VILLAGE OF WAUNAKEE BOARD MEETING 500 West Main Street May 20, 2019 6:00 PM Meeting Minutes CALL TO ORDER The May 6, 2019 Village Board meeting was called to order by President Zellner at 6:00 p.m. ROLL CALL Present: Joe Zitzelsberger, Phil Willems, Sue Springman, Chris Zellner, Erin Moran, Gary Herzberg Absent: Bill Ranum Also Present: Adam Bentley, Todd Schmidt, Caitlin Stene, Kevin Even, Bryan Kleinmaier, Roberta Baumann, Nila Frye, Sam Kaufmann, Jerry Tierney, Don Tierney, Brian Bauman, Grant Duchac, Lauren Lofton, Kyle Henderson, Mary Heimbecker, Pam Hubacher, Steve Hubacher, Mike Schott, Kent Strauss, Maria Patt, Robert McPherson CONFIRMATION OF OPEN MEETING COMPLIANCE (Public postings, official notice, and online availability) Public postings, official notices, and online availability were confirmed by Clerk Caitlin Stene for open meeting compliance. CONSENT AGENDA Items under the consent agenda may be acted upon by one motion. If, in the judgment of any Board Member, a consent agenda item needs discussion, the item may be moved to later on the agenda for discussion and/or action. Motion by Sue Springman, second by Erin Moran, to approve the Consent Agenda including all of the items listed below. Motion Passed. For: 6; Against: 0; Absent: 1. 1 Approve May 6, 2019 Village Board Minutes Motion to approve the May 6, 2019 Village Board meeting minutes. 2 Approve Schedule of Bills Motion to approve check numbers 77995-78024 totaling $876,939.03, and check numbers 78027-78045 totaling $309,340.94. 3 Approve Temporary Operator License Applications Motion to approve Temporary Operator License application for St. John the Baptist Catholic Church Parish Festival for Pamela Penfield, Mercedes Ranum, Scott Nerat, and William Ranum. 4 Approve Temporary Class "B"/"Class B" License Application for St. John the Baptist Church Parish Festival Motion to approve the Temporary Class “B”/“Class B” license application for St. John the Baptist Church Parish Festival on June 7, 8, and 9, 2019. 5 Approve Amplified Music Permit for St. John's Church Festival Motion to approve the amplified music permit for St. John Church Festival on June 7, 2019 – June 9, 2019. 6 Approve 2019 Fee Schedule Motion to approve the 2019 Village of Waunakee Official Fee schedule. PUBLIC COMMENT Village Administrator Todd Schmidt congratulated Trustee Moran on her recent college graduation and thanked Assistant Village Administrator/HR Manager Adam Bentley for his service to the Village of Waunakee. President Zellner spoke of his recent trip to Washington DC. PUBLIC HEARING 1 Public Hearing and Discussion/Action on a Request by Kilkenny Farms West, LLC to Approve a General Development Plan (GDP) and Rezone from A-1 to PUD for Kilkenny Farms West Commercial Center at the Southwest Corner of Woodland Dr. & CTH Q The public hearing to approve the GDP for the Kilkenny Farms West Commercial Center at the Southwest Corner of Woodland Drive and CTH Q was opened at 6:25 p.m. Steve Hubacher of 6124 Woodland Drive provided written comments regarding the proposed GDP. Robert McPherson of 1703 Alexandria Court and Pam Hubacher of 6124 Woodland Drive provided verbal comments regarding the proposed GDP. The public hearing was closed at 6:29 p.m. Motion by Phil Willems, second by Gary Hertzberg to approve the GDP as recommended by the Plan Commission and Joint Plan Commission conditioned upon approval of the developers agreement. Motion Passed. For: 6; Against: 0; Absent: 1. NEW BUSINESS 1 Discuss and Take Action on a Certified Survey Map and Developers Agreement for Kilkenny Farms West Commercial Center at the Southwest Corner of Woodland Dr. and CTH Q Motion by Phil Willems, second by Erin Moran to approve the Kilkenny Farms CSM with authorization for the Village Engineer to adjust the CSM for changes in the location of the trial system, the condition that rapid flashing beacons (RFB) be installed at the intersection of Woodland Drive and S Holiday Drive, the condition that the road connecting Woodland Drive to Peaceful Valley Parkway be named S Holiday Drive, and subject to any outstanding issues resolved to the satisfaction of the Village Engineer and Village Attorney conditioned upon approval of a developers agreement being approved by the Village Board. Motion Passed. For: 6; Against: 0; Absent: 1. 2 Discuss and Take Action on Developers Agreement and Final Plat of Golden Ponds Addition to Westbridge Motion by Gary Hertzberg, second be Phil Willems to approve the final plat and developer's agreement for Golden Ponds subject to any changes by the Village Engineer and Village Attorney. Motion Passed. For: 6; Against: 0; Absent: 1. 3 Discuss and Take Action on Fitness Center Membership Policy Motion by Gary Hertzberg, second by Erin Moran to move to approve the fitness center membership policy as presented. Motion Passed. For: 6; Against: 0; Absent: 1. ADJOURN Motion by Joe Zitzelsberger, seconded by Erin Moran, to adjourn at 7:02 p.m. Motion Passed. For: 6; Against: 0; Absent: 1. This is specifically listed on the agenda as PUBLIC COMMENT, during which citizens may share comments with the Board on items that do not appear on the agenda. The Village Board may not engage in back-and-forth discussion or take formal action during this period, as the subject items are not specifically listed. The Board may consider deferring the subject to a later meeting when specific notice can be given. Note: In general, Wisconsin law grants citizens the right to attend and observe open session meetings of the Village Board, but does not require allowing the public to speak or actively participate. The Village Board may determine if citizen participation will be allowed and to what extent. State statute and/or Village Code requires the Village Board to hold PUBLIC HEARINGS on certain specified matters where the public can comment on the particular subject. The meeting chairperson will identify rules for providing comments. Other items on the agenda which are not listed for public hearing do not require the Board to allow public comment, however the meeting chairperson can at his/her own discretion allow limited public comments.
