CALL TO ORDER Mayor Gerwig called the meeting to order at 7:00 p.m. Council Members present: Anne Gerwig, Mayor; Michael Napoleone, Vice Mayor; John T. McGovern, Councilman; and Tanya Siskind, Councilwoman. Council Members absent: Michael Drahos, Councilman. Advisors to the Council: Jim Barnes, Manager; Laurie Cohen, Attorney; Tanya Quickel, Deputy Village Manager; Ed De La Vega, Assistant Village Manager; and Chevelle D. Addie, Village Clerk. 2. PLEDGE OF ALLEGIANCE Two girls from the audience led the Pledge of Allegiance. 3. INVOCATION Deacon Al Payne, St. Therese de Lisieux Catholic Church, delivered the invocation. 4. APPROVAL OF AGENDA Mr. Barnes indicated staff recommended approval of the Agenda as presented. A motion was made by Councilman McGovern, seconded by Vice Mayor Napoleone, and unanimously passed (4-0), to approve the Agenda as presented. 5. PRESENTATIONS AND PROCLAMATIONS A. 23-6073 FISCAL YEAR 2024 KEELY SPINELLI GRANT AWARDS Mr. Barnes introduced this item. Paulette Edwards, Community Services Director, spoke briefly regarding the Keely Spinelli grant awards that had been utilized by the schools. Michael Burke, Palm Beach County Schools Superintendent, acknowledged and thanked the principals and the Village for their partnership. Marcia Andrews, Palm Beach County School Board Member/District 6, Village of Wellington Page 1 Village Council Action Summary - Final September 20, 2023 thanked the Council, Village and staff on behalf of the entire School Board. She stated she sees the Keely Spinelli Grant working every day in all of the Wellington schools. Ms. Andrews thanked Council for their support of education. Ms. Edwards indicated that each school is receiving $37,000. She recognized the Education Committee members who were present. Valerie Zuloaga-Haines, Regional Superintendent, spoke regarding the grant. At this point, Ms. Edwards asked the principals of the Wellington schools to come forward. Council provided comments regarding the Keely Spinelli grants and commended the principals for how they utilize the grants. They also recognized and thanked the Education Committee. B. 23-6083 A PROCLAMATION OF WELLINGTON, FLORIDA’S COUNCIL RECOGNIZING THE WELLINGTON WIZARDS RUGBY U12 TEAM ON WINNING THE STATE CHAMPIONSHIP Mr. Barnes introduced this item. Daryl Boyd, Assistant Parks & Recreation Director, gave comments regarding the program. Ms. Addie read the proclamation. Coach Andrew Mack spoke on behalf of the team and thanked Mr. Barnes and Mr. Hagopian for their support. He introduced two coaches to speak about the team’s season. Council congratulated the players and coaches of the Wellington Wizards Rugby U12 team for winning the state championship. They also commended and thanked the players, coaches and parents for their commitment to the program. 6. CONSENT AGENDA Mr. Barnes stated there were no comment cards on the Consent Agenda. Mr. Barnes indicated staff recommended approval of the Consent Agenda as presented. Mr. Barnes introduced the item. Ms. Addie read the Resolutions by title. Ms. Quickel presented the item. The Village Council provided comments regarding the millage and budget. The Village Council commended Ms. Quickel and team on the budget. Public Hearing A motion was made by Councilman Napoleone, seconded by Councilman McGovern, and unanimously passed (4-0), to open the Public Hearing. There being no public comments, a motion was made by Councilman Napoleone, seconded by Councilwoman Siskind, and unanimously passed (4-0), to close the Public Hearing. Ms. Quickel read the mandatory budget language into the record. A motion was made by Councilman Napoleone, seconded by Councilwoman Siskind, and unanimously passed (4-0), to approve Resolution No. R2023-58 (Millage Rate) adopting the tax levy and millage rate for the Village of Wellington for the fiscal year commencing October 1, 2023 at 2.47 mills. A motion was made by Councilman Napoleone, seconded by Councilwoman Siskind, and unanimously passed (4-0), to approve Resolution No. R2023-59 (Wellington Budget) adopting the budget for the Village of Wellington for FY 2023/2024. 8. PUBLIC FORUM Mr. Barnes indicated there were no comment cards received. 10. ATTORNEY'S REPORT MS. BAUSCH: Ms. Bausch presented the following report: Ms. Bausch stated she had nothing to report. 11. MANAGER'S REPORT MR. BARNES: Mr. Barnes presented the following report: The next Council Meetings will be held on Tuesday, October 10, 2023 at 6:00 p.m., Wednesday, October 11, 2023 at 6:00 p.m. and October 12, 2023 at 6:00 p.m. The Agenda Review Meeting for October 5, 2023 has been cancelled. Macy’s in Wellington has selected the Students Working to Achieve Greatness (S.W.A.G.) program and the Crowned Pearls to serve as the beneficiary for their Charities Roundup Campaign Program. Mr. Barnes stated Wellington has been awarded $747,500 as part of the 2023 U.S. Department of Agriculture Forest Service Urban and Community Forestry Grant Program. The grant funds will be used to restore the urban forest on the 45-acre Moncada property that is being incorporated into the Marjory Stoneman Douglas Everglades Habitat at the Wellington Environmental Preserve. He reminded everyone that the Wellington Environmental Preserve at the Marjory Stoneman Douglas Everglades Habitat has been selected as a finalist for the American Planning Association (APA) Florida 10th Annual Great Places in Florida Award. Mr. Barnes encouraged everyone to vote. The Village of Wellington offices are closed on Monday, October 9, 2023 for Indigenous Peoples’ Day. Councilman McGovern asked to meet with Mr. Barnes regarding the holiday schedule. 12. COUNCIL REPORTS VICE MAYOR NAPOLEONE: Vice Mayor Napoleone presented the Village of Wellington Page 6 Village Council Action Summary - Final September 20, 2023 following report: Vice Mayor Napoleone commended Ms. Quickel and her team regarding the USDA grant for Section 24 as well as for finding monies to do great things for Wellington. Ms. Quickel provided an overview of the grants received and mentioned the future groundbreaking. COUNCILWOMAN SISKIND: Councilwoman Siskind presented the following report: Councilwoman Siskind referenced the Second Annual Western Ride for awareness of domestic violence. Mr. Barnes indicated that Mr. Levin cancelled the event for this year. COUNCILMAN MCGOVERN: Councilman McGovern presented the following report: Councilman McGovern stated the Lakeside Market opens on Friday night, September 22, 2023. MAYOR GERWIG: Mayor Gerwig presented the following report: Mayor Gerwig appointed Carlos Poveda to the Construction Board of Adjustments & Appeals. Mayor Gerwig inquired about the micro-transit presentation. Mr. Barnes briefly discussed micro-transit options. Mayor Gerwig thanked St. David’s and the Pines for their invite for her to speak to the kindergarten and first grade students. 13.
