This workshop will be Iive streamed, recorded and posted to the Village website for viewing. Village Council Workshop Action Summary - Final August 29, 2024 1. CALL TO ORDER Mayor Napoleone called the meeting to order at 4:05 p.m. Council Members in Attendance: Mayor Michael J. Napoleone, Vice Mayor John T. McGovern, Councilwoman Tanya Siskind (via Zoom ), Councilwoman Maria Antuña, and Councilwoman Amanda Silvestri. 2. PLEDGE OF ALLEGIANCE Mayor Napoleone led the Pledge of Allegiance. 3. REVIEW OF COUNCIL AGENDA Mr. Barnes said that Councilwoman Siskind is present via Zoom, in order for her to participate beyond just listening we have to have a vote of the Council. Ms. Cohen said that we need a quorum present which we have and a unanimous vote of the members present. A motion was made by Councilwoman Antuña, seconded by Councilwoman Silvestri and unanimously passed (3-0), to allow Councilwoman Siskind to participate via Zoom. Ms. Cohen said that because this is a workshop and no action is being taken, Councilwoman Siskind could appear. She said if this were an actual meeting that had quasi-judicial matters in it, she could participate in the non quasi-judicial matters but not the quasi-judicial. Mayor Napoleone thanked Ms. Cohen for the clarification. Mr. Barnes introduced the agenda for the September 3, 2024 Regular Council Meeting for review. A. 24-6537 PRESENTATION OF THE 2024 WELLINGTON TOP COP AND TOP FIREFIGHTER AWARDS Mr. Barnes introduced the item. He stated that this was the Presentation of the 2024 Wellington Top Cop and Top Firefighter Awards. He said that Ms. Coates will present the awards on Tuesday and the entire teams supporting our Top Cop and Top Firefighter will be present. B. 24-6627 RECOGNITION OF HOPE ARELLENO AND NICOLAS "NICO" ESCOBAR FOR THEIR REPRESENTATION AT THE 2024 PARIS GAMES POLO CHALLENGE AS PART OF TEAM USA Village of Wellington Page 1 Village Council Workshop Action Summary - Final August 29, 2024 Mr. Barnes introduced the item. He stated that this was the Recognition of Hope Arellano and Nicolas "Nico" Escobar for Their Representation at the 2024 Pars Games Polo Challenge as Part of The Team USA. He noted that Hope Arellano will be joining via Zoom and presenting to the Council. He said that there are future plans at future meetings to recognize additional equestrians that participated in the Olympics. C. 24-6636 AUTHORIZATION TO UTILIZE VARIOUS CONTRACTS FOR THE INSTALLATION OF A TRAFFIC SIGNAL AT ISLE VIEW DRIVE AND LAKE WORTH ROAD Mr. Barnes introduced the item. He stated that this was the Authorization to Utilize Various Contracts for the Installation of A Traffic Signal At Isle View Drive and Lake Worth Road. Mr. De La Vega explained the item. He mentioned the letter received from the Palm Beach County School District back in April 2024 stating their commitment to share the cost of a signalized intersection over at Polo Park on Isle View Drive and Lake Worth Road on a fifty percent basis. He noted that this was discussed at the April 19, 2024 Visioning Session. He said that the Council awarded a contract to Simmons and White for the design portion in the amount of $99,720. He said that the total cost of the project would be $553,049.70 in which the Village would be responsible for $276,524.85 as would the School District be responsible for $276,524.85. Mayor Napoleone asked if the total is $453,329.70. Mr. De Le Vega said that $453,329.70 is the amount for construction, the $99,720 is the amount previously approved for the design. Councilwoman Silvestri mentioned the discussion regarding the Pulte Project. She inquired if they agreed to pay $50,000 toward the light. Mr. Stillings and Mr. Barnes answered a question from Councilwoman Silvestri. Mayor Napoleone commented about the funding going towards this. Mr. De La Vega said that the Village would be getting reimbursed. Councilwoman Antuña asked if any of the amounts changed since the conversation started. Mr. De La Vega answered a question from Councilwoman Antuña. D. 24-6591 RESOLUTION NO. R2024-30 (PALM BEACH COUNTY SHERIFF’S Village of Wellington Page 2 Village Council Workshop Action Summary - Final August 29, 2024 OFFICE VILLAGE OF WELLINGTON LAW ENFORCEMENT SERVICES PLAN (LESP) FOR FY25) A RESOLUTION OF WELLINGTON, FLORIDA’S COUNCIL APPROVING THE LAW ENFORCEMENT SERVICES PLAN (LESP) FOR FISCAL YEAR 2024-2025; AND PROVIDING AN EFFECTIVE DATE. Mr. Barnes introduced the item. He stated that this was the Resolution No. R2024-30 (Palm Beach County Sheriff's Office Village of Wellington Law Enforcement Services Plan (LESP) for FY25). He mentioned that there is a companion item, Resolution No. R2024-29 (Palm Beach County Sheriff's Office District 8 Wellington FY2025 Budget and Contract). He noted that Captain Addazio and her team presented the Budget a couple of meetings ago regarding the plans for service going forward. He noted the proposed four percent increase since last year's contract. Captain Addazio provided a brief update on the major goals and objectives for the year. Vice Mayor McGovern asked what the percentage increase had been for the last several years. Ms. Quickel answered a question from Vice Mayor McGovern. Vice Mayor McGovern commented on the four percent. Ms. Quickel and Mr. Barnes responded to Vice Mayor McGovern's comment. There was discussion regarding the increase in the contract. Vice Mayor McGovern requested to be provided the actual percents for the past five-years. Mr. Barnes answered a question from Vice Mayor McGovern. Mayor Napoleone asked to have what came along with the increases included with the request. Mr. Barnes and Ms. Quickel answered a question from Mayor Napoleone. Vice Mayor McGovern commented that he is in support of PBSO, he just wants to know from a fiscal budgetary responsibility question what the trend is. R2024-29 (PALM BEACH COUNTY SHERIFF’S OFFICE DISTRICT 8 WELLINGTON FY2025 BUDGET AND CONTRACT) A RESOLUTION OF WELLINGTON, FLORIDA’S COUNCIL APPROVING AND AUTHORIZING THE MAYOR AND CLERK TO EXECUTE THE LAW ENFORCEMENT SERVICES AGREEMENT WITH THE PALM BEACH COUNTY SHERIFF’S OFFICE FOR LAW ENFORCEMENT SERVICES FOR FY 2025; AND PROVIDING AN EFFECTIVE DATE. This item was discussed with the previous item. F. 24-6647 RESOLUTION NO. R2024-34 (REGULAR COUNCIL MEETING SCHEDULE) A RESOLUTION OF WELLINGTON, FLORIDA'S COUNCIL ADOPTING A SCHEDULE FOR REGULAR COUNCIL MEETINGS FOR 2024/2025; AND PROVIDING AN EFFECTIVE DATE. Mr. Barnes introduced the item. He stated that this was the Resolution No. R2024-34 (Regular Council Meeting Schedule). He noted that the Village had transitioned to one meeting per month for the last two years. He said that the second meeting is just a reserve second Council meeting when necessary for development related projects. Mayor Napoleone asked if one meeting a month should be scheduled versus having to schedule and then cancel a second meeting. Mr. Barnes answered a question from Mayor Napoleone. Vice Mayor McGovern commented about planning for one meeting a month. There was discussion regarding the meeting schedule. G. 24-6648 RESOLUTION NO. R2024-35 (ANNUAL LISTING OF PROCLAMATIONS) A RESOLUTION OF WELLINGTON, FLORIDA'S COUNCIL AUTHORIZING THE MAYOR TO EXECUTE CERTAIN PROCLAMATIONS FOR FISCAL YEAR 2024/2025; AND PROVIDING AN EFFECTIVE DATE. Mr. Barnes introduced the item. He stated that this was the Resolution No. R2024-35 (Annual Listing of Proclamations). He discussed the proclamation process. He said that in some cases where it is beneficial for both the Council and community there would be Village of Wellington Page 4 Village Council Workshop Action Summary - Final August 29, 2024 proclamations recognized at the Council meetings. Mayor Napoleone commented on the three new proclamations added to the list. Mr. Barnes responded to Mayor Napoleone's comment. H. 24-6664 RESOLUTION NO. R2024-38 (WELLINGTON GREEN MASTER PLAN DESIGN STANDARDS) A RESOLUTION OF WELLINGTON, FLORIDA’S COUNCIL APPROVING AND ADOPTING THE WELLINGTON GREEN MASTER PLAN DESIGN GUIDELINES TO SERVE AS A GUIDE FOR FUTURE REDEVELOPMENT OF THE WELLINGTON GREEN MALL; AND PROVIDING AN EFFECTIVE DATE. Mr. Barnes introduced the item. He said that this was Resolution No. R2024-38 (Wellington Green Master Plan Design Standards). Dana Little, Urban Design Director of the Treasure Coast Regional Planning Council (TCRPC) noted that this was presented at the Directions Workshop in April 2024. He presented the PowerPoint Presentation Village of Wellington - Wellington Green Master Plan Design Standards. He discussed the Introduction to the Design Standards, Project Standards Manual, Background, Design Standards, Implementation and In Progress. Vice Mayor McGovern commented on the next steps in the long time process that would be put in place. Mr. Stillings responded to Vice Mayor McGovern's comment. There were comments and discussion regarding the mall and uses. Mr. Little said that this is done to scale, in the sense that the numbers are realistic and it can achieve certain densities or intensities in a relatively low to medium scale type of building fabric. Councilwoman Antuña commented on this being a suggestion and guideline to share with an interested party. Mr. Little responded to Councilwoman Antuña's comment. Vice Mayor McGovern commented on the Village being forward looking. Mr. Stillings and Mr. Little responded to Vice Mayor McGovern's comment. Village of Wellington Page 5 Village Council Workshop Action Summary - Final August 29, 2024 Mr. Barnes noted the market study incorporated in the plan as well as the two updates. He said that the team recommended that we re-evaluate the plan based on the changing market after the pandemic. Councilwoman Siskind asked if the Spinoso Group is in agreement with this plan. She asked if the other mall owners had seen any of this or had any input. Mr. Stillings answered questions from Councilwoman Siskind. Vice Mayor McGovern commented about the other owners. Mr. Little responded to Vice Mayor McGovern's comment. There were comments by Council regarding the mall. I. 24-6520 FIRST PUBLIC HEARING FOR PROPOSED FISCAL YEAR 2024-2025 MILLAGE RATE, BUDGET AND ADOPTION OF THE FISCAL YEAR 2024-2025 CAPITAL IMPROVEMENT PLAN Mr. Barnes introduced the item. He stated that this was the First Public Hearing for Proposed Fiscal Year 2024-2025 Millage Rate, Budget and Adoption of The Fiscal Year 2024-2025 Capital Improvement Plan. He said Ms. Quickel will conduct the presentation on Tuesday. Mayor Napoleone commented on the meeting dates. Ms. Quickel responded to Mayor Napoleone's comment. He said that the zoning will be heard as well for both the Sluggett Property on the west side of Seminole Pratt and Entrada on the east side of Seminole Pratt. He said that there would be presentations on Tuesday. Mr. Barnes indicated that the Comprehensive Plan is legislative and the Zoning is quasi-judicial. Ms. Cohen said that the hearings would be combined. Mayor Napoleone commented on the Comprehensive Plan and Zoning. Mr. Barnes responded to Mayor Napoleone's comment. Vice Mayor McGovern asked which one is Quasi-Judicial. Mr. Barnes and Ms. Cohen answered a question from Vice Mayor McGovern. Councilwoman Silvestri said that she would like to hear some of the presentation today. Village of Wellington Page 7 Village Council Workshop Action Summary - Final August 29, 2024 Mr. Basehart presented the PowerPoint Presentation Southern Blvd-Seminole Pratt Whitney Rezoning and Comprehensive Plan Amendment. He noted the final approval of the annexation on February 13, 2024 and the March referendum where the electors voted. He discussed the Annexation Area. He mentioned the requirements of Florida Statutes Chapter 171 for Annexation. There were comments and discussion regarding the annexation areas and usage. Mayor Napoleone asked what is the breakdown of uses for Residential D and E Land uses. Mr. Basehart answered a question from Mayor Napoleone. Vice Mayor McGovern asked what would someone have to do to build there. Mr. Basehart answered a question from Vice Mayor McGovern. There were comments and discussion regarding the Future Land Use Map, Zoning and Density. Councilwoman Silvestri asked what was the reason for choosing Residential E over Residential D. Mr. Basehart answered a question from Councilwoman Silvestri. Mr. Barnes discussed the corridor that shows the development. Mayor Napoleone asked for a copy of the Residential D and E Neighborhoods slide. Mr. Stillings responded to Mayor Napoleone. There was continued discussion regarding the usage. Councilwoman Silvestri asked how many nurseries are in the area. Mr. Basehart answered a question from Councilwoman Silvestri. He noted that this is the Second Reading and there have been no changes since the First Reading. He said that there would be a full presentation Tuesday. 4. WORKSHOP Vice Mayor McGovern asked Ms. Cohen if the funds had been received in the matter of the Dog Park case and what is the status in the other ruling matter. Ms. Cohen answered questions from Vice Mayor McGovern. She said that the petition to the Supreme Court in the other matter would be due on September 9, 2024 and the Village would have to wait to see whether they file. Vice Mayor McGovern asked if this is the courts ruling as well. Ms. Cohen discussed the appeals process. Mayor Napoleone asked if a bond had been posted for the amount. Ms. Cohen answered a question from Mayor Napoleone. Mayor Napoleone asked if the current interest rate of nine percent is being ran on the bond. Ms. Cohen answered a question from Mayor Napoleone. Mr. Barnes said that Angela Crist, Director at the University of South Florida, The John Scott Daily Florida Institute of Government was present. He provided background on the Village's Strategic Planning. Ms. Crist noted the focus of phase one. She said that there would be a final written report for the Council at the end of next week. MANAGER COMMENTS Mr. Barnes mentioned that he advised the Council on Monday regarding the receipt of the balance from the Wellington Athletics donation from Southfields Homeowners Association (HOA). He said that the Village is close to the balance of getting the rest. He that said that based on this, the staff is going to move forward with South Shore Park. Vice Mayor McGovern asked the Village is continuing to lock in the funding. Mr. Barnes answered a question from Vice Mayor McGovern. Mayor Napoleone commented on the funding. Mr. De La Vega said that the balance remaining is $170,000 on the $2.5 million. 7.
