MINUTES FROM THE
CITY OF WAUTOMA
MEETING OF THE REGULAR COMMON COUNCIL
MONDAY, FEBRUARY 13th, 2023
7:30 p.m.
Mayor Nixon called the regular meeting of the City of Wautoma Common
Council to order at 7:30 p.m. on Monday, February 13th, 2023.
Present: Mayor Nixon, Alderpersons Patrick King, Ryan Petersen, Steve Ryerson,
Bob Cayer, and Eric Tratar
Excused: Alderperson Grimm
Prayer and Pledge took place.
Alderperson Cayer moved to approve the minutes from the Regular Common
Council meeting held on January 9th, 2023, and Finance and Personnel held on January
9th, 2023. The motion was seconded by Alderperson King and carried 5-0.
Mr. Bohler presented both the General Fund Budget Comparison and bank
account report.
Alderperson King motioned to approve the agenda which was seconded by
Alderperson Tratar and carried 5-0.
Alderperson Ryerson motioned to approve a Class A Liquor and Class C Wine
license for Jennifer Polak (Waushara Wildflower), Operator’s Licenses for Stephen A.
Beck (Dollar General), Ashley E. Ambler (Two20 Taphouse & Grill) and Heather Bohm
(Casey’s General Store), Wine Walk License for June 3rd, 2023 and Beer Walk License
for October 7th, 2023 (Waushara Area Chamber of Commerce). The motion was
seconded by Alderperson Cayer and carried 5-0.
Mr. Bohler presented his report to the council.
Mayor Nixon presented his report to the council.
Alderperson King moved to approve the payment of monthly vouchers. The
motion was seconded by Alderperson Tratar and carried 5-0.
Alderperson King motioned to approve use of ARPA funding for City Hall and
Library improvement packages. The motion was seconded by Alderperson Ryerson and
carried 5-0.
Alderperson Tratar motioned to approve remaining ARPA funds for the purchase
of a public works vehicle. The motion was seconded by Alderperson Petersen and carried
5-0.
Alderperson Petersen motioned to move into Executive Session to discuss a legal
matter. The motion was seconded by Alderperson Ryerson and carried unanimously by
roll call vote.
Alderperson King motioned to go into Open Session, which was seconded by
Alderperson Tratar and carried 5-0.
Alderperson King motioned to adjourn, which was seconded by Alderperson
Tratar and carried 5-0. The meeting was adjourned at 8:30 p.m.

a. Discussion and appropriate action regarding the payment of the monthly vouchers.
Review of the end of the month vouchers that were paid.

a. Discussion and appropriate action to use ARPA funding for Library and City Hall
improvement packages
b. Discussion and appropriate action to use remaining ARPA funds for purchase of public
works vehicle
c. You are hereby notified that the Common Council and staff of the City of Wautoma will
convene into closed session after all regular business has been concluded and upon
motion duly made and seconded and acted upon by roll-call vote as required under Wis.
Stats. § 19.85(1)(a). The purpose of the meeting is to confer with special legal counsel
who is rendering oral or written advice regarding enforcement options and strategy for
possible litigation in which it is likely to become involved as authorized under Wis. Stat.
§19.85(1)(g). Specifically, to be discussed are issues regarding active code violations
taking place at 220 S. Ste. Marie St. The session will also discuss a personnel matter and
potential development agreement within Lake Ridge Subdivision. You are further notified
that at the conclusion of the Closed Session, the Common Council may convene into
open session pursuant to Wis. Stats. § 19.85(2), for possible additional discussion and
action concerning any matters discussed in closed session and for adjournment.
