CITY OF WEBSTER GROVES November 7, 2023 The City Council met this date in a regular session, in the City Council Chambers, which was available to the public in person, and virtually, at 7:36 p.m. Present at Roll Call: Mayor Laura Arnold Councilmember Pam Bliss Councilmember David Franklin Councilmember Emerson Smith Councilmember Karen D. Alexander Councilmember Sarah Richardson Councilmember Emily Hixson Shepherd A quorum was present. Also present: Dr. Marie Peoples, City Manager Neil Bruntrager, City Attorney Ms. Katie Nakazono, City Clerk PUBLIC HEARING Designation of the Structure and Surrounding Property as a City Designated Historic Structure Located at: 15 Marvin Court Mayor Arnold opened the public hearing. Mara Perry, Director of Planning and Development, presented a PowerPoint presentation. (Exhibit A). Ms. Perry addressed questions from the Council. Reverend David Denoon, 857 Tuxedo Blvd., spoke on behalf of the applicant, and made personal comments as well. Dave Buck, 124 S. Elm, made a statement. (Exhibit B) The City Attorney entered the following into the record: 1. The admission of the presentation and report presented to the Historic Preservation Commission on October 10, 2023, prepared by Director Mara Perry. 2. The Introduction and admission of the documentation presented this evening, November 7, 2023, the PowerPoint including the list of property and ownership documents provided to the council (See Exhibit A). 3. Comments by all speakers. 4. The ordinances of the City of Webster Groves. Mayor Arnold closed the public hearing. Bill #9237 - First & Second Reading Councilmember Hixson Shepherd introduced Bill #9237 - AN ORDINANCE DESIGNATING AND ESTABLISHING THE STRUCTURE LOCATED AT 15 MARVIN COURT AS A CITY-DESIGNATED HISTORIC LANDMARK IN THE CITY AND MATTERS RELATED THERETO, and at the Councilmember's request, the Bill was read twice, first and second times by title only, and placed on the agenda for future consideration of the Council. November 7, 2023 REMARKS FROM THE COMMUNITY AND VISITORS Dave Buck, 124 S. Elm (Exhibit C). NEW BUSINESS- MAYOR, COUNCILMEMBERS, CITY ATTORNEY, CITY MANAGER No New Business. NEW BUSINESS Flood Buvout Discussion Building Commissioner Travis Ham reviewed a PowerPoint. (Exhibit D). A motion made by Councilmember Hixson Shepard, seconded by Councilmember Richardson, to approve 838 E. Pacific and 1051 Kuhlman for the flood buyout. Both property owners have flood insurance and both properties are still owned by the same homeowner at the time of the flood. An amendment to the motion was made by Councilmember Bliss, and seconded by Councilmember Alexander, to add 834 N. Forest to the list for the flood buyout because the homeowner is interested in the buyout. Mayor Arnold called for a vote on the amendment to add 834 North Forest to the motion on the table, that includes the other two properties (838 E. Pacific and 1051 Kuhlman). Mayor Arnold called for the vote on the proposed amendment. MEMBERS VOTING: AYES: BLISS, RICHARDSON NOES: ARNOLD, FRANKLIN, SMITH, ALEXANDER, HIXSON SHEPHERD Mayor Arnold stated that the proposed amendment failed. Mayor Arnold called for the vote on the original motion above related to 838 E. Pacific and 1051 Kuhlman. MEMBERS VOTING: AYES: BLISS, RICHARDSON NOES: FRANKLIN, SMITH, ALEXANDER, HIXSON SHEPARD, ARNOLD Mayor Arnold stated that the motion failed. Charter Review Advisory Board Recommendations/Discussion Council addressed the proposed items to be forwarded to the voters listed in (Exhibit E). There was council consensus to move these items forward. Council requested the City Attorney draft a Bill addressing these items at a later date. In addition, Mayor Arnold stated at the next meeting we will discuss the possibility of putting together a group to determine what a hybrid voting system would look like. Call it helping, in a very symbolic way, to right a past wrong, be er late than never. SECOND, it represents a needed example of restora ve jus ce that did not exist back in the 1960’s. It helps restore honor to the life and work of Bennie Gordon and his dream of the Marvin Court Subdivision and, importantly, it helps restore the loss of dignity that Webster’s Black community has suffered over many years. As such, it brings the nega ve 1 darkness of the past into the posi ve light of the present and perhaps is a beacon of hope for future progress. THREE, a er watching the Channel 4 news story, I met an amazing women, Gayle Jones, when the next morning I drove over just to see the home first‐hand, parked on Marvin Court and a white, bearded, old fart total stranger knocked on her front door. Gayle had every reason not open the door and ask me to leave but, instead, she came out on her front porch, welcomed me, and we had a really nice conversa on about the 15 Marvin Court opportunity. In short, Gayle will gain an important historic designa on of her home and I will gain an important new friend. Finally, as I shared with my wife a er I returned home, here was a Black woman and a White man, mee ng as for the first me as complete strangers but having a respec ul and dignified conversa on and depar ng as friends. As such, maybe our mee ng was also a beacon of hope of be er things to come in Webster Groves. I was going to talk about how we can be er make and keep peace in Webster Groves, given all of the wars, hate and division in the world and our na on. But, given City Council’s discussion in your Work Session earlier this evening, I am switching from peace to “Respec ul Resident Unrest”. I NEED to respond, as a 23‐year resident, arts advocate and former swimmer and parent of four previous high school swimmers and members of the summer Webster Waves swim team, on TWO cri cal issues: FIRST, I generally agree with and support the new, proposed Naming Policy for Webster’s City Parks, presented in your Work Session by 1 Director of Parks & Recrea on, Sco Davis, and the Chair of the Parks & Recrea on Commission, Ben Eckler. BUT WITH ONE HUGE EXCEPTION!!! I personally totally DISAGREE with that in the case of naming a park for an elected City official, there must be a wai ng or “cooling off” period of 4 YEARS before such a naming proposal can even be considered and implemented, if approved. Please excuse my bluntness, but WHY WAIT????? WAIT FOR WHAT????? Specifically, why wait to name and christen the “Gerry Welch Sculpture Garden”????? Here’s WHY NOT TO WAIT: ‐ By Ben Eckler’s admission, this en re Park Naming issue would have not even come up had it not been for the Webster Groves Arts Commission’s recommenda on to Parks & Recrea on to name the Sculpture Garden for Gerry Welch. ‐ As most everyone in Webster Groves knows, Gerry was 1) the longest serving Mayor at 24 years in Webster Groves history; 2) Gerry was our City’s leading advocate, ambassador, advancer and champion of the arts, which will be her las ng legacy, among many other achievements; and 3) Gerry herself was the primary driver of the Sculpture Garden and in securing its funding. Stated differently, the Sculpture Garden would have never happened without Gerry’s leadership and passion for this big, new public art idea. ‐ Gerry has now been out of office going on two years. She is alive and well and living with her husband, Pat, on Gray Ave. As the wise old saying goes, “Timing is EVERYTHING!!!!”. WHY in the world wait for two more years or even four more years, if considera on of Gerry’s name must start at the beginning, per this new Naming Policy??? 2 SECOND, in your Work Session review of the community’s responses to the City’s “Des na on WG” survey, there was absolutely no men on or discussion of a possible indoor pool enclosure over the 8‐lane compe on & lap pool and diving well for year‐round use at a current es mated addi onal cost of $3.5 million. Again, please excuse my bluntness, but has City Council summarily already dismissed this poten al opportunity as part of a possible $22.1 million no tax increase bond issue on the April, 2024, ballot??? Here is WHY this is very concerning to many in our community: ‐ Out of a total Webster popula on of 23,000, there were only 630 responses to the community survey, or a response rate of 2.7%, which is sta s cally a non‐significant or reliable sample. To me, an addi onal concern was that only 1% of these respondents were people age 18 and under, conceptually one of the largest user groups of our City’s Parks and Recrea on, par cularly the pool, park playgrounds and the skate park. ‐ Unless I totally missed seeing it, it was very interes ng and an obvious omission that our community was not even given the chance to rate and rank the indoor pool enclosure among other op ons in the survey. It was le off of the list of ranked op ons presented last night to Council. ‐ The #1 ranking vote ge er in the community survey was the “Aqua c Center renova on”, followed by the “Skate Park renova on” at #2. What wasn’t shared were the total votes each item received. Thus, I ask, “Was this a difference of 1, 2, 3 or 5 votes?” My own bet is that it was hundreds of votes difference! WHY? Because the Aqua c Center is the crown jewel and probably the most heavily used & desired asset by en re 3 families in our City’s en re Parks & Recrea on system, very analogous to how the Moss Field Sports Complex renova on is the crown jewel in the en re Prop S $45 million no tax increase bond issue from the Webster Groves School District that passed last year and currently under construc on. ‐ According to other aqua c centers in St. Louis County with indoor pools, such as The Lodge at Des Peres, their indoor pool gets consistently high year‐round usage from a wide variety of different uses, including lap swim, swim lessons, swim par es, etc., etc., etc. In fact, should Webster’s pool be enclosed year‐round, The Lodge says that their indoor pool is highly used in the summer months as many residents do not like the heat or to be out in the sun. ‐ A er several years of struggles, and under previous Coach Dan Broshears and current Coach Evyn Spencer, both Webster Groves High School Boy’s & Girl’s Swim & Dive Teams are regional powerhouses. In fact, the Boy’s team is compe ng in the State Championships meet this weekend! An indoor pool at the Aqua c Center would provide our high school teams with finally a place to prac ce at home and to hold their home meets, not to men on the possible usage of other school or club teams, including a possible year‐round Webster Waves club team. ‐ Finally, I have heard City Council leadership acknowledge that our community would likely support an indoor pool enclosure as part of a $22.1 million no tax increase bond issue, but the financial issue then becomes how to pay for the es mated annual $200,000 ‐ $250,000 in opera ng costs – either by reducing the City’s General Fund or raising resident taxes, which there may not be much appe te for. To me, in my simplis c mind, given that there are 4 9,500 households in Webster Groves, an addi onal “recrea on fee” of $2.61 / month would cover it. Given Webster’s mean household income is $98,000, do you think our residents can afford it and pay it willingly??? In closing, two final points: ‐ City Hall encouraged our community to “Dream Big”. As such, Des na on WG is currently inves ga ng and assessing a wide range of different op ons. To me, what City Hall needs to do for the good of our community is to FOCUS, ie., do only a few fundamental things but do them EXTRAORDINARILY WELL!!! In short, less is more!!!! And the community is speaking loud and strong that the PRIMARY FOCUS should be on making the Aqua c Center a shining innova on once again, even at the expense of other worthy Parks & Recrea on projects. Stated differently, FIRST THINGS FIRST and that means to get our Aqua c Center right as our #1 priority! ‐ Thirty years ago, Webster’s Aqua c Center was an innova on in St. Louis County. Now, 30 years later, as part of renova ng the Aqua c Center, our City has the golden opportunity to innovate once again with the addi on of an indoor pool enclosure to help promote great community usage of the Aqua c Center year‐round for the next 30 years!!!
