CALL TO ORDER Mayor Gerwig called the meeting to order at 7:00 p.m. Council Members present: Anne Gerwig, Mayor; John T. PLEDGE OF ALLEGIANCE Mayor Gerwig led the Pledge of Allegiance. 3. INVOCATION Pastor Peter Bartuska, Christ Community Church, delivered the invocation. 4. APPROVAL OF AGENDA Mr. Barnes indicated staff recommended approval of the Agenda as amended. 1. Move Consent Item 6O, Resolution No. R2021-74 (School Attendance Boundaries for Arden), to the Regular Agenda as Item 8A. A motion was made by Vice Mayor McGovern, seconded by Councilwoman Siskind, and unanimously passed (5-0), to approve the Agenda as amended. 5. PRESENTATIONS AND PROCLAMATIONS A. 21-4857 PRESENTATION BY CHARLES DUVAL, ASSOCIATE VICE PRESIDENT, CAREER SOURCE PALM BEACH COUNTY Mr. Barnes introduced this item. Mr. Charles Duval, Associate Vice President of CareerSource Palm Beach County, provided an overview of their programs, partnerships and initiatives. Mr. Duval discussed ways to strengthen partnership with Wellington. He informed Council that CareerSource of Palm Beach County is state and federally funded. B. 21-4841 RECOGNITION OF COMMUNITY PARTNERS Mr. Barnes introduced the item. Ms. Paulette Edwards, Community Services Director, provided an overview of the Hometown Holiday Toy Drive. She stated the distribution would be held on Thursday and 500 children will be served. Ms. Edwards stated they would like to recognize the community partners and gave an overview of what the community partners have provided. The community partners were presented with certificates from the Village. Mayor Gerwig thanked the community partners for their contributions. C. 21-4847 PRESENTATION BY MR. DAVID GRAD, PRE-ENGINEERING TEACHER AT POLO PARK MIDDLE SCHOOL Mr. Barnes introduced this item. He asked Mr. David Grad, a STEM/Digital Art and Design teacher for Polo Park Middle School, to present his students and their projects. Council was shown a video of the students and their projects. Mr. Grad and his students gave their overview of their projects and robots that they had developed. They also briefly discussed the competition. The Village Council commended and congratulated the students, parents and teachers. 6. CONSENT AGENDA Mr. Barnes stated there were no comment cards on the Consent Agenda. Mr. Barnes indicated staff recommended approval of the Consent Agenda as amended. A motion was made by Councilman Drahos, seconded by Councilman Napoleone, and unanimously passed (5-0), to approve the Consent Agenda as amended. Mr. Barnes introduced the item. Ms. Addie read the caption for Resolution AC2021-14. Ms. Quickel presented the item and stated this is to authorize and approve the 50th Street project. This is also to authorize the hiring of the District Engineer to prepare a plan of improvements for the Unit of Development 50th Street. Public Hearing A motion was made by Councilman Napoleone, seconded by Vice Mayor McGovern, and unanimously passed (5-0) to open the public hearing. There being no public comments, a motion was made by Councilman Napoleone, seconded by Councilwoman Siskind, and unanimously passed (5-0) to close the public hearing. Mayor Gerwig and Vice Mayor McGovern commented that this was brought forth by the residents of that community. A motion was made by Vice Mayor McGovern, seconded by Councilman Drahos and unanimously passed (5-0) to approve Resolution No. AC2021-14 (Approving and Confirming the Creation of and Authorizing the District Engineer to Prepare A Plan of Improvements for Unit of Development 50th Street) as presented. A1. 21-4811 AUTHORIZATION TO AWARD TASK ORDERS TO PROVIDE ENGINEERING CONSULTING SERVICES FOR THE 50TH STREET IMPROVEMENT PROJECT AND OUSLEY/50TH STREET INTERSECTION IMPROVEMENT PROJECT; AND THE BUDGET AMENDMENT RESOLUTION NO. R2021-73 FOR THE 50TH STREET IMPROVEMENT PROJECT Mr. Barnes introduced the item. Ms. Quickel discussed companion Item 7A1 regarding the two task orders and stated there is a budget amendment resolution included for the 50th Street/Ousley portion. Ms. Quickel responded to Council's questions and reiterated that this is for the design portion. A motion was made by Councilman Napoleone, seconded by Councilwoman Siskind, and unanimously passed (5-0) to open the public hearing. There being no public comments, a motion was made by Councilman Napoleone, seconded by Councilman Drahos, and Village of Wellington Page 6 Village Council Action Summary - Final December 14, 2021 unanimously passed (5-0) to close the public hearing. A motion was made by Councilman Napoleone, seconded by Vice Mayor McGovern, and unanimously passed (5-0) for Authorization to Award a Task Order to provide Engineering Consulting Services for the 50th Street Improvement Project and Ousley/50th Street Intersection Improvement Project; and Approve Resolution No. R2021-73 (Budget Amendment for the 50th Street Improvement Project) as presented. 8. REGULAR AGENDA A. 21-4855 RESOLUTION NO. R2021-74 (SCHOOL ATTENDANCE BOUNDARIES FOR ARDEN) A RESOLUTION OF WELLINGTON, FLORIDA’S COUNCIL REQUESTING THAT THE PALM BEACH COUNTY SCHOOL BOARD REVISIT THE SCHOOL ATTENDANCE BOUNDARIES FOR RESIDENTS OF THE ARDEN COMMUNITY TO ALLEVIATE OVERCROWDING AND TRAFFIC CONCERNS ADVERSELY IMPACTING WELLINGTON SCHOOLS AND THE SURROUNDING COMMUNITY; AND PROVIDING AN EFFECTIVE DATE. This item was formerly Item 6O. Mr. Barnes introduced the item. Ms. Cohen presented this item and stated the changes as suggested by Council in the Agenda Review Meeting have been incorporated. Vice Mayor McGovern spoke regarding the item. He stated there have been requests to address this with the school district and it has not been addressed. He stated this is a public safety problem in the community. Mayor Gerwig stated this is an issue for other schools also. Councilwoman Siskind stated the numbers are not reflective of what is actually occurring with the schools. Councilman Napoleone commented that there are too many people on the Binks' campus and it is hard to provide a quality experience and functional environment. Councilman Drahos commented regarding capacity numbers at Wellington Community High School. He stated the Village had utilized diplomatic ways to address this issue. Councilman Drahos stated something needs to be Village of Wellington Page 7 Village Council Action Summary - Final December 14, 2021 done. Council discussed the language in the resolution. A motion was made by Vice Mayor McGovern, seconded by Councilman Napoleone, and unanimously passed (5-0), to approve Resolution No. R2021-74 (School Attendance Boundaries for Arden) with language as amended. 9. PUBLIC FORUM Mr. Barnes indicated no comment cards were received. 10. ATTORNEY'S REPORT MS. COHEN: Ms. Cohen presented the following report: Ms. Cohen stated she had no report. 11. MANAGER'S REPORT MR. BARNES: Mr. Barnes presented the following report: The Next Regular Council Meeting will be held on Tuesday, January 25, 2022 at 7:00 p.m. The Council Meeting scheduled for January 11, 2022, will be cancelled, as the Palm Beach County Days are being held on January 11, 2022 and January 12, 2022 in Tallahassee. Councilman Napoleone inquired about a Christmas tree recycling area. Mr. Barnes spoke about the tree recycling program. Mayor Gerwig suggested speaking with the Solid Waste Authority (SWA) regarding tree recycling. Councilman Napoleone suggested a recognition or appreciation event for the school crossing guards. Mr. Barnes stated staff will coordinate this. Mayor Gerwig suggested possibly having a school crossing guard of the year recognition. Village Offices will be closed on Friday, December 24, 2021 and Friday, December 31, 2021 in observance of the Christmas and New Year Village of Wellington Page 8 Village Council Action Summary - Final December 14, 2021 Holidays. The 2022 Neighborhood Watch Seminar Schedule is on the Village’s website. These Educational Seminars are free to attend and will take place on Zoom. There are representatives from Poison Control, Florida, Fish and Wildlife, PBSO, Animal Care and Control and many more. The Village will also host another Golf Cart Ordinance Meeting in February 2022. To watch past meetings including the December 8, 2021 Golf Cart Meeting, visit welllingtonfl.gov/neighborhoodwatch. Vice Mayor McGovern inquired about the testing site hours of availability due to the holidays. Mr. Barnes discussed the days that the testing site would be closed during the holidays. In addition, he stated the contract had been extended for an additional four months. Councilman Drahos stated having the testing site is a huge benefit to the Village. Mr. Barnes provided statistics for the testing site. He also commented regarding employees and the communities in the Village. Mayor Gerwig asked if anyone that wants to could utilize the site. Mr. Barnes reiterated that anyone can utilize the site and stated staff continues to work with the county regarding mobile vaccination vans. Vice Mayor McGovern commented regarding the garbage service transition and the call center. He stated it is important to continue the community outreach. 12. COUNCIL REPORTS COUNCILMAN NAPOLEONE: Councilman Napoleone presented the following report: Councilman Napoleone stated he is confident the residents will adjust to the new garbage schedule. Councilman Napoleone commented that it was a busy holiday weekend with Winterfest, the boat parade and holiday parade. He stated it was great to see people out at the events again. He commented regarding the upcoming events. He stated he looks forward to that and see the difference made in the lives of the families by the giving of the community. VICE MAYOR MCGOVERN: Vice Mayor McGovern presented the following report: Vice Mayor McGovern wished everyone Happy Holidays. COUNCILWOMAN SISKIND: Councilwoman Siskind presented the following report: Councilwoman Siskind stated Community Partners is having a toy drive this Thursday at 6:00 p.m. Councilwoman Siskind commented regarding the Wellington Library re-dedication. Councilwoman Siskind commended the Chamber of Commerce for the Holiday parade. She wished everyone Happy Holidays. MAYOR GERWIG: Mayor Gerwig presented the following report: Mayor Gerwig stated she asked Ms. Aldrich to prepare a letter to the Chamber of Commerce for Winterfest. Mayor Gerwig commented regarding the Kid's Cancer Foundation Breakfast with Santa event and thanked Life Church for assisting the families. Mayor Gerwig stated the boat parade and holiday parade was nice. She thanked staff and stated she is looking forward to the remaining events. Mayor Gerwig wished everyone Happy Holidays. 13.
