Absent: Michael Drahos, Councilman. 2. PLEDGE OF ALLEGIANCE Mayor Gerwig led the Pledge of Allegiance. 3. REVIEW OF COUNCIL AGENDA Mr. Barnes introduced the agenda for the February 22, 2022, Regular Council Meeting for review. A. 22-4919 PRESENTATION OF AUDIT RESULTS FOR THE FISCAL YEAR ENDED SEPTEMBER 30, 2021 Mr. Barnes introduced the item. He stated that this was the Presentation of Audit Results for the Fiscal Year Ended September 30, 2021. He said that Ms. Quickel, along with the auditors, will present this at the next meeting. B. 22-4928 PRESENTATION OF FLORIDA SCHOOL CROSSING GUARD APPRECIATION DAY Mr. Barnes introduced the item. He stated that this was a Proclamation Recognizing Wellington School Crossing Guards for their Service and Dedication to Keeping Wellington Students Safe Throughout the School Year. C. 22-4940 PACK 125 ANNUAL PINEWOOD DERBY INVITATION Mr. Barnes introduced the item. He stated that this was the Request from Pack 125 to address the Mayor and Council to extend an invitation to them to participate in their Annual Pinewood Derby. D. 22-4923 MINUTES OF THE REGULAR WELLINGTON COUNCIL MEETING OF JANUARY 25, 2022 AND MINUTES OF THE ACME LANDOWNERS MEETING OF JANUARY 25, 2022 Mr. Barnes introduced the item. He stated that this was the Council Approval of the Minutes of the Regular Wellington Council Meeting of January 25, 2022 and ACME Landowners Meeting of January 25, 2022. E. 21-4695 AUTHORIZATION TO AWARD A CONTRACT FOR THE SUPPLY, DELIVERY AND INSTALLATION OF LANDSCAPE MATERIAL Mr. Barnes introduced the item. He stated that this was the Authorization to Award a Contract to Gardening Angel Nursery, Inc. for the Supply, Delivery and Installation of Landscape Materials in the Amount of Approximately $120,000 Annually. Mr. De La Vega explained the item. He answered Mayor Gerwig's questions. F. 21-4833 AUTHORIZATION TO CONTINUE UTILIZING A CONTRACT FOR MITEL (SHORETEL) PHONE SUPPORT SERVICES, UPGRADES AND SOFTWARE MAINTENANCE Mr. Barnes introduced the item. He stated that this was the Authorization to Continue Utilizing a Contract with Inflow Communications, Inc. for Mitel (Shoretel) Phone Support Services, Upgrades and Software Maintenance, for Three (3) Years in the Amount of $97,762.00. Mr. De La Vega explained the item. Mr. Silliman answered the Council's questions. G. 21-4863 AUTHORIZATION TO UTILIZE A SCHOOL DISTRICT OF PALM BEACH COUNTY CONTRACT WITH PRECISION AIR SYSTEMS, INC., AS A BASIS FOR PRICING, FOR VILLAGE HALL HVAC CHILLER UPGRADES Mr. Barnes introduced the item. He stated that this was the Authorization to Utilize a School District of Palm Beach County Contract with Precision Air Systems, Inc., as a Basis for Pricing, for Village Hall HVAC Chiller Upgrades, in the Amount of $77,760.92. H. 21-4892 AUTHORIZATION TO UTILIZE A SEMINOLE COUNTY, FLORIDA TERM CONTRACT, WITH HYDROMAX USA, LLC, AS A BASIS FOR PRICING, FOR HYDRANT MAINTENANCE SERVICES Mr. Barnes introduced the item. He stated that this was the Authorization to Utilize Seminole County, Florida Term Contract IFB-603974-20/CAR, with Hydromax USA, LLC, as a Basis for Pricing, for Hydrant Maintenance Services, in the Amount of $148,200. I. 21-4894 AUTHORIZATION TO CONTINUE UTILIZING A U.S. COMMUNITIES CONTRACT, AS A BASIS FOR PRICING, FOR THE PURCHASE OF ADDITIONAL REFUSE CARTS Mr. Barnes introduced the item. He stated that this was the Authorization to Continue Utilizing a U.S. Communities Contract with Rehrig Pacific Company, as a Basis for Pricing, to Purchase Additional Refuse Carts in the Amount of $67,340.00. R2022-04 FOR FLORIDA DEPARTMENT OF ENVIRONMENTAL PROTECTION (FDEP) FLORIDA COMMUNITIES TRUST (FCT) PROGRAM GRANT CONTRACT FOR THE WELLINGTON ENVIRONMENTAL PRESERVE EXPANSION PROJECT AND RESOLUTION NO. R2022-05 FOR A BUDGET AMENDMENT TO ALLOCATE SAID GRANT RESOLUTION NO. R2022-04 (FLORIDA COMMUNITIES TRUST GRANT CONTRACT) A RESOLUTION OF WELLINGTON, FLORIDA’S COUNCIL TO ENTER INTO A GRANT CONTRACT WITH THE FLORIDA DEPARTMENT OF ENVIRONMENTAL PROTECTION FLORIDA COMMUNITIES TRUST FOR THE PURPOSE OF RECEIVING A GRANT CONTRACT UNDER PROVISIONS OF THE FLORIDA COMMUNITIES TRUST PROGRAM FOR THE WELLINGTON ENVIRONMENTAL PRESERVE EXPANSION PROJECT; AND PROVIDING AN EFFECTIVE DATE. RESOLUTION NO. He stated that this was the Approval of Village of Wellington Page 3 Village Council Workshop Action Summary - Final February 17, 2022 Resolution No. R2022-04 Authorizing the Mayor to Enter into a Grant Contract with the Florida Department of Environmental Protection Florida Communities Trust Grant and Approval of Resolution No. R2022-05 for a Budget Amendment to Allocate the $3,386,250 in Grant Monies to the Governmental Capital Fund Revenue and Repayment of General Fund Balances. Ms. Quickel explained the item. She answered Council's questions. K. 22-4934 INTERLOCAL AGREEMENT IN FURTHERANCE OF SETTLEMENT OF THE NATIONAL OPIOID LITIGATION Mr. Barnes introduced the item. He stated that this was the Authorization to Enter into an Interlocal Agreement with Palm Beach County to Allow the County to Become a "Qualified County" under the Florida Memorandum of Understanding a/k/a Florida Opioid Allocation and Statewide Response Agreement (the "Florida Plan") and Authorizing the Mayor to Execute the Interlocal Agreement. Ms. Cohen explained the item. She answered Council's questions. L. 22-4936 AUTHORIZATION TO 1) AWARD A SOLE SOURCE CONTRACT TO BADGER METER, INC. FOR THE METER ENDPOINT REPLACEMENT PROJECT; AND 2) APPROVAL OF RESOLUTION NO. R2022-06 AMENDING THE UTILITY FUND BUDGET FOR FISCAL YEAR 2021-2022 BY REASSIGNING CAPITAL PROJECT BUDGETS TO THE METER ENDPOINT REPLACEMENT PROJECT AND PROVIDING AN EFFECTIVE DATE. Mr. Barnes introduced the item. He stated that this was the Authorization to 1) Award a Sole Source Contract to Badger Meter, Inc. for the Meter Endpoint Replacement Project in the Amount of $1,672,933.74; and 2) Approval of Resolution No. R2022-06 Amending the Utility Fund Budget for Fiscal Year 2021-2022 by Reassigning Capital Project Budgets to the Meter Endpoint Replacement Project and Providing an Effective Date. Ms. LaRocque explained the item. She presented a Powerpoint and discussed the graph of endpoint data. Ms. LaRocque answered questions from Council. M. 21-4888 ORDINANCE NO. 2022-03 (COMPREHENSIVE PLAN AMENDMENT TO THE MOBILITY ELEMENT) AN ORDINANCE OF WELLINGTON, FLORIDA’S COUNCIL AMENDING WELLINGTON COMPREHENSIVE PLAN, MORE Village of Wellington Page 4 Village Council Workshop Action Summary - Final February 17, 2022 SPECIFICALLY, TO MODIFY THE MOBILITY ELEMENT BY REPLACING THE EXISTING PEDESTRIAN NETWORK MAP WITH THE PEDESTRIAN PATHWAY NETWORK MAP; UPDATING THE BICYCLE LANES MAP; ADDING THE MULTI-MODAL PATHWAYS MAP; REORDERING OTHER EXISTING MAPS IN THE MOBILITY ELEMENT; PROVIDING A CONFLICTS CLAUSE; PROVIDING A SEVERABILITY CLAUSE; AND PROVIDING FOR AN EFFECTIVE DATE. He stated that this was the Approval of Ordinance No. 2022-03 to Modify the Pedestrian Pathways Network, Bicycle Lanes, and Multi-Modal Pathways Maps of the Mobility Element in the Comprehensive Plan. Mr. O'Dell stated that he would have the presentation at the next meeting and nothing has changed from when he met with them earlier. N. 21-4900 ORDINANCE NO. 2022-04 (SHIP PROGRAM) AN ORDINANCE OF WELLINGTON, FLORIDA’S COUNCIL ESTABLISHING THE WELLINGTON STATE HOUSING INITIATIVES PARTNERSHIP (SHIP) LOCAL HOUSING ASSISTANCE PROGRAM, ESTABLISHING A LOCAL HOUSING TRUST FUND, AND ESTABLISHING AN AFFORDABLE HOUSING ADVISORY COMMITTEE, CONSISTENT WITH AMENDMENTS TO SECTION 420.9076, FLORIDA STATUTES; PROVIDING A CONFLICTS CLAUSE; PROVIDING FOR CODIFICATION; PROVIDING A SEVERABILITY CLAUSE; AND PROVIDING AN EFFECTIVE DATE. Mr. Barnes introduced the item. He stated that this was the Approval of Ordinance No. 2022-04 to Implement the State Housing Initiatives Partnership (SHIP) Program by Establishing a Local Housing Trust Fund and Establishing an Affordable Housing Advisory Committee. Mr. O'Dell stated that he would have a presentation at the next meeting and nothing has changed since he met with them in December. O. 22-4942 ORDINANCE NO. 2022-02 (ARTIFICIAL TURF - ZONING TEXT AMENDMENT TO WELLINGTON’S LAND DEVELOPMENT REGULATIONS) AN ORDINANCE OF WELLINGTON, FLORIDA’S COUNCIL AMENDING THE WELLINGTON LAND DEVELOPMENT REGULATIONS, MORE SPECIFICALLY, A ZONING TEXT AMENDMENT TO MODIFY SECTION 3.2 – DEFINITIONS, OF ARTICLE 3, TO PROVIDE A DEFINITION FOR ARTIFICIAL TURF; TO MODIFY SECTION 6.4.2 – RESIDENTIAL DISTRICT/PUD SPECIFIC Village of Wellington Page 5 Village Council Workshop Action Summary - Final February 17, 2022 DEVELOPMENT STANDARDS, OF ARTICLE 6, TO PROVIDE STANDARDS FOR IMPERVIOUS SURFACE AREAS; AND TO MODIFY SECTION 7.8.1 – GENERAL LANDSCAPE STANDARDS, OF ARTICLE 7, TO ALLOW THE LIMITED USE OF ARTIFICIAL TURF FOR RESIDENTIAL AND NON-RESIDENTIAL USES, AS MORE SPECIFICALLY CONTAINED HEREIN; PROVIDING A CONFLICTS CLAUSE; PROVIDING A SEVERABILITY CLAUSE; PROVIDING AN EFFECTIVE DATE. He stated that this was the Approval of Ordinance No. 2022-02 to Amend Sections 3.2, 6.4.2 and 7.8.1 of Wellington's LDR to Modify the Regulations Related to the Limited Use of Artificial Turf for Residential and Non-Residential Uses. Mr. Stillings stated that he will have a full presentation at the next meeting. He explained the item briefly and answered Council's questions. P. 21-4781 AUTHORIZATION TO 1) AMEND AN EXISTING CONTRACT TO ADD CONSTRUCTION PHASE CONSULTING SERVICES FOR PHASE II OF THE TOWN CENTER PROJECT AND 2) EXECUTE A GUARANTEED MAXIMUM PRICE (GMP) AMENDMENT FOR THE CONSTRUCTION MANAGER AT RISK CONTRACT FOR PHASE II OF THE TOWN CENTER PROJECT Mr. Barnes introduced the item. He stated that this was the Authorization to 1) Amend an Existing Contract With Urban Design Studio, LLC to Add Construction Phase Consulting Services for Phase II of the Town Center Project and 2) Execute a Guaranteed Maximum Price (GMP) Amendment with Kaufman Lynn Construction, Inc. for the Construction Manager at Risk Contract for Phase II of the Town Center Project. Mr. O'Dell stated that he had a full presentation for the next meeting and handed out a document to the Council. He briefly explained the item and presented a Powerpoint page with a map. Mr. O'Dell and Ms. Quickel answered the Council's questions. 4. WORKSHOP Mr. Barnes introduced the item. He stated that this was the Presentation of the Palm Beach County Traffic Division Regarding the Flashing Yellow Arrow Signals. Mr. Reinsvold explained what this presentation was going to be for. He introduced Mr. Al-Turk and Mr. Awwad. Mr. Awwad of Palm Beach County Traffic Division gave a Powerpoint presentation to the Council regarding the Implementation of the Flashing yellow arrow (FYA) for left turns in Palm Beach County and discussed the presentation overview, flashing yellow arrow deployments and benefits of flashing yellow arrow for left turns. Mr. Awwad addressed Mayor Gerwig and Ms. Cohen's comments about the intersection at Greenview Shores. Mr. Awwad continued on with the presentation and discussed the benefits of flashing yellow arrow for left turns, the flashing yellow arrow and Wellington Trace at Big Blue Trace. Mr. Al-Turk informed the Council on the policy of the left turn treatment. Mr. Al-Turk answered Councilman Napoleone's question about statistics before and after the installation of the flashing yellow light at Greenview Shores. Mr. Awwad continued with the presentation and discussed Wellington Trace and Big Blue Trace and Greenbriar Boulevard at Greenview Shores Boulevard. Mr. Barnes, Mr. Awwad and Mr. Al-Turk answered Council's questions. 5. ATTORNEY'S COMMENTS None. 6. MANAGER COMMENTS Mr. Barnes explained the compilation of all staff/Village accomplishments that have occurred in the past year. He mentioned about the Curative testing sites.
