Steve Kraus called the regular meeting of the Waunakee Utilities Commission to order.
Public Comment
There was no public comment.
Minutes
A motion was made by Kristin Runge and seconded by Paul Endres to approve the minutes of the June 17,
2024 Utilities Commission meeting. Motion carried with Joe Zitzelsberger abstaining.

Participation in WPPI GIS Service
The Commission was provided an overview of the mapping needs of the Utility and the staff recommendation to
participate in the new WPPI offering that provides GIS services to participating members.
Participation includes 10% of the total time available from the GIS specialist, for a first year annual cost of
$16,656.
After a discussion, a motion was made by Roxanne Johnson and seconded by Joe Zitzelsberger to approve
participation in the WPPI GIS service. Motion carried.
Project to Line Sewer Main
The Commission discussed a proposed project to line a section of failing sewer main at a cost of up to
$150,000.
The section of sewer main starts near the intersection of South and 8th Streets, traveling downstream to where it
connects to the MMSD interceptor. The project timing is favorable since it’s adjacent to the South Street
reconstruction project and school demolition project.
After a discussion, a motion was made by Paul Endres and seconded by Kristen Runge to approve the project.
Motion carried.
Application to the Public Service Commission of Wisconsin to Amend the Public Fire Protection Tariff
for Customers with Multiple Meters
The Commission discussed the staff recommendation to petition the Public Service Commission of Wisconsin to
amend the Public Fire Protection tariff for customers that have multiple meters at the same location.
The existing tariff stipulates that a PFP charge must be applied to each meter and staff feels that these
customers are being double charged for the same service and this should be modified.
After a discussion, a motion was made by Kristin Runge and seconded by Paul Endres to approve having staff
petition the Public Service Commission of Wisconsin to amend the current tariff as proposed by staff. Motion
carried.
Status of Well 2 and Well 6 Projects, Soil Borings Budget
The Commission was provided an update on Well 2, including an overview of the Ayres limited review of
historical environmental data for the property adjacent to the site.
The Commission was also provided an update on Well 6. Staff met representatives from the DNR and PSC on
June 20 to provide them with a preliminary overview of the project. In addition, staff and the engineering team
met on July 11. At that meeting, there was consensus to move forward with the design of a 500,000 water
tower and a well with the capacity to pump 1,000 to 1,200 gallons per minute. The Commission indicated
consensus for this.
Staff also proposed to the Commission that a $30,000 soil borings budget be approved, and that staff, in
conjunction with the Village Engineer and Strand, be allowed to select the contractor, provided we attempt to get
quotes from multiple boring contractors.
After a discussion, a motion was made by Roxanne Johnson and seconded by Kristin Runge to approve the soil
borings budget. Motion carried.
New Electric Substation
A brief update was provided about acquiring land for the new substation.

A brief update was provided on various projects in the service territory.
Operations Report
The Commission was provided an update on various operational matters.
General Manager’s Report
The General Manger discussed an analysis of the amount of water pumped in 2024 compared to 2023, and the
maturity of a large investment.
Financial Statements
The June financial statements were discussed.
A motion was made by Steve Kraus and seconded by Roxanne Johnson to adjourn the meeting. Motion
carried.
