CALL TO ORDER Mayor Gerwig called the meeting to order at 7:00 p.m. Council Members present: Anne Gerwig, Mayor; John T. McGovern, Vice Mayor; Michael Drahos, Councilman; Michael Napoleone, Councilman and Tanya Siskind, Councilwoman. Advisors to the Council: Jim Barnes, Manager; Laurie Cohen, Attorney; Tanya Quickel, Deputy Village Manager; Ed De La Vega, Assistant Village Manager; and Chevelle D. Addie, Village Clerk. 2. PLEDGE OF ALLEGIANCE Mayor Gerwig led the Pledge of Allegiance. 3. INVOCATION Deacon Al Payne, St. Therese de Lisieux Catholic Church, delivered the invocation. 4. APPROVAL OF AGENDA Mr. Barnes indicated staff recommended approval of the Agenda as amended. 1) Remove Item 8A, Authorization to Enter into a Ground Lease for the Design, Construction, Maintenance and Operation of Wellington Community Park. A motion was made by Vice Mayor McGovern, seconded by Councilwoman Siskind, and unanimously passed (5-0), to approve the Agenda as amended. 5. PRESENTATIONS AND PROCLAMATIONS A. 22-4921 PRESENTATION TO WELLINGTON FOR AMERICAN HEART ASSOCIATION’S WORKPLACE HEALTH ACHIEVEMENT INDEX RECOGNITION Mr. Barnes introduced the item. Ms. Jessie Brooks, Development Director/American Heart Association, provided an overview of the recognition and presented the Plaque to the Village. CONSENT AGENDA Mr. Barnes stated there was a comment card on the Consent Agenda. Public Comment: 1) Chris George spoke regarding Councilwoman Siskind. Ms. Cohen spoke regarding public comments. 2) Mark Hilton gave comments regarding Mr. George and pill mills. A motion was made by Councilman Napoleone, seconded by Councilman Drahos to approve the Consent Agenda. Prior to the vote, Mayor Gerwig commented about the discussion at the Agenda Review meeting for Item 6D, Authorization to Renew a Contract with Zambelli Fireworks Manufacturing Co. for the Annual July 4th Fireworks Display. Mr. Barnes referenced the purchasing guidelines. There was Council discussion regarding the item. A motion was made by Councilman Napoleone, seconded by Councilman Drahos, and unanimously passed (5-0), to approve the Consent Agenda as amended (with the total amount of $55,000 for the fireworks). 3) Palm Beach County Commissioner McKinlay congratulated Vice Mayor McGovern and Councilwoman Siskind on being re-elected. She stated it is a pleasure to work with the Village Council. In addition, she spoke regarding a settlement offer with a pharmaceutical company and pill mills. Public Hearing A motion was made by Councilman Napoleone, seconded by Councilwoman Siskind, and unanimously passed (5-0) to open the public hearing. There being no public comments, a motion was made by Councilman Drahos, seconded by Councilwoman Siskind, and unanimously passed (5-0) to close the public hearing. REGULAR AGENDA A. 22-4935 AUTHORIZATION TO ENTER INTO A GROUND LEASE FOR THE DESIGN, CONSTRUCTION, MAINTENANCE AND OPERATION OF WELLINGTON COMMUNITY PARK This Item removed from the agenda. B. 22-4983 APPOINTMENT OF COUNCIL MEMBER TO NEGOTIATE RENEWAL OF VILLAGE ATTORNEY CONTRACT Mr. Barnes introduced the item. There was discussion by Council regarding negotiation of the contract. Councilman Napoleone volunteered to negotiate renewal of the Village Attorney's contract. It was Council consensus for Councilman Napoleone to negotiate the contract. 9. PUBLIC FORUM Mr. Barnes indicated no comment cards were received. 10. ATTORNEY'S REPORT MS. COHEN: Ms. Cohen presented the following report: Ms. Cohen congratulated Vice Mayor McGovern and Councilwoman Village of Wellington Page 6 Village Council Action Summary - Final March 22, 2022 Siskind on re-election. Ms. Cohen spoke regarding when Council would need to provide direction on the special magistrate re-appointment. She said it would need to happen right away and explained the process. Councilman Napoleone inquired about the deadline to get ballot language about the canvassing board to the Palm Beach County Supervisor of Elections (SOE) to make the August ballot. Mr. Barnes stated the first and second readings of the ordinance would need to be placed on the April Council meetings, respectively. Councilman Drahos stated how term limits for Council are defined is a concern for him. He referenced the Village Attorney's previous memorandum that was provided to Council. Councilman Drahos stated this is an opportunity to discuss this and clarify it. Ms. Cohen stated she would need direction from Council on what to bring forward. Mayor Gerwig asked Ms. Cohen redistribute the memo. There was further discussion regarding term limits and the Charter language. Ms. Cohen stated she would draft an ordinance with the proposed charter language to be discussed at the April 11, 2022 Agenda Review Meeting. 11. MANAGER'S REPORT MR. BARNES: Mr. Barnes presented the following report: The Next Regular Council Meeting will be held on Tuesday, April 12, 2022 at 7:00 p.m. 12. COUNCIL REPORTS COUNCILMAN NAPOLEONE: Councilman Napoleone presented the following report: Councilman Napoleone congratulated Vice Mayor McGovern and Councilwoman Siskind on re-election. Councilman Napoleone stated the Golf Cart ordinance will be effective Village of Wellington Page 7 Village Council Action Summary - Final March 22, 2022 on next Monday, March 28, 2022. Councilman Napoleone asked if there is a report on the accident in Royal Palm Beach this morning. Mayor Gerwig commented regarding the school zones and golf cart issue. She stated this should be addressed. Lieutenant Shavitz stated PBSO is monitoring the situation that happened in Royal Palm Beach. Councilman Napoleone stated Spring Break is over and asked everyone to be extra cautious and vigilant while driving. Councilman Napoleone reminded everyone that the Bacon and Bourbon Fest is this weekend, March 26, 2022 and March 27, 2022. COUNCILMAN DRAHOS: Councilman Drahos presented the following report: Councilman Drahos commended all of the candidates who ran for office . He congratulated Vice Mayor McGovern and Councilwoman Siskind on winning re-election. Councilman Drahos stated he was proud to support his colleagues and he is elated that the residents supported them. VICE MAYOR MCGOVERN: Vice Mayor McGovern presented the following report: Vice Mayor McGovern mentioned that the Annual Egg Hunt would be held on April 16, 2022 at 10:00 a.m. Vice Mayor McGovern asked Mr. Barnes to provide an update regarding the change to COVID-19 Testing. Mr. Barnes provided the update regarding the change in testing. Mayor Gerwig stated the Palm Beach Post had an article today. Mr. Barnes indicated the county sites closed due to the changes. Vice Mayor McGovern stated it is important to keep the residents informed regarding the testing changes and the Golf Cart ordinance. Vice Mayor McGovern stated he is humbled and proud to serve on Village of Wellington Page 8 Village Council Action Summary - Final March 22, 2022 Council and work with Council. He stated it was a pleasure to go through the election process with Councilwoman Siskind. He thanked Councilman Drahos and Councilman Napoleone for their support and thanked the Wellington residents for their overwhelming support of not just him but the entire Council. Vice Mayor McGovern commented regarding the election results. COUNCILWOMAN SISKIND: Councilwoman Siskind presented the following report: Councilwoman Siskind stated the Public Safety and Education Committees are hosting their third annual essay contest. Councilwoman Siskind mentioned that the Great American Clean Up and Earth and Arbor Day Celebration would be held on April 23, 2022. Councilwoman Siskind thanked fellow Council members for their support and help during the election. She also thanked the voters for their support. Councilwoman Siskind referenced the margin of votes for her and Vice Mayor McGovern and said she is looking forward to four more years and getting back to work. MAYOR GERWIG: Mayor Gerwig presented the following report: Mayor Gerwig stated she does not see any signs about the hierarchy of use regarding golf carts in terms of yielding to cars or pedestrians, etc . for safety. Mr. Barnes stated staff could add signs and also discussed appropriate sign placement. Mayor Gerwig referenced Councilman Drahos’s comments at the last meeting. She said she thought it was improper. Councilman Drahos commented regarding a robocall made by Mayor Gerwig. Vice Mayor McGovern spoke about Council comments. Mayor Gerwig congratulated Vice Mayor McGovern and Councilwoman Siskind on being re-elected and gave brief comments regarding the election process and campaigning. 13.
