Approval of Minutes – A motion to approve the June minutes was made by Julia
Leenig, seconded by Jeff Sanders, and unanimously approved.
Executive (Closed) Session
A motion to go into Executive Closed Session per Attorney-Client Privileged
Communications with [MO. Statute 610.021 (1)] and Real Estate [MO. Statute 610.021
(2)] was made by Alison Kinderfather, seconded by Julia Leenig, and unanimously
approved.
The legal aspects of Community Improvement Districts were discussed.
A motion to come out of Executive Closed Session was made by Heidi Butts-Wiegand,
seconded by Julia Leenig, and unanimously approved.
Streetscape Project
• St. Louis County had planned a virtual public meeting for July 24; notice will be on
social media, the Friday Page, etc.
• The RFP for the City’s design piece of the project will go out this week
• The Project Inclusion List will need to be honed down.
• The FY2025 capital improvement plan budget contains $390,000 project match to
the County side of the project.
• Construction is slated for 2027.
District Façade Improvement Grant Parameters – Discussion tabled until next
month’s Commission meeting.

Business Development Commission (BDC) Update –
• The Business Coffee is September 18, 8:30-10:30, at the Rec Center.
• The BDC has determined a City-wide CID would be difficult and has pivoted to
learning about economic development sale tax of which 20% can be used on
marketing.
District/City/Council Update
• 4th of July Fireworks Viewing in the District’s south public parking lot saw a very
large crowd this year.
• City Council is focusing on the public health aspect of Railroad properties in the
hopes of moving the Railroad to response and action.
• The Comprehensive Plan document is now on the City website and citizens can
comment on it.
• Work on the new aquatic center will begin at the end of the summer season with the
demolition of the current pool.
Commission Meetings
• Nest Meeting will be August 21st and going forward the start time reverts back to
8:00AM.
• So Commission Member could attend the Business Coffee on September 18,
Members rescheduled their monthly meeting to September 11th
