PLEDGE OF ALLEGIANCE The Student Government Association led the Pledge of Allegiance. 3. INVOCATION Deacon Vince Muller, St. Therese de Lisieux Catholic Church, delivered the invocation. 4. APPROVAL OF AGENDA Mr. Barnes indicated staff recommended approval of the Agenda as amended. 1. Move Item 6C, Authorization to 1) Execute A Guaranteed Maximum Price (GMP) Amendment for the Water Treatment Plant (WTP) Nanofiltration Train No. 8 Expansion Project; and 2) Award a Task Order to Provide Construction Phase Engineering Services, to the Regular Agenda as Item 8C. A motion was made by Vice Mayor McGovern, seconded by Councilwoman Siskind, and unanimously passed (5-0), to approve the Agenda as amended. 5. PRESENTATIONS AND PROCLAMATIONS A. 21-4794 PROCLAMATION DECLARING NOVEMBER 12, 2021 AS WELLINGTON COMMUNITY FOUNDATION DAY IN WELLINGTON Mr. Barnes introduced the item. Former Mayor Tom Wenham, Chair of the Wellington Community Foundation, Inc., thanked the Council, Mr. Barnes and staff for their assistance in helping to put together the Red, White and Blue Jeans “A Salute to Our Heroes” event this year. Other board members who were present gave comments. Council gave comments and presented the proclamation to the Wellington Community Foundation. B. 21-4799 RECOGNITION OF COMMUNITY PARTNERS Mr. Barnes introduced the item. Ms. Paulette Edwards, Community Services Department Director, stated they would like to recognize the community partners and gave an overview of what the community partners have provided. Council gave comments and the community partners were presented with certificates from the Village. 6. CONSENT AGENDA Mr. Barnes stated there were no comment cards on the Consent Agenda. Mr. Barnes indicated staff recommended approval of the Consent Agenda as amended. R2021-66 (EQUESTRIAN VILLAGE SEASONAL PERMIT 2021/2022) Village of Wellington Page 6 Village Council Action Summary - Final November 9, 2021 A RESOLUTION OF WELLINGTON, FLORIDA’S COUNCIL APPROVING A SEASONAL PERMIT FOR THE GLOBAL DRESSAGE COMPLEX, A/K/A EQUESTRIAN VILLAGE, AT 13466 SOUTH SHORE BOULEVARD FOR AN EQUESTRIAN SHOW USE FROM DECEMBER 6, 2021 TO MAY 6, 2022; AND PROVIDING AN EFFECTIVE DATE. Mr. Barnes introduced the item. Ms. Addie read the resolution by title. Ms. Cohen administered the oath to those who wished to speak on the item. Village Council disclosed any ex-parte communications. Ms. Cory Cramer presented this item. Mr. Daniel Rosenbaum was present on behalf of the applicant. Staff and Mr. Rosenbaum answered the Council's questions. Public Hearing A motion was made by Vice Mayor Napoleone, seconded by Councilwoman Siskind, and unanimously passed (5-0), to open the Public Hearing. There being no public comments, a motion was made by Councilman Napoleone, seconded by Councilwoman Siskind, and unanimously passed (5-0), to close the Public Hearing. Vice Mayor McGovern gave further comments. A motion was made by Vice Mayor McGovern, seconded by Councilwoman Siskind, to approve Resolution No. R2021-66 (Equestrian Village Seasonal Equestrian Permit 2021/2022). Councilman Drahos stated the Council wants the applicant to succeed . However, the intersection needs to be fixed. Mayor Gerwig indicated the state declaration of emergency had tied the Village's hands in this matter. Councilman Napoleone stated the applicant could have done the improvements at any time over the last eight years. He stated the intersection impairs the quality of life of residents who have to navigate Village of Wellington Page 7 Village Council Action Summary - Final November 9, 2021 that intersection during season. The motion unanimously passed (5-0). 8. REGULAR AGENDA A. 21-4783 RESOLUTION NO. AC2021-13 (DESIGNATING ACME IMPROVEMENT DISTRICT UNIT OF DEVELOPMENT 50TH STREET) A RESOLUTION OF ACME IMPROVEMENT DISTRICT DESIGNATING A UNIT OF DEVELOPMENT TO BE KNOWN AS “UNIT OF DEVELOPMENT 50TH STREET”; AUTHORIZING PUBLICATION OF A NOTICE OF HEARING ON SUCH DESIGNATION; AND PROVIDING AN EFFECTIVE DATE. B. 21-4727 AUTHORIZATION TO NEGOTIATE A CONTRACT FOR THE DEVELOPMENT OF WELLINGTON COMMUNITY PARK Mr. Barnes introduced the item. Mr. De La Vega presented the item, referenced the cone of silence and contract negotiations. Representatives from Wellington Athletics, LLC. spoke regarding the proposal. Council gave comments. Mr. Barnes introduced the item. Ms. LaRocque presented the item and answered Council's questions. A motion was made by Vice Mayor McGovern, seconded by Councilman Drahos, and unanimously passed (5-0) for Authorization to 1) Execute a Guaranteed Maximum Price (GMP) Amendment for the Water Treatment Plant (WTP) Nanofiltration Train No. 8 Expansion Project; and 2) Award a Task Order to provide Construction Phase Engineering Services as presented. 9. PUBLIC FORUM Mr. Barnes indicated no comment cards were received. 10. ATTORNEY'S REPORT MS. COHEN: Ms. Cohen presented the following report: Ms. Cohen stated she had no report. 11. MANAGER'S REPORT MR. BARNES: Mr. Barnes presented the following report: Council discussion on whether to cancel the next Regular Council Meeting scheduled for Tuesday, November 23, 2021, which is Thanksgiving week. The Next Regular Council Meeting will be held on Tuesday, December 14, 2021 at 7:00 p.m. This is the only meeting in December. Village Offices will be closed on Thursday, November 11, 2021, in observance of Veterans Day. Village Offices will be closed beginning at 12 noon on Wednesday, November 24, 2021, and will reopen on Monday, November 29, 2021 in observance of the Thanksgiving Holiday. The Council Meeting scheduled for January 11, 2022, needs to be rescheduled or cancelled, as the Palm Beach County Days are being held on January 11, 2022 and January 12, 2022 in Tallahassee. Village of Wellington Page 9 Village Council Action Summary - Final November 9, 2021 Palm Beach County Wellington Branch Library opened today and invites will be sent to Council from the County. The Curative Testing site will be open on Veterans’ Day and closed on Thanksgiving and the day after Thanksgiving. He provided a 30 day overview of upcoming events. Vice Mayor McGovern asked to have a report regarding the Curative Site, vaccination and mask policy updates at the December Council Meeting. 12. COUNCIL REPORTS VICE MAYOR MCGOVERN: Vice Mayor McGovern presented the following report: Vice Mayor McGovern thanked staff and Council for a great Read for the Record. He said it was a great book. Vice Mayor McGovern thanked staff and congratulated Utilities on the grand opening of the facility. Vice Mayor McGovern reminded everyone that donations are needed for residents and the Village is accepting donations through November 15, 2021 and the toy drive starts on November 29, 2021. Vice Mayor McGovern asked everyone to mark their calendars for the Village's Neighborhood Watch Meeting regarding golf carts. COUNCILMAN DRAHOS: Councilman Drahos presented the following report: Councilman Drahos stated he had no report. COUNCILMAN NAPOLEONE: Councilman Napoleone presented the following report: Councilman Napoleone stated he had no report. Councilwoman Siskind referenced the Red, White and Blue Jeans event to be held on Friday, November 12, 2021. Councilwoman Siskind stated the Binks Carnival will be held on Saturday, November 13, 2021. Councilwoman Siskind stated the Wellington Historical Society Lunch and Learn will be held on November 18, 2021. MAYOR GERWIG: Mayor Gerwig presented the following report: Mayor Gerwig stated she attended the FLC Legislative Conference. She said the Monday morning call-ins have started.
