CALL TO ORDER Mayor Gerwig called the meeting to order at 7:00 p.m. Council Members present: Anne Gerwig, Mayor; John T. McGovern, Vice Mayor; Michael Drahos, Councilman; Michael Napoleone, Councilman; and Tanya Siskind, Councilwoman. Advisors to the Council: Paul Schofield, Manager; Laurie Cohen, Attorney; Jim Barnes, Assistant Manager; Tanya Quickel, Director of Administrative and Financial Services; and Rachel Callovi, Deputy Village Clerk. 2. PLEDGE OF ALLEGIANCE Cub Scouts who were in the audience led the Pledge of Allegiance. 3. INVOCATION Deacon Al Payne, St. Therese de Lisieux Catholic Church delivered the invocation. 4. APPROVAL OF AGENDA Mr. Schofield indicated staff recommended approval of the Agenda as presented. A motion was made by Councilman Drahos, seconded by Councilman Napoleone, and unanimously passed (5-0), to approve the Agenda as presented. 5. PRESENTATIONS AND PROCLAMATIONS There were no presentations or proclamations. 6. CONSENT AGENDA A. 18-1947 MINUTES OF THE REGULAR WELLINGTON COUNCIL MEETING OF DECEMBER 11, 2017 This item approved on Consent. C. 17-1728 AUTHORIZATION TO AWARD A CONTRACT TO PROVIDE LANDSCAPE MAINTENANCE SERVICES FOR PARKS AND SECONDARY ROADWAYS This item approved on Consent. D. 18-1783 AUTHORIZATION TO AWARD A CONTRACT FOR PAVILION IMPROVEMENTS AT VILLAGE PARK This item approved on Consent. E. 18-1932 AUTHORIZATION TO AWARD A CONTRACT FOR THE RECONDITIONING OF THE TRASH RAKE AT PUMP STATION 3 This item approved on Consent. Mr. Schofield stated staff recommended adoption of the Consent Agenda as presented. A motion was made by Vice Mayor McGovern, seconded by Councilwoman Siskind, and unanimously passed (5-0), to approve the Consent Agenda as presented. Mr. Schofield indicated no comment cards were received for the Consent Agenda. 7. PUBLIC HEARINGS There were no public hearings. REGULAR AGENDA A. 18-1922 AUTHORIZATION TO AWARD A TASK ORDER TO PROVIDE ENGINEERING CONSULTING SERVICES FOR THE C-11 AND C-15 CANAL CULVERT CROSSINGS AND BRIDLE TRAIL/BROWN TRAIL IMPROVEMENTS Mr. Schofield introduced the item. Mayor Gerwig recused herself from the item and left the dais. Mr. Schofield and Mr. Lundeen presented this item. A motion was made by Councilman Drahos, seconded by Councilwoman Siskind, and passed (4-0) for Authorization to Award a Contract to provide Engineering and Consulting Services for the C-11 and C-15 Canal Culvert Crossings and Bridle Trail/Brown Trail Improvements. B. 17-1585 AUTHORIZATION TO AWARD A CONTRACT FOR THE ANNUAL JULY 4TH FIREWORKS DISPLAY Mr. Schofield introduced the item. Mr. De La Vega presented the item. A motion was made by Councilman Drahos, seconded by Councilman Napoleone, and passed (5-0) for Authorization to Award a Contract in the amount of $40,000 for the Annual July 4th Fireworks Display. 9. PUBLIC FORUM There were no comment cards received for Public Forum. 10. ATTORNEY'S REPORT MS. COHEN: Ms. Cohen presented the following report: Ms. Cohen stated the Village has a new Assistant Village Attorney, Rachel Bausch, who will begin work on Monday, March 19, 2018 and she and her husband are Wellington residents. SCHOFIELD: Mr. Schofield presented the following report: The next Regular Council Meeting will be held on Tuesday, March 27, 2018, at 7:00 p.m. in the Council Chambers. Mr. Schofield stated Wellington's Canvassing Board will be meeting at 6:00 p.m. on Tuesday, March 27, 2018 to certify the results of the March 13, 2018 General Election. Mr. Schofield stated the first of two Lakeside Evening Events will be held on Tuesday, March 20, 2018, 4:30 p.m. to 7:30 p.m., this is the Mardi Gras themed event and will include a live jazz band, food trucks, face painting and like the other Lakeside events the admission is free. The boat parade will be there also. Mr. Schofield stated the Bacon and Bourbon festival will be held on March 23-25, 2018, is a three day event and will have an eclectic menu of bacon infused culinary delights. PBSO Captain Silva spoke briefly about the Jeep Show and Shine that is being sponsored by PBSO. The event will take place on Saturday, March 17, 2018 at 11:00 a.m. at the Wellington Marketplace as a fundraising effort and the proceeds will be taken to Puerto Rico to help the families in law enforcement who have been most severely impacted by Hurricane Maria. 12. COUNCIL REPORTS COUNCILWOMAN SISKIND: Councilwoman Siskind presented the following report: Councilwoman Siskind thanked everyone who came out to vote today and did their civic duty. She stated it was very humbling and an exciting experience to see your name on the ballot and vote for yourself. Councilwoman Siskind commended Wellington Community High School students on the dance marathon and stated they raised a record breaking $175,000 for Shands Childrens Hospital at the University of Florida. VICE MAYOR MCGOVERN: Vice Mayor McGovern presented the following report: Village of Wellington Page 4 Village Council Action Summary - Final March 13, 2018 Vice Mayor McGovern thanked Parks and Recreation for setting up and having a wonderful opening for pickleball and stated he, Mayor Gerwig and Councilwoman Siskind had a good time. Vice Mayor McGovern thanked the Village's exceptional staff for two great events on Saturday. He stated the Lakeside events were well attended. He thanked all of the Village staff who participated in the Relay for Life event led by Cindy Drake. Vice Mayor McGovern congratulated Wellington Community High School on the dance marathon and stated breaking the $100,000 mark as a high school and contributing to the larger cause for the Children's Miracle Network was exceptional and also congratulated the Wellington High basketball team for making it to the state championship. Vice Mayor McGovern stated this was a spectacular accomplishment for a team two years in a row. Vice Mayor McGovern stated tomorrow is the one month anniversary of the Parkland Shootings and he stated this is something that has struck many of us and our families, parents, teachers and everyone involved in going to school. Vice Mayor McGovern stated he hopes residents will come out tomorrow for memorials and student led speak out events at Palm Beach Central High School at 9:25 a.m. and Wellington High School at 10:00 a.m. He stated this is an important chance for the community to come together in a way where our students lead the effort and tell us what is on their minds. Vice Mayor McGovern stated Election Day and this whole campaign was a great experience and was a great chance to engage with voters. He stated it was a privilege to vote this morning with his wife and his daughters. He thanked all of the residents who came out and voted today and stated he wished the turnout had been greater. COUNCILMAN DRAHOS: Councilman Drahos presented the following report: Councilman Drahos thanked his colleagues for running very professional, organized campaigns and stated he was proud to endorse both. He stated he hopes the vote turnout is favorable for both and extended admiration to the opponents who had their names on the ballot as well. COUNCILMAN NAPOLEONE: Councilman Napoleone presented the Village of Wellington Page 5 Village Council Action Summary - Final March 13, 2018 following report: Councilman Napoleone stated he will join the comments that everyone else has made. He stated the Cleveland Clinic opened its Wellington office today and it is a nice facility and further enhances the medical corridor on 441. MAYOR GERWIG: Mayor Gerwig presented the following report: Mayor Gerwig stated she will not be able to make it to either event at the high schools in the morning due to having a Housing Leadership Council meeting in the morning as well as a Palm Beach County League of Cities District 2 and 3 luncheon. She stated she sent a message and wants to let the schools know that the Village Council stands with them and wants to do anything that they can to strengthen safety at the schools and that this is an important discussion. Mayor Gerwig stated she would like to put together a resolution on behalf of the Council regarding school safety, gun safety or for mental health . She stated that the Village needs to thank the Legislature in the resolution for the changes that were made in state law. Mayor Gerwig stated Relay for Life was very good and stated the speaker was very inspirational and she was glad that everyone was in attendance together. Mayor Gerwig stated the dance marathon was so impressive and that Royal Palm Beach High School has a very big presence at Relay for Life . She stated Wellington Landings was also at Relay for Life. Mayor Gerwig stated she would like to know if attendance is up at the Green Market during the Lakeside events. Mr. Schofield stated regarding the resolution he and Ms. Cohen will work on that together and look at what other communities have done. He stated he would like to run it by each individual Council member before bringing it back formally. 13.
