PLEDGE OF ALLEGIANCE Mayor Napoleone led the Pledge of Allegiance. 3. INVOCATION Father Steven Thomas, Retired Rector of St. David’s in the Pines Episcopal Church, delivered the invocation. 4. APPROVAL OF AGENDA Mr. Barnes indicated staff recommended approval of the Agenda as presented. 1. Reorder Presentations and Proclamations as follows: Item 5C, Recognition of Mary Oser, Wellington High School Band Teacher, on her Retirement, to become Presentation Item 5A. Former Item 5A will become Item 5B and former Item 5B will become Item 5C, respectively. A motion was made by Councilwoman Antuña, seconded by Councilwoman Siskind, and unanimously passed (5-0), to approve the Agenda as amended. 5. PRESENTATIONS AND PROCLAMATIONS A. 24-6550 RECOGNITION OF MARY OSER, WELLINGTON HIGH SCHOOL BAND TEACHER, ON HER RETIREMENT This Item formerly Item 5C. Mr. Barnes introduced the item. Ian Williams presented this item. Village of Wellington Page 1 Village Council Action Summary - Final June 11, 2024 Members of the Wellington Community High School (WCHS) Band performed. Mr. Williams thanked Ms. Oser for her 33 years of service to WCHS. The Village Council provided comments and congratulated Ms. Oser on her retirement. Council presented her with a Special Recognition Certificate. Dr. Marcia Andrews, Palm Beach County School Board District 6, also provided comments and congratulated Ms. Oser. Ms. Oser acknowledged the WCHS band and thanked the Village Council for their support. B. 24-6546 RECOGNITION OF JANELL LEATHERMAN FROM EMERALD COVE MIDDLE SCHOOL FOR WINNING THE 2024 DWYER AWARD FOR STUDENT ADVANCEMENT AND CAREER EDUCATION This Item formerly Item 5A. Mr. Barnes introduced the item. Ian Williams presented this item. Dr. Eugina Smith Feaman, Principal/Emerald Cove Middle School, provided background information regarding Janell Leatherman who is the 2024 Dwyer Award Winner for Student Support & Advancement. The Village Council provided comments, thanked Ms. Leatherman for her 31 years of service and congratulated her on winning the award. In addition, Council presented her with a Special Recognition Certificate. Ms. Leatherman thanked the Village Council for their support. C. 24-6547 RECOGNITION OF THE 2024 WELLINGTON HIGH SCHOOL PATHFINDER AWARD WINNERS, EMILIA MCGOVERN AND JOHNATHON BUCKNOR This Item formerly Item 5B. Mr. Barnes introduced the item. Ian Williams presented this item and stated both students attend Wellington Community High School and are Pathfinder Award winners. He provided background information on both students. Village of Wellington Page 2 Village Council Action Summary - Final June 11, 2024 The Village Council gave comments, congratulated both Johnathon Bucknor and Emilia McGovern and wished them the best of luck in their future endeavors. Council presented them with Special Recognition Certificates. Dr. Andrews stated it was great to attend the meeting tonight with all of the recipients and their individual recognitions. She acknowledged the Village of Wellington’s partnership with the schools and thanked the teachers, principals, students, community and parents. 6. CONSENT AGENDA Mr. Barnes stated there were no comment cards on the Consent Agenda. Mr. Barnes indicated staff recommended approval of the Consent Agenda as amended. There being no public comments, a motion was made by Councilwoman Siskind, seconded by Vice Mayor McGovern, and unanimously passed (5-0) to close the public hearing. There was discussion between the Village Council and staff regarding how the hedge and fence setbacks and ordinance changes would apply to properties, educating residents regarding the changes and the Nonconforming Hedge Material Waiver Application. A motion was made by Councilwoman Siskind, seconded by Councilwoman Antuña, and unanimously passed (5-0) to approve Ordinance No. 2024-02 (Zoning Text Amendment to Section 6.4.1.A.5. of Wellington’s Land Development Regulations Fences, Walls, and Hedges) as presented on first reading. Mr. Barnes and Ms. Bausch responded to Council’s questions regarding the advertisements, link to the county website, registry, email notifications, annual cost and advertising costs. Public Hearing A motion was made by Councilwoman Siskind, seconded by Vice Mayor McGovern, and unanimously passed (5-0) to open the public hearing. Public Comment: 1. Chris George expressed his concerns for how the homeless would receive notices and the cost for electronic publication. There being no further public comments, a motion was made by Vice Mayor McGovern, seconded by Councilwoman Siskind, and unanimously passed (5-0) to close the public hearing. A motion was made by Councilwoman Siskind, seconded by Councilwoman Antuña, and unanimously passed (5-0) to approve Ordinance No. 2024-07 (Amending the Code of Ordinances to Provide For Electronic Publication of Required Notices and Advertisements) as presented on first reading. 8. REGULAR AGENDA There were no Regular Agenda Items. 9. PUBLIC FORUM Mr. Barnes indicated there were comment cards submitted for Public Forum. Chris George spoke regarding Councilwoman Siskind and code violations. 3. Brad Johnson spoke regarding communications, trust and recognition regarding committees. 4. Josef Schneider spoke regarding maligning attacks on people. 5. Candace Rojas spoke regarding elections, vulnerabilities and violations. 6. Mikki Isackson spoke regarding elections. 10. ATTORNEY'S REPORT MS. BAUSCH: Ms. Bausch presented the following report: Ms. Bausch stated she had no report. Vice Mayor McGovern inquired about the latest appeal and if that brings the matter to conclusion. Ms. Bausch responded regarding the appeal and the cash bond. 11. MANAGER'S REPORT MR. BARNES: Mr. Barnes presented the following report: The Next Regular Council Meeting will be held on Tuesday, June 25, 2024 at 7:00 pm. Village Offices will be closed on Wednesday, June 19, 2024 in observance of the Juneteenth Holiday. Mr. Barnes informed that Restoration Bridge International will conduct a food distribution in conjunction with the Palm Beach County Sheriff’s Office (PBSO) tomorrow between 10:00 am to 12 noon at First Baptist Church located on Forest Hill Boulevard. 12. COUNCIL REPORTS COUNCILWOMAN SILVESTRI: Councilwoman Silvestri presented the following report: Councilwoman Silvestri waived comment. Village of Wellington Page 7 Village Council Action Summary - Final June 11, 2024 COUNCILWOMAN SISKIND: Councilwoman Siskind presented the following report: Councilwoman Siskind stated she, Councilwoman Antuña and Mayor Napoleone attended the Safety Council of Palm Beach County, Inc. Annual Traffic Safety Awards Luncheon. She stated the Mayor and Village Council won an award, and congratulated all of the law enforcement officers who were recognized for their dedication in keeping communities safe. Mayor Napoleone stated Nicole Coates, Director of Emergency Management and Public Safety, received special recognition along with PBSO District 8. COUNCILWOMAN ANTUÑA: Councilwoman Antuña presented the following report: Councilwoman Antuña stated she and Mr. Barnes have discussed bringing in small businesses here in Wellington for a roundtable to identify their needs and assist them. VICE MAYOR MCGOVERN: Vice Mayor McGovern presented the following report: Vice Mayor McGovern asked when is the next Village Council meeting and what is the purpose of the meeting. Mr. Barnes reiterated the next meeting will be held on June 25, 2024 regarding the Islepoint Project; and the master plan and second reading of the land use for Canter Project. Vice Mayor McGovern commented regarding Juneteenth and the Sickle Cell event being held on this Saturday at the amphitheater. Vice Mayor McGovern said the Mayor and he attended the reception for Vicky Chorus, Executive Director of the South Florida Fair, who is retiring after serving for 35 years. Vice Mayor McGovern stated he hopes everyone continues to have a great summer.
