John Roessler called the regular meeting of the Waunakee Utilities Commission to order.
Recognition of the Years of Service for Shirley Nelson
Shirley Nelson was recognized for her 50 years of service to the Utility and the Village.

There was no public comment.
Minutes
A motion was made by Steve Kraus and seconded by Kristin Runge to approve the minutes of the July 22, 2024
Utilities Commission meeting. Motion carried with John Roessler abstaining.

Sewer Flow Monitoring Results
The Commission discussed the sewer flow monitoring study which was completed to determine if adequate
capacity exists in areas in the northern portion of the service territory. The areas monitored included flow
coming from the Westbridge, Golden Ponds, Meadowbrook, Northridge, and a portion of the Sixmile Creek
Subdivisions.
Overall, the study concluded there remains a significant amount of capacity to serve future areas that contribute
flow to these existing mains.
Declaration of Official Intent to Reimburse Expenditures from Proceeds of Borrowing
The Commission discussed various funding alternatives for the well and storage project, including applying for a
Safe Drinking Water Fund loan.
A Declaration of Official Intent to Reimburse Expenditures from Proceeds of Borrowing resolution was presented
to the Commission to consider. This allows certain project costs already incurred to be eligible for
reimbursement by a future borrowing.
After a discussion, a motion was made by John Roessler and seconded by Joe Zitzelsberger to approve the
resolution. Motion carried.
Village-Wide Construction Projects
A brief update was provided on various projects in the service territory.
Operations Report
The Commission was provided an update on various operational matters.
General Manager’s Report
The General Manager discussed the need to hire a new water/sewer operator in 2025, the recent peak electric
demand, and the status of the well and tower project.
Financial Statements
The July financial statements were discussed.

Employment Agreement and Personnel Matter
A motion was made by Kristin Runge and seconded by Steve Kraus to go into closed session at 6:01 p.m. in
accordance with Wisconsin Statutes (19.85) (1) (c) for the purpose of considering employment, promotion,
compensation or performance evaluation of any public employee over which the Utility Commission has
jurisdiction or exercised responsibility. All Commissioners voted in favor of going into closed session by means
of a roll call vote and the Commission entered closed session.
A motion was made by Kristin Runge and seconded by Chris Zellner to exit closed session at 6:34 p.m. All
Commissioners voted in favor of leaving closed session by means of a roll call vote and the Commission exited
closed session.
After a discussion, a motion was made by John Roessler and seconded by Rozanne Johnson to modify the
employment agreement presented. Motion carried.
A motion was made by Chris Zellner and seconded by Roxanne Johnson to adjourn the meeting. Motion
carried.

The Waunakee Utilities Commission may go into closed session to discuss this item in
accordance with Wisconsin Statutes (19.85) (1) (c) for the purpose of considering employment,
promotion, compensation or performance evaluation of any public employee over which the Utility
Commission has jurisdiction or exercised responsibility. In the event the Waunakee Utilities
Commission goes into closed session for the item(s) noted above, the Commission may
reconvene again in open session to complete its agenda and may take action with respect to any
matter(s) discussed in closed session.

Any person who has a qualifying disability as defined by the Americans with Disabilities Act that requires
the meeting or materials at the meeting to be in an accessible location or format should contact the Utility
at (608) 849-8111, 322 Moravian Valley Road, Waunakee, Wisconsin, at least twenty-four hours prior to

Notice is hereby given that members of the Village Board may attend this meeting. No action will be
taken by the Village Board at this meeting.
