CALL TO ORDER
The May 6, 2019 Village Board meeting was called to order by President Zellner at 6:00 p.m.
ROLL CALL

CONSENT AGENDA

Motion to approve check numbers 77914-77939 totaling $93,870.40, WEX in the amount of
$3,540.44, US Bank in the amount of $110,394.48, check numbers 77940-77969 totaling
$52,853.99, and check numbers 77973-77993 totaling $153,076.88 (77417 was voided).

5 Approve Proclamation Declaring Friday, April 26, 2019 as Arbor Day in
Waunakee
Motion to approve the proclamation declaring Friday, April 26, 2019 as Arbor Day in the Village
of Waunakee.
6 Approve 2019 Chip Seal Improvement Bid
Motion to the low bid from Fahrner Asphaly and Paving for $103, 277.70 for the 2019 Chip Seal
Improvement project.
7 Approve Amendment #1 to Ayres Associates Inc. Contract for Professional
Services Relating to Environmental Consulting at the Village Center
Motion to approve Amendment #1 o the professional services agreement with Ayres Associates.
8 Approve Proclamation Declaring Creative Economy Week
Motion to approve proclamation declaring Creative Economy Week.

Motion by Bill Ranum, second by Gary Herzberg to approve the proclamation declaring Poppy
Day.

PUBLIC HEARING
1 Public Hearing and Discuss and Take Action to Approve Resolution Updating
Park Impact Fees
The public hearing to approve the resolution updating Park Impact Fees was opened at 6:07 p.m.
and closed at 6:08 p.m.
Motion by Phil Willems, second by Bill Ranum to approve the 2019 park impact fees as present
by staff.
Motion Passed. For: 5; Against: 0; Absent: 2.
LICENSES/PERMITS
1 Discuss and Take Action on Operator License Application for Alyssa Hightower
Motion by Joe Zitzelsberger, second by Gary Herzberg to deny the operator license application
for Alyssa Hightower consistent with the Policy for Review of Operator License Applications.
Motion Passes. For: 5; Against: 0; Absent: 2.
NEW BUSINESS
1 Discuss and Take Action on Resolution Supporting Census 2020 Initiatives
Motion by Gary Herzberg, second by Joe Zitzelsberger to approve the resolution supporting the
Census 2020 initiatives as presented by staff.
Motion Passed. For: 5; Against: 0; Absent: 2.
2 Discuss and Take Action on an amended motion for the Annexation Ordinance
related to the Woodland Crest Development, which includes the Hy-Vee grocery
store project, at the southeast corner of County Highway Q and Woodland Drive
Motion by Phil Willems, second by Bill Ranum to approve the annexation ordinance,
conditioned upon the execution of the Annexation, the Development Agreement, and the Escrow
Agreement, and conditioned upon Woodland Crest LLC's acquisition of the portion of the
annexed property that includes Lots 1 and 2 and the land necessary for the public improvements.
Motion Passed. For: 5; Against: 0; Absent: 2.
3 Discuss and Take Action on 2019-2020 Committee Appointments
Motion by Joe Zitzelsberger, second by Gary Herzberg to approve the board, commission, and
committee appointments as recommended by the Village President.
Motion Passed. For: 5; Against: 0; Absent: 2.

ADJOURN
*As permitted by the Wisconsin open meetings law, the Village Board has chosen to list a public comment
period on Board meeting agendas to afford an opportunity for valued public comments. This is
specifically listed on the agenda as PUBLIC COMMENT, during which citizens may share comments
with the Board on items that do not appear on the agenda. The Village Board may not engage in back-
and-forth discussion or take formal action during this period, as the subject items are not specifically
listed. The Board may consider deferring the subject to a later meeting when specific notice can be given.
Note: In general, Wisconsin law grants citizens the right to attend and observe open session meetings of
the Village Board, but does not require allowing the public to speak or actively participate. The Village
Board may determine if citizen participation will be allowed and to what extent.
State statute and/or Village Code requires the Village Board to hold PUBLIC HEARINGS on certain
specified matters where the public can comment on the particular subject. The meeting chairperson will
identify rules for providing comments. Other items on the agenda which are not listed for public hearing
do not require the Board to allow public comment, however the meeting chairperson can at his/her own
discretion allow limited public comments.

twenty-four hours prior to the commencement of the meeting so that any necessary arrangements
can be made to accommodate each request.
