September 22, 2025
The Regular Monthly Meeting of the Waunakee Area Fire District was called to order by Chairperson Gary Endres. Roll
call; showed in attendance: Gary Endres, Nila Frye, Kristin Runge, Mark Crowell, Dave Laufenberg, Chief Josh
McWilliams, Deputy Chief Ryan Schwab, and Batt. Chief Brian Adler.
Compliance with Open Meeting Laws: Chairperson Endres asked if we were compliant with Open Meeting Laws, and it
was determined that we were.
Public Comment: None
Meeting Minutes: A motion was made by Mark Crowell and a second was made by Dave Laufenberg to approve the
August 2025 Meeting Minutes. Motion carried.
Bills: A motion was made by Kristin Runge and a second was made by Nila Frye to approve the August 2025 bills.
Motion carried.
Old Business:
1. Fire District Legal Representative – The board learned that they wouldn’t be able to use Jared Smith, with
Boardman-Clark, as the district’s attorney, due to a conflict of interest. Kristin Runge presented a scope of work
that could be used as the board looks for an attorney to represent the district. The board agreed to the scope of
work and each municipality will look for a potential candidate to represent the district.
2. 2026 Budget – The Fire District Budget was presented to the District Board. At the conclusion of the
presentation a motion was made by Nila Frye and a second was made by Kristin Runge to approve the district’s
budget. Motion carried.

Other Business: None
Fire Inspector’s Report: Batt. Chief Adler shared the August 2025 fire call report and the third quarter inspection report.
Next Meeting: Monday, October 27, 2025
Adjournment: A motion to adjourn was made by Kristin Runge and a second was made by Dave Laufenberg. Motion
carried.

A. Discuss and take action on compensation for the full-time Battalion Chief/Fire Inspector.
The District Board may convene in closed session as authorized by Wisconsin Statute
19.85(1)(c) for the purpose of considering employment, promotion, compensation, or
performance evaluation data of any public employee over which the governmental body has
jurisdiction or exercises responsibility. The District Board may reconvene in open session and
discuss and take action on the subject matter discussed in closed session.
VIII. New Business –
A. Discuss/Take Action on hiring legal representation for fire district.
B. Discuss/Take Action on 2026 Budget.
