CALL TO ORDER Mayor Gerwig called the meeting to order at 7:00 p.m. Council Members present: Anne Gerwig, Mayor; John T. McGovern, Vice Mayor; Michael Drahos, Councilman; Michael Napoleone, Councilman; and Tanya Siskind, Councilwoman. Advisors to the Council: Paul Schofield, Manager; Laurie Cohen, Attorney; Jim Barnes, Assistant Manager; Tanya Quickel, Director of Administrative and Financial Services; and Chevelle D. Nubin, Village Clerk. 2. PLEDGE OF ALLEGIANCE Students from Elbridge Gale Elementary School Lego Robotics Team led the Pledge of Allegiance. 3. INVOCATION Reverend Peter Bartuska, of Christ Community Church, delivered the invocation. 4. APPROVAL OF AGENDA Mr. Schofield indicated staff recommended approval of the Agenda as amended: 1) Remove the "Proclamation recognizing Wellington Community High School Principal Mario Crocetti for his years of service" from Presentations and Proclamations, as Mr. Crocetti is unable to attend this evening. 2) Request to add PBSO Captain Silva and Major Eli Cano, Palm Beach County School District Police, to presentations and proclamations as the last item to provide an update regarding school safety. A motion was made by Vice Mayor McGovern, seconded by Councilwoman Siskind, and unanimously passed (5-0), to revise the Agenda to add Captain Silva and Major Eli Cano to provide an update on school safety and to remove the proclamation. 5. B. 18-1905 ELBRIDGE GALE ELEMENTARY SCHOOL TEAM LEGO ROBOTICS COMPETITION RECOGNITION Mr. Schofield introduced the item. Mr. Tom Lundeen presented this item. Mr. Chad Phillips, Assistant Principal, and Ms. Christine Muldowney, STEM Teacher (K-5), Elbridge Gale Elementary School, provided comments. A brief video was shown of the LEGO Robotics competition. Council commended and congratulated the students, parents, teachers and principal. 6. CONSENT AGENDA A. 17-1511 AUTHORIZATION TO AWARD A CONTRACT TO PROVIDE AQUATIC VEGETATION CONTROL SERVICES TO WELLINGTON CANALS AND LAKES This item approved on Consent. This item approved on Consent. F. 18-1895 RESOLUTION NO. R2018-13 (DROWNING PREVENTION COALITION “BUCKS” CERTIFICATE PROGRAM) A RESOLUTION OF WELLINGTON, FLORIDA’S COUNCIL APPROVING AND AUTHORIZING THE MAYOR AND CLERK TO EXECUTE AN INTERLOCAL AGREEMENT WITH THE DROWNING PREVENTION COALITION OF PALM BEACH COUNTY TO PROVIDE FOR VOUCHERS FOR FREE SWIMMING LESSONS UNDER THE “BUCK” PROGRAM FOR FISCAL YEAR 2017-2018; AND PROVIDING AN EFFECTIVE DATE. This item approved on Consent. Mr. Schofield stated staff recommended adoption of the Consent Agenda as presented. A motion was made by Councilman Napoleone, seconded by Councilman Drahos, and unanimously passed (5-0), to approve the Consent Agenda as presented. PUBLIC HEARINGS There were no Public Hearings. 8. REGULAR AGENDA A. 18-1818 AUTHORIZATION TO AWARD A CONTRACT TO PROVIDE ENGINEERING AND ARCHITECTURAL SERVICES FOR GREENBRIAR AND SOUTH SHORE PARK Mr. Schofield introduced the item. Mayor Gerwig recused herself from the item and left the dais. Mr. Barnes and Mr. De La Vega presented this item. A motion was made by Councilman Napoleone, seconded by Councilwoman Siskind, and passed (4-0) for Authorization to Award a Contract to provide Engineering and Architectural Services for Greenbriar Park and Southshore Park. 9. PUBLIC FORUM There were no comment cards received for public forum. 10. ATTORNEY'S REPORT MS. COHEN: Ms. Cohen presented the following report: Ms. Cohen stated she has no report tonight. Ms. Cohen stated she distributed copies of the Motion for Rehearing, Rehearing En Banc, and Motion to Certify the Question to the Supreme Court to Council. She stated if Council has any questions to contact her at her office. 11. MANAGER'S REPORTS MR. SCHOFIELD: Mr. Schofield presented the following report: The next Regular Council Meeting will be held on Tuesday, March 13, 2018, at 7:00 p.m. in the Council Chambers. Mr. Schofield stated on Saturday, March 3rd, Wellington and its Partners will kick off the "Let's Move: Commit to Change Physical Activity Village of Wellington Page 4 Village Council Action Summary - Final February 27, 2018 Challenge" at the Mall at Wellington Green at 8:00 a.m. Mr. Schofield stated on Saturday, March 10th, the second of three Saturday morning family-friendly events will be held on Lake Wellington. The Activities are scheduled between 8:00 a.m. and 1:00 p.m. Mr. Schofield stated Wellington's Municipal Election will be held on Tuesday, March 13th. Polls will be open from 7:00 a.m. until 7:00 p.m. Polling locations are listed on the Village website and the Palm Beach County Supervisor of Elections website. 12. COUNCIL REPORTS COUNCILWOMAN SISKIND: Councilwoman Siskind presented the following report: Councilwoman Siskind thanked Temple Beth Torah for inviting Council to be judges for the costume contest for the Purim Festival. She stated they were also judges for the food. VICE MAYOR MCGOVERN: Vice Mayor McGovern presented the following report: Vice Mayor McGovern stated he wanted to echo on the presentation from Major Cano and Captain Silva. Vice Mayor McGovern thanked all of the local school principals, Palm Beach County School Board members, Superintendent Dr. Robert Avossa and the leadership teams at the schools for reassuring parents and putting into place interim and long terms plans for school safety and addressing unique items at each school. Vice Mayor McGovern mentioned the upcoming March 10th Family Friendly Lake Wellington Events Day and thanked Mr. Delaney and his team for the Lake Wellington Events Day held last Saturday. He stated it was a great event. Vice Mayor McGovern thanked Parks and Recreation also for the Little League season opening. COUNCILMAN DRAHOS: Councilman Drahos presented the following report: Councilman Drahos stated it was an honor to throw the first pitch for the Little League opening. Village of Wellington Page 5 Village Council Action Summary - Final February 27, 2018 Councilman Drahos spoke regarding the Family Fun Day events and stated the event is free of charge. He stated there are countless activities for the children and encouraged families to come out and attend the events. Councilman Drahos stated his family had a great time. COUNCILMAN NAPOLEONE: Councilman Napoleone presented the following report: Councilman Napoleone stated Lake Wellington is one and a half miles long and it was a great day. Councilman Napoleone stated he is glad the Village is doing more of the events and encouraged people to come out and enjoy them. He stated the first event was extremely successful. Councilman Napoleone stated the Pinewood Derby is this coming Saturday, March 3rd. He stated the kids have a blast and build some amazing cars. Councilman Napoleone spoke about the Village Council's car. Councilman Napoleone encourage everyone to vote in the March 13th Election. He stated it is important and voting matters. Councilman Drahos concurred with Councilman Napoleone and stated past elections have come down to a handful of votes and encouraged residents to come out and exercise their right to vote. MAYOR GERWIG: Mayor Gerwig presented the following report: Mayor Gerwig encouraged residents to check the Village's website for activities. Mayor Gerwig asked if the SWAG (Students Working to Achieve Greatness) program will be done again. Mr. Schofield replied affirmatively. Mayor Gerwig stated if local businesses would like to participate they are looking for businesses to place interns over the summer with the costs being borne by the Village. Mr. Schofield provided feedback on the SWAG program. Mayor Gerwig stated a question has been brought to her over the past Village of Wellington Page 6 Village Council Action Summary - Final February 27, 2018 year from some realtors and neighbors regarding two acre lots in Paddock Park that back up to overhead transmission lines. She stated there is a significant amount of property there that is not usable and stated she had asked about some type of equestrian zoning. Mr. Schofield stated he has asked planning staff to re-evaluate the work that was done a number of years ago. He spoke regarding the survey that was done and the results. Discussion continued between Ms. Cohen, Council and Mr. Schofield. It was the consenus of Council for the 2012 Survey to be circulated to them and to schedule this discussion for Visioning in May. 13.
