CALL TO ORDER
The December 3, 2018 Village Board meeting was called to order by President Chris Zellner at
6:02 p.m.

CONSENT AGENDA
Items under the consent agenda may be acted upon by one motion. If, in the judgment of any
Board Member, a consent agenda item needs discussion, the item may be moved to later on the
agenda for discussion and/or action.
Motion by Sam Ballweg, second by Sue Springman, to approve the Consent Agenda including
all of the items listed below.

Motion to approve the November 19, 2018 Village Board minutes.
2 Approve Schedule of Bills
Motion to approve check numbers 77215-77238 totaling $807,135.10, WEX payment in the
amount of $4,720.12, 77239-77256 totaling $46,490.77, and US Bank payment in the amount of
$120,797.63.
PUBLIC COMMENT
Administrator Todd Schmidt congratulated the community on the success of the Nutcracker
performance and Light the Night event, and further noted the many holiday events coming up.
PRESENTATIONS
1 Presentation on Monarch Habitats and Pledge Resolution
David Hogg provided the Board and audience with information about the migration of Monarch
butterflies.
Motion by Phil Willems, second by Erin Moran, to approve the Monarch Pledge Resolution.
Motion Passed. For: 6, Against: 0, Absent: 1.
2 Update on Library Construction Project
Geoff Vine provided the Board with an update on the library project and the current development
budget.
LICENSES/PERMITS
1 Discuss and Take Action on Operator License Application for Allysa Marin
Motion by Sue Springman, second by Joe Zitzelsberger, to approve an operator license
application for Allysa Marin, subject to successful completion of an approved responsible
beverage server training course and review by the Waunakee Police Department.
Motion Pass. For: 6, Against: 0, Absent: 1.
NEW BUSINESS
1 Discuss and Take Action on Amendment to Strand Task Order 18-02 for Design
Services Related to 2019 Road Improvement Projects
Motion by Phil Willems, second by Sue Springman, to approve the amendment to Strand Task
Order No. 18-02 for design services related to the 2019 Road Improvement Projects.
Motion Passed. For: 6, Against: 0, Absent: 1.
OLD BUSINESS
1 Discuss and Take Action on Forward Development Group and Hy-Vee Request
for TIF Participation in Woodland Crest Development* The Village Board may
convene in closed session as authorized by Wisconsin Statute 19.85(1)(e) for the
purpose of deliberating or negotiating the purchasing of public properties, the
investing of public funds, or conducting other specified public business, whenever
competitive or bargaining reasons require a closed session. The Village Board may
reconvene in open session and discuss and take action on the subject matter discussed
in closed session.
Motion by Phil Willems, second by Joe Zitzelsberger, to direct and authorize staff to proceed
with the TIF creation, and prepare for Village Board consideration the necessary agreements
related to the Forward Development Group and Hy-Vee projects.
Motion Passed. For: 5, Against: 0, Absent: 1, Abstain: 1-Sam Ballweg.
NEW BUSINESS
2 Discuss and Take Action to Negotiate Employment Terms for Clerk Candidate*
The Village Board may convene in closed session as authorized by Wisconsin Statute
19.85(1)(c) for the purpose of considering employment, promotion, compensation, or
performance evaluation date of any public employee over which the governmental
body has jurisdiction or exercises responsibility. The Village Board may reconvene in
open session and discuss and take action on the subject matter discussed in closed
session.
Motion by Phil Willems, second by Sam Ballweg, to convene in closed session at 7:15 p.m. as
authorized by Wisconsin Statute 19.85(1)(c) for the purpose of considering employment,
promotion, compensation, or performance evaluation date of any public employee over which
the governmental body has jurisdiction or exercises responsibility related to employment terms
for the Village Clerk candidate. The Village Board may reconvene in open session and discuss
and take action on the subject matter discussed in closed session.
Motion Passed. For: 6 - Chris Zellner, Sam Ballweg, Erin Moran, Sue Springman, Phil Willems,
Joe Zitzelsberger, Against: 0, Absent: 1.
Motion by Chris Zellner, second by Sam Ballweg, to return to open session at 7:45 p.m.
Motion Passed. For: 6, Against: 0, Absent: 1.
3 Discuss and Take Action on Administrative and Clerk Department
Organizational Design and Job Descriptions
Motion by Sue Springman, second by Phil Willems, to approve the stated organizational
restructuring, the creation of the Administrative Services Director/Village Clerk position and
corresponding job description, and the general employment terms as discussed.
Motion Passed. For: 6, Against: 0, Absent: 1.

ADJOURN
*As permitted by the Wisconsin open meetings law, the Village Board has chosen to list a public
comment period on Board meeting agendas to afford an opportunity for valued public comments.
This is specifically listed on the agenda as PUBLIC COMMENT, during which citizens may
share comments with the Board on items that do not appear on the agenda. The Village Board
may not engage in back-and-forth discussion or take formal action during this period, as the
subject items are not specifically listed. The Board may consider deferring the subject to a later
meeting when specific notice can be given. Note: In general, Wisconsin law grants citizens the
right to attend and observe open session meetings of the Village Board, but does not require
allowing the public to speak or actively participate. The Village Board may determine if citizen
participation will be allowed and to what extent.
State statute and/or Village Code requires the Village Board to hold PUBLIC HEARINGS on
certain specified matters where the public can comment on the particular subject. The meeting
chairperson will identify rules for providing comments. Other items on the agenda which are not
listed for public hearing do not require the Board to allow public comment, however the meeting
chairperson can at his/her own discretion allow limited public comments.

meeting so that any necessary arrangements can be made to accommodate each request.
