MINUTES FROM THE CITY OF WAUTOMA MEETING OF THE REGULAR COMMON COUNCIL MONDAY, APRIL 8th, 2023 7:30 p.m. Mayor Nixon called the regular meeting of the City of Wautoma Common Council to order at 7:30 p.m. on Monday, April 8th, 2023. Present: Mayor Nixon, Alderpersons Patrick King, Aaron Grimm, Ryan Petersen, Steve Ryerson, and Bob Cayer Excused: Alderperson Tratar Prayer and Pledge took place. Alderperson King moved to approve the minutes from the Regular Common Council meeting held on March 13th, 2023, and Finance and Personnel held on March 13th, 2023. The motion was seconded by Alderperson Grimm and carried 5-0. Bob Stahl spoke on concerns regarding trees falling in the White River. Mr. Bohler presented both the General Fund Budget Comparison and bank account report. Alderperson Ryerson motioned to approve the agenda which was seconded by Alderperson Petersen and carried 5-0. Alderperson Ryerson motioned to approve an Operator’s License for Caley Stewart (Two20 Taphouse & Grill), Thomas F. Goetz (Waushara County Historical Society), Rachel D. Pekowsky (Thrivent Financial), Mark S. Holt (Holt’s Diamond Jewelry Store), and Joey C. Dopp (Dopp Insurance Agency). The motion was seconded by Alderperson Petersen and carried 5-0. Mr. Bohler presented his report to the council. Mayor Nixon presented his report to the council. Alderperson King moved to approve the payment of monthly vouchers. The motion was seconded by Alderperson Ryerson and carried 5-0. Alderperson Ryerson motioned to approve on-street alcohol sales on Ste. Marie Street within the designated Open Air market area only during Open Air market dates and times. The motion was seconded by Alderperson Petersen and carried 5-0. Alderperson Grimm motioned to go into Closed Session regarding personnel and legal matters. The motion was second by Alderperson Cayer and passed unanimously by roll call vote. Alderperson king motioned to go into Open Session, which was seconded by Alderperson Ryerson and carried 5-0. Alderperson Grimm motioned to add a ten-year step to the police department. The motion was seconded by Alderperson Ryerson and carried 5-0. Alderperson Petersen motioned to approve an agreement between the City of Wautoma and the Wautoma Area School District to approve the School Resource Officer position. The motion was seconded by Alderperson Ryerson and carried 5-0. Alderperson Petersen motioned to adjourn, which was seconded by Alderperson Grimm and carried 5-0. Operator’s License for Caley Stewart for (Two20 Taphouse & Grill), Thomas F Goetz (Waushara County Historical Society), Rachel D. Pekowsky (Thrivent Financial), Mark S. Holt (Holt’s Diamond Jewelry Store) and Joey C. Dopp (Dopp Insurance Agency) 9. Ordinances/Resolutions/Proclamations: a. None 10. Administrator/Clerk/Treasurer’s Correspondence a. Certified the April election results b. Worked with developers for upcoming projects in Lake Ridge Subdivision c. Hiring announcement for Department of Public Works d. Planning Commission canceled due to application retraction e. Held Joint Court Committee regarding potential withdrawals f. Met with MSA and Ehlers to coordinate borrowing efforts on upcoming street projects g. Completed preparation, carried out and certify the April 4th election h. Met with Bank First on changes with buyout of Hometown Bank, location of most city finances i. Submitted annual tourism remittance form on transient guest tax 11. Police Department’s Monthly Report 12. Mayor’s Report to Council 13. Committee Reports: Finance and Personnel a. Discussion and appropriate action regarding the payment of the monthly vouchers. Review of the end of the month vouchers that were paid. Library Board a. None 14. Old Business: a. None 15. New Business: a. Discussion and appropriate action regarding on-street alcohol sales on designated section of Ste. Marie Street during official Wautoma Open Air Market dates b. You are hereby notified that the Common Council and staff of the City of Wautoma will convene into closed session after all regular business has been concluded and upon motion duly made and seconded and acted upon by roll-call vote as required under Wis. Stats. § 19.85(1)(a). The purpose of the meeting is to confer with special legal counsel who is rendering oral or written advice regarding enforcement options and strategy for possible litigation in which it is likely to become involved as authorized under Wis. Stat. §19.85(1)(g). Specifically, to be discussed are issues regarding active code violations taking place at 220 S. Ste. Marie St. The session will also discuss personnel and legal matters. You are further notified that at the conclusion of the Closed Session, the Common Council may convene into open session pursuant to Wis. Stats. § 19.85(2), for possible additional discussion and action concerning any matters discussed in closed session and for adjournment. c. Discussion and appropriate action regarding step scale changes in the Wautoma Police Department d. Discussion and appropriate action regarding approval of School Resource Officer contract with Wautoma Area School District 16.
