Discussion Katy Miller lead discussion and review of potential changes
to the ordinance. Kevin Sombart reaffirmed that the PCEB is
not a policy making board and that language such as

“ensure” and “accountability”, as suggested by the AID,
could lead to the belief that the PCEB is more of a policy
making authority than an engagement and communications
roll. The (attached) document provided by the AID was
reviewed and the suggested modifications will be presented
at the next meeting. Additionally, a review of PCEB
Ordinance Suggested Modifications as presented by Kevin
Sombart (attached) was discussed and will be incorporated
in the modifications that will be made to the edited
ordinance.
Dr. Scott Groesch will make edits to the AID suggested
ordinance based on discussed changes and send to Kevin
Sombart for review. A copy of the modified document will be
sent out to the PCEB members in advance of the October
meeting.

Potential Nominees to New Board Chair
Discussion Suggestion was made that Katy Miller continue as
Board Chair until such time that the Board has full
membership. The Board agreed to support Katy in this
interim position until such time. Dr. Scott Groesch will

reach out to Webster University to solicit potential board
members.

Comments from Observers
Ferrell Carfield expressed satisfaction that the
wording for the restructured ordinance was
close to completion and suggested that the WU
board member could also be from Edan
Seminary. She suggested the Board reach out
to the Chelsea Center at WGHS to see if
student participation on the PCEB could be
done “for credit”. Additionally, she reiterated the
AID’s belief that community “listening sessions”
with the PCEB should be codified to ensure
accountability of the PCEB.
