Waunakee Utilities Commission Meeting September 22, 2025 Members Present: John Roessler Steve Kraus Roxanne Johnson Nathan Zellner Joe Zitzelsberger Paul Endres Excused: Kristin Runge Others Present: Tim Herlitzka Randy Dorn Jared Heyn John Roessler called the regular meeting of the Waunakee Utilities Commission to order. Public Comment There was no public comment. Minutes A motion was made by Nathan Zellner and seconded by Joe Zitzelsberger to approve the minutes of the August 25, 2025 Utilities Commission meeting. Motion carried with John Roessler Abstaining. Bills The list of bills was reviewed. Rock $ 2,911,365.38 Total Motion carried. Presentation from the Madison Metropolitan Sewerage District Executive Director The presentation was moved to November. Water Rate Design Options Staff presented the Commission with a variety of information about the current declining-block method used to bill the water volume charge and other methods that could be used. An overview of the billing of fixed and variable charges was also discussed. After a discussion, a motion was made by John Roessler and seconded by Steve Kraus to retain the current declining block method of billing the volume charge. An update on the status of the overall water rate increase application was also presented. December Meeting Date The December meeting will be held on Thursday the 18th. 2 Village-Wide Construction Projects The Commission was provided information regarding various projects planned in the service territory. Operations Report The Commission was provided information about various operational matters including the inspection of the electric system that is currently being completed by a contractor and the status of installing new underground infrastructure in the Kilkenny Farms West subdivision. Update on Well 6 and Water Tower Project The Commission was provided an update on the well drilling. Plan Commission and Joint Plan Commission approval is slated for mid-October. General Manager’s Report The General Manager provided information about an upcoming orientation to WPPI, a solar project proposed adjacent to our service territory, a discussion about Well 2 scheduled with our attorney at the December meeting, and a water industry award recently presented to Randy Dorn. Financial Statements The August financial information was presented. Purchased power expense is $741,000 over budget for the year. Employee Resignation, Electric Department Staffing Changes, Salary Terms for the Electric Superintendent A motion was made by Joe Zitzelsberger and seconded by Steve Kraus to go into closed session at 6:03 p.m. in accordance with Wisconsin Statutes (19.85) (1) (c) for the purpose of considering employment, promotion, compensation or performance evaluation of any public employee over which the Utility Commission has jurisdiction or exercised responsibility. All Commissioners voted in favor of going into closed session by means of a roll call vote and the Commission entered closed session. A motion was made by Roxanne Johnson and seconded by Paul Endres to exit closed session at 7:12 p.m. All Commissioners voted in favor of leaving closed session by means of a roll call vote and the Commission exited closed session. After a discussion, a motion was made by John Roessler and seconded by Steve Kraus to approve the agreement with the existing employee. Motion carried. A motion was then made by John Roessler and seconded by Nathan Zellner to offer the Electric Superintendent position to a current employee for the salary discussed. Motion carried. In the event the Waunakee Utilities Commission goes into closed session for the items noted above, the Commission may reconvene again in open session to complete its agenda and may take action with respect to any matters discussed in closed session.
