CALL TO ORDER
The November 21, 2022 Village Board meeting was called to order by President Chris Zellner at 6:02
p.m.
ROLL CALL
Present: Nila Frye, Phil Willems, Chris Zellner, Gary Herzberg, Joe Zitzelsberger, Erin Moran and Sam
Kaufmann.
Also Present: Todd Schmidt, Bryan Kleinmaier, Renee Meinholz, Tim Semmann, Sue McDade, Bill
Frederick, Jared Heyn.
CONFIRMATION OF OPEN MEETING COMPLIANCE (Public postings, official
notices, and online availability)
Public postings, official notices, and online availability were confirmed by Village Clerk Karla Endres
for open meeting compliance.
PUBLIC COMMENT*
Maria Patt, 1000 Wexford Dr, commented on items Waunakee needs such as a hotel, family
restaurant, department store, full-service grocery store, infrastructure items.
CONSENT AGENDA
Items under the consent agenda may be acted upon by one motion. If, in the judgment of any
Board Member, a consent agenda item needs discussion, the item may be moved to later on the
agenda for discussion and/or action.
Nila Frye removed items 2 & 3 from the consent agenda.
Motion by Erin Moran, second by Sam Kaufmann to approve consent agenda item 1. Motion
passed: For: 7, Against: 0.
Motion by Gary Herzberg, second by Phil Willems to approve consent agenda item 2 with
minor edit to minutes. Motion passed: For: 7, Against:0.
Motion by Phil Willems, second by Nila Frye to approve consent agenda item 3. Motion

PRESENTATIONS
1 Discuss and Take Action on Proclamation Honoring Keith Sines
Motion by Phil Willems, second by Gary Herzberg to approve the proclamation
honoring Keith Sines service to the village. Motion passed: For: 7, Against: 0.
2 Presentation of Award from Wisconsin Policy Forum's 30th Annual Salute to
Local Government
Chris Zellner presented the award to the Village Board.
PUBLIC HEARING*
1 Public Hearing & Discussion/Action on 2023 Budget
Renee Meinholz briefly updated the Board on the proposed budget.

Motion by Phil Willems, second by Erin Moran to approve the resolution approving
the 2023 Village of Waunakee budget. Motion Passed: For: 7, Against:0.
LICENSES/PERMITS
1 Discuss and Take Action on Original Alcohol Beverage License and Cigarette
and Tobacco License Application for Tasting Room of Monona Inc, DBA The
Tasting Room
Chris Zellner has recused himself from this agenda item.
Motion by Gary Herzberg, second by Joe Zitzelsberger to appoint Phil Willems as
chair. Motion passed: For: 6, Against: 0.
Motion to grant an original alcohol beverage license and a cigarette and tobacco
license to the applicant, Tasting Room of Monona Inc., dba, The Tasting Room,
subject to the following conditions being satisfied prior to issuance of the licenses:
(1) The applicant must commence operations of The Tasting Room business on or
before December 31, 2023;
(2) The applicant shall work with Village staff to define the Premises upon which
alcohol and tobacco will be sold and consumed consistent with the site plan approved
for the business by the Waunakee-Westport Joint Plan Commission, which site plan
specifically identifies indoor and outdoor areas upon which alcohol and tobacco will
be sold and consumed;
(3) Possession of a current seller’s permit;
(4) Payment of outstanding liquor bills;
(5) Payment of all outstanding bills or monies owed to the Village; and
(6) Notwithstanding conditions (1) to (5) immediately above, the applicant shall be
required to follow the Wisconsin Statute and Village Code renewal processes to
renew the licenses, effective July 1, 2023.
(7) only smoking of cigar and pipes would be permitted at this establishment.
Motion by Gary Herzberg, second by Sam Kaufmann to grant an original alcohol
beverage license and a cigarette and tobacco license to the applicant, Tasting Room of
Monona Inc., dba, The Tasting Room, subject to the following conditions being

ADJOURN
*As permitted by the Wisconsin open meetings law, the Village Board has chosen to list a public comment period on
Board meeting agendas to afford an opportunity for valued public comments. This is specifically listed on the
agenda as PUBLIC COMMENT. The Village Board may not engage in back-and-forth discussion or take formal
action during this period. The Board may consider deferring the subject to a later meeting when specific notice can
be given. Note: In general, Wisconsin law grants citizens the right to attend and observe open session meetings of
the Village Board, but does not require allowing the public to speak or actively participate. The Village Board may
determine if citizen participation will be allowed and to what extent. State statute and/or Village Code require the
Village Board to hold PUBLIC HEARINGS on certain specified matters where the public can comment on the
particular subject. The meeting chairperson will identify rules for providing comments. Other items on the agenda
which are not listed for public hearing do not require the Board to allow public comment, however the meeting
chairperson can at his/her own discretion allow limited public comments.
Land Acknowledgment: The Village of Waunakee acknowledges that the land we occupy is Teejop, ancestral
territory of the Hoocąkra (Ho-Chunk Nation), People of the Sacred Voice. Hoocąkra are stewards of these lands
and waters since time immemorial. Settlers attempted to forcibly remove them from their homelands by exploiting a
series of land cessions and treaties, including the Treaty of 1832. However, the Hoocąkra resisted these conquests
and asserted their sovereignty as a nation. We address this trend of dispossession by upholding Hoocąk woošgąra
(way of life), sovereignty, culture, language, and environmental practices. Acknowledging these atrocities is only the
first step towards reconciliation. Through relationship building, education, and action, the Village will advocate for
a shared future with the Hoocąkra Nation.
Any person who has a qualifying disability as defined by the Americans with Disabilities Act that requires the
meeting or materials at the meeting to be in an accessible location or format should contact the municipal
clerk at (608) 850-8500, 500 West Main Street, Waunakee, Wisconsin, at least twenty-four hours prior to the
commencement of the meeting so that any necessary arrangements can be made to accommodate each
request.
