CALL TO ORDER Mayor Napoleone called the meeting to order at 7:00 p.m. Council Members present: Michael J. Napoleone, Mayor; John T. PLEDGE OF ALLEGIANCE Mayor Napoleone led the Pledge of Allegiance. 3. INVOCATION Deacon Al Payne, St. Therese de Lisieux Catholic Church, delivered the invocation. 4. APPROVAL OF AGENDA Mr. Barnes indicated staff recommended approval of the Agenda as presented. A motion was made by Councilwoman Siskind, seconded by Vice Mayor McGovern, and unanimously passed (5-0), to approve the Agenda as presented. 5. PRESENTATIONS AND PROCLAMATIONS A. 24-6537 PRESENTATION OF THE 2024 WELLINGTON TOP COP AND TOP FIREFIGHTER AWARDS Mr. Barnes introduced this item. Nicole Coates, Director of Emergency Management, stated each year the Village Council, through the Public Safety Committee, recognizes the Top Cop and Top Firefighter. She recognized the Public Safety Committee members in attendance: Chair Michael Weil, Vice Chair Ron Herman, Chief Michael Arena, Sergeant Robert Chenoweth, Helena Munoz, Matthew Aldrich and Matthew Ladd. Village of Wellington Page 1 Village Council Action Summary - Final September 3, 2024 Battalion 2 District Chief Amanda Vomero, Palm Beach County Fire Rescue (PBCFR) and Palm Beach County Sheriff’s Office (PBSO) Captain Nichole Addazio attended the meeting to make the presentations. District Chief Vomero acknowledged Fire Chief Patrick Kennedy and his executive staff and District 2 members who came out to support Captain Jessica Banks. Chief Vomero provided background information regarding Captain Jessica Banks and stated she is the 2024 Top Firefighter. Captain Jessica Banks thanked Council for the recognition and recognized her team at PBCFR. Council commended and congratulated PBCFR Captain Banks on winning the award and for excellence in the performance of her duties . Council stated they are glad to have Captain Banks in Wellington. Captain Addazio provided background information regarding Agent Terrence McDonald and stated he is the 2024 Top Cop. Agent Terrence McDonald thanked Captain Addazio, Lieutenant Humphrey, his teammates and sergeants. Agent McDonald also acknowledged and thanked his wife and family and thanked the Village Council. The Village Council commended and congratulated PBSO Agent McDonald on winning the award. Council stated they are glad to have Agent McDonald in Wellington. B. 24-6627 RECOGNITION OF HOPE ARELLENO AND NICOLAS "NICO" ESCOBAR FOR THEIR REPRESENTATION AT THE 2024 PARIS GAMES POLO CHALLENGE AS PART OF TEAM USA Mr. Barnes introduced the item. Ms. Nicole Coates presented the item and showed Council a highlight video. She introduced Carlos Arellano who provided background information regarding Hope Arellano and Nicolas “Nico” Escobar. Nico Escobar and Hope Arellano thanked Council for the recognition and both provided brief comments. Council commended and congratulated Hope Arellano and Nicolas Escobar. PUBLIC HEARINGS A. 24-6520 FIRST PUBLIC HEARING FOR PROPOSED FISCAL YEAR 2024-2025 MILLAGE RATE, BUDGET AND ADOPTION OF THE FISCAL YEAR 2024-2025 CAPITAL IMPROVEMENT PLAN Ms. Quickel introduced and presented this item. Ms. Quickel indicated this is the first Public Hearing on the tentative millage and budget adoption for the Fiscal Year (FY) 2025 budget. She said Wellington’s budget process focuses on the Five Fundamentals: Neighborhood Renaissance, Economic Development, Protecting Our Investment, Responsive Government, and Respecting the Environment . She stated staff then developed the budget using insights and information from the 2024 Directions Workshop with the Village Council. Ms. Quickel informed Council that staff focused on safety and security, capital improvements, financial and strategic planning, economic outreach, quality of life, community investment, and inclusionary government. Village of Wellington Page 4 Village Council Action Summary - Final September 3, 2024 Ms. Quickel stated the FY 2025 Proposed Budget is $148 million, which is $10.3 million more than the current year budget of $137.7 million. She said this $10.3 million increase is primarily due to two major utility capital projects. She stated the proposed FY 2025 millage rate is 2.47 mills which has not changed from the current fiscal year. Ms. Quickel highlighted the proposed rates and assessments. She discussed the budget influences - revenues. She stated there is a range of tax impacts on various assessed values for both homesteaded and non-homesteaded properties. She referenced TRIM values and sample properties. Ms. Quickel discussed the change in Wellington values for actual properties from FY 2023 to FY 2024. She explained that 18% of the total tax bill goes to Wellington. Ms. Quickel discussed the General Fund and the FY 2025 Revenue Budget and Expenditures - All Funds. In addition, she provided the FY 2025 tentative budget adoption highlights. Ms. Quickel spoke about the expenditure budget influences and the FY 2024-2025 Budget Objectives. Ms. Quickel referenced the Budget Calendar and stated the second Public Hearing and final adoption will be held at the September 19, 2024 Council Meeting. She explained the advertising schedule. Ms. Quickel acknowledged the departments, Ms. Wadleigh and Ms. Cabret for their work on the budget. Public Hearing A motion was made by Vice Mayor McGovern, seconded by Councilwoman Siskind, and unanimously passed (5-0), to open the Public Hearing. There being no public comments, a motion was made by Councilwoman Siskind, seconded by Vice Mayor McGovern, and unanimously passed (5-0), to close the Public Hearing. The Village Council made inquiries and provided comments regarding the millage, budget, services, reserves and funds. The Village Council commended Ms. Quickel and her team on the budget. Ms. Quickel responded to Council’s questions. A motion was made by Vice Mayor McGovern, seconded by Councilwoman Antuña, and unanimously passed (5-0) to approve the proposed FY 2025 millage rate, budget and adoption of the Fiscal Year 2024/2025 Capital Improvement Plan on first public hearing. B. 24-6666 ORDINANCE NO. 2024-08 (PUBLIC NOTICE REQUIREMENTS ZONING TEXT AMENDMENT) AN ORDINANCE OF WELLINGTON, FLORIDA’S COUNCIL, AMENDING WELLINGTON’S LAND DEVELOPMENT REGULATIONS, MORE SPECIFICALLY, A ZONING TEXT AMENDMENT TO MODIFY SECTION 5.2.3 AND 5.2.4 RELATED TO PUBLIC NOTICE REQUIREMENTS, AS MORE SPECIFICALLY CONTAINED HEREIN TO PROVIDE FOR ELECTRONIC PUBLICATIONS OF REQUIRED NOTICES AND ADVERTISEMENTS ON A PUBLICLY ACCESSIBLE WEBSITE, IN ACCORDANCE WITH WELLINGTON’S CODE OF ORDINANCES AND WITH SECTION 50.0311, FLORIDA STATUTES; ESTABLISHING ANNUAL NOTIFICATION AND REGISTRY REQUIREMENTS FOR RECEIVING NOTICES BY MAIL OR EMAIL; PROVIDING A CONFLICTS CLAUSE; PROVIDING A SEVERABILITY CLAUSE; AND PROVIDING AN EFFECTIVE DATE. Mr. Barnes introduced this item. Ms. Hall read the Ordinance by title. Cory Cramer stated this is the second reading of the Ordinance and spoke regarding the statutory requirements that allows the Village to use the county website for electronic publication of notices and advertisements. She spoke regarding the cost benefits and stated some references and other provisions of the Land Development Regulations needed to be changed. Mayor Napoleone asked if there have been any changes since first reading. Ms. Cramer stated there have been no changes. Public Hearing A motion was made by Councilwoman Siskind, seconded by Vice Mayor McGovern, and unanimously passed (5-0) to open the public hearing. There being no public comments, a motion was made by Councilwoman Siskind, seconded by Councilwoman Silvestri, and unanimously passed (5-0) to close the public hearing. C. 24-6670 ORDINANCE NO. 2024-09 (ENTRADA ACRES COMPREHENSIVE PLAN AMENDMENT – RESIDENTIAL) AN ORDINANCE OF WELLINGTON, FLORIDA’S COUNCIL AMENDING THE FUTURE LAND USE MAP (FLUM) OF WELLINGTON’S COMPREHENSIVE PLAN (PETITION NUMBER 2024-0002-CPA) BY AMENDING THE FLUM DESIGNATION FOR A PORTION OF CERTAIN PROPERTIES KNOWN AS ENTRADA ACRES FROM PALM BEACH COUNTY RURAL RESIDENTIAL – 5 (PBC RR-5) TO WELLINGTON RESIDENTIAL E (5.01 – 8.0 DU/AC), TOTALING 125.77 ACRES, MORE OR LESS, LOCATED APPROXIMATELY 650 FEET NORTH OF SOUTHERN BOULEVARD (S.R. 80) AND 390 FEET EAST OF SEMINOLE PRATT WHITNEY ROAD, AS MORE SPECIFICALLY DESCRIBED HEREIN; PROVIDING A CONFLICTS CLAUSE; PROVIDING A SEVERABILITY CLAUSE AND PROVIDING AN EFFECTIVE DATE. Mr. Barnes recommended that there be one concurrent staff presentation since the items (Ordinance No. 2024-09, Ordinance No. 2024-10, Ordinance No. 2024-11 and Ordinance No. 2024-12) are related; with a separate motion for each item. Ms. Hall read Ordinance No. 2024-09, Ordinance No. 2024-11, Ordinance No. 2024-10 and Ordinance No. 2024-12 by title. Ms. Cohen stated two of the Items are Quasi-Judicial and swore in the individuals who wished to speak on the item. The Village Council disclosed their Ex-Parte Communications and stated they could be fair and impartial. Robert Basehart, Director of Sustainability and Regulatory Affairs, presented the item. A motion was made by Councilwoman Siskind, seconded by Councilwoman Silvestri, and unanimously passed (5-0) to open the public hearing. Vice Mayor McGovern asked a procedural question regarding the comments cards. Andreas Reynolds stated they have supported the annexation and all of the items for Entrada Acres and the Sluggett properties. 2. Geoff Sluggett discussed the history of his family’s property and the desire to become a part of the Village. 3. Alexandria Larsen stated she was not notified regarding this and referenced the entrance from the Sluggett Property onto Southern Boulevard. She commented regarding build out. Vice Mayor McGovern read the cards into record of those who supported (Ronald Frame, Jr., Kathy Warner, Garrett Warner, Warren Prescott, Daisy Corrales, Alice Cherian, Anne Harrison, Jenifer Salkey and Martin Salkey) but did not wish to speak. There being no further public comments, a motion was made by Councilwoman Siskind, seconded by Councilwoman Silvestri, and unanimously passed (5-0) to close the public hearing. The Village Council made inquiries and spoke regarding Medium Density, buffering, number of homes, and the utilization of Wellington ’s services and them being zoned for Wellington Schools (Binks, Wellington Landings and Wellington High School), PZAB, and the referendum. Mr. Basehart and Ms. Cramer discussed Residential D and E and the number of homes. Mr. Barnes spoke regarding single family zoning and master plan approval. A motion was made by Councilwoman Siskind, seconded by Vice Mayor McGovern, and unanimously passed (5-0) to approve Ordinance No. 2024-09 (Entrada Acres Comprehensive Plan Amendment - Residential) as presented on first reading. She stated this amendment allows them to update the map, and there is a minor text amendment and clarification on the type of camouflage concealant. Public Hearing A motion was made by Vice Mayor McGovern, seconded by Councilwoman Siskind, and unanimously passed (5-0) to open the public hearing. Public Comment: 1. LuzMarina Uribe spoke regarding the previous Entrada Items. Ms. Cohen suggested that Council make a motion to include her comments into the public record. Ms. Cramer stated that she had spoken with Ms. Uribe regarding the annexations. A motion was made by Councilwoman Siskind, seconded by Councilwoman Silvestri, and unanimously passed (5-0) to adopt Ms. Uribe’s comments as part of the record for the prior item (Public Hearing Items C-F) and include it in the public hearing portion. Sandra Gay spoke regarding code enforcement in her residential area. There was discussion on this topic between the Village Council, Mr. Barnes and Ms. Cohen. 6. BARNES: Mr. Barnes presented the following report: The Next Council Meeting will be held on September 19, 2024. Mr. Barnes commented regarding a countywide transportation plan. Mr. Barnes provided an update on the license plate readers (LPR). Mayor Napoleone asked about an update regarding South Shore Park. Mr. Barnes provided an update on South Shore Park. Mayor Napoleone asked that the plans be placed on the website. Councilwoman Silvestri asked if there was an update regarding the funds. Mr. Barnes replied that there was not an update since the Agenda Review meeting. 12. COUNCIL REPORTS COUNCILWOMAN ANTUÑA: Councilwoman Antuña presented the following report: Councilwoman Antuña thanked everyone for attending tonight and commented regarding the website. Councilwoman Antuña thanked PBSO and Fire Rescue for all they do to keep Wellington safe. VICE MAYOR MCGOVERN: Vice Mayor McGovern presented the following report: Vice Mayor McGovern stated he is available and accessible to the residents. He said that Fire-Rescue, PBSO, Ms. Cohen Mr. Barnes and the staff are professionals and trying to solve this problem together. Vice Mayor McGovern said the Groundbreaking for sports complex is this Saturday at 12 noon. Vice Mayor McGovern stated the September 11, 2024 Memorial Ceremony is at 6:00 pm on September 11, 2024.
