 Approve Updates to the Snowmobile Routes and Trails
Motion to approve the Resolution Designating Snowmobile Routes and Trails.
4 Approve Parks PAYGO Fund - Project Updates
Motion to approve the adjustments to the Parks PAYGO Fund project list.
5 Approve Centennial Park Tennis and Basketball Court Repair Bids
Motion to award the Centennial Park Tennis and Basketball Court Repair contract to Pro Track
and Tennis of Bennington, NE.
6 Approve Proposal to Create Plans and Specs for Ripp Park Tennis Courts - Fred
Kolkmann Tenis & Sport Surfaces, LLC
Motion to approve the proposal from Fred Kolkmann Tennis and Sport Surfaces, LLC to create
plans and specifications for the Ripp Park Tennis Courts.
PUBLIC COMMENT
Mary Heimbecker thanked the Board for the online survey regarding parking, but suggested
printed paper forms also be placed at affected businesses and the Village Center. Administrator
Todd Schmidt noted the work of the Waunakee Police Department and other law enforcement
agencies in apprehending a group of individuals responsible for an early morning burglary in
Waunakee, and made several recommendations for personal and property safety.

1 Update on Library Construction Project
This update was delayed until a December meeting.
PUBLIC HEARING
1 Discuss and Take Action on 2019 Budget
The public hearing to consider the 2019 Village of Waunakee Budget was opened at 6:29 p.m.
Mary Heimbecker, 306 W. Third Street, and Ann Lewandowski, 103 W. Third Street, both
commented on the status of local streets and the need for repairs. The public hearing to consider
the 2019 Village of Waunakee Budget was closed at 6:31 p.m.
Motion by Phil Willems, second by Sue Springman, to approve the Resolution Approving the
2019 Village of Waunakee Budget.
Motion Passed. For: 6, Against: 0.
LICENSES/PERMITS
1 Discuss and Take Action on Operator License Applications for Araceli De
Vicente, Kari Werrline, and Justin Heiman
Motion by Sam Ballweg, second by Joe Zitzelsberger, to approve operator license applications
for Araceli De Vicente, Kari Werrline, and Justin Heiman, subject to successful completion of an
approved responsible beverage server training course and review by the Waunakee Police
Department.
Motion Passed. For: 6, Against: 0.
NEW BUSINESS
1 Discuss and Take Action on Proposed Annexation of School District Property
and Moeller Property
Motion by Phil Willems, second by Sue Springman, to approve An Ordinance Providing for the
Direct Annexation of a Portion of the Town of Westport to the Village of Waunakee, Dane
County, Wisconsin.
Motion Passed. For: 6, Against: 0.
OLD BUSINESS
Discuss and Take Action on Forward Development Group Request for TIF
Participation in Woodland Crest Development*The Village Board may convene in
closed session as authorized by Wisconsin Statute 19.85(1)(e) for the purpose of
deliberating or negotiating the purchasing of public properties, the investing of public
funds, or conducting other specified public business, whenever competitive or
bargaining reasons require a closed session. The Village Board may reconvene in
open session and discuss and take action on the subject matter discussed in closed
session.
Motion by Sue Springman, second by Erin Moran, to convene in closed session at
6:43 p.m. as authorized by Wisconsin Statute 19.85(1)(e) for the purpose of
deliberating or negotiating the purchasing of public properties, the investing of public
funds, or conducting other specified public business, whenever competitive or
bargaining reasons require a closed session related to the Forward Development
Group request for TIF participation in the Woodland Crest Development. The Village
Board may reconvene in open session and discuss and take action on the subject
matter discussed in closed session.
Motion Passed. Roll Call Vote—For: 6 - Chris Zellner, Erin Moran, Sam Ballweg,
Sue Springman, Phil Willems, Joe Zitzelsberger, Against: 0.

deliberating or negotiating the purchasing of public properties, the investing of public
funds, or conducting other specified public business, whenever competitive or
bargaining reasons require a closed session. The Village Board may reconvene in
open session and discuss and take action on the subject matter discussed in closed
session.
ADJOURN
*As permitted by the Wisconsin open meetings law, the Village Board has chosen to list a public
comment period on Board meeting agendas to afford an opportunity for valued public comments.
This is specifically listed on the agenda as PUBLIC COMMENT, during which citizens may
share comments with the Board on items that do not appear on the agenda. The Village Board
may not engage in back-and-forth discussion or take formal action during this period, as the
subject items are not specifically listed. The Board may consider deferring the subject to a later
meeting when specific notice can be given. Note: In general, Wisconsin law grants citizens the
right to attend and observe open session meetings of the Village Board, but does not require
allowing the public to speak or actively participate. The Village Board may determine if citizen
participation will be allowed and to what extent.
State statute and/or Village Code requires the Village Board to hold PUBLIC HEARINGS on
certain specified matters where the public can comment on the particular subject. The meeting
chairperson will identify rules for providing comments. Other items on the agenda which are not
listed for public hearing do not require the Board to allow public comment, however the meeting
chairperson can at his/her own discretion allow limited public comments.

Waunakee, Wisconsin, at least twenty-four hours prior to the commencement of the
meeting so that any necessary arrangements can be made to accommodate each request.
