Village of Wellington Council Meeting Minutes Barbara O'Keefe, Mayor Council: President Hans Schneider, Sandy Denes, Helen Dronsfield, Jeff Hyde, Steve Maurer, Guy Wells Council Chambers Monday May 19, 2014 7:30 p.m. 1. PLEDGE OF ALLEGIANCE – Mayor O’Keefe called the meeting to order with the Pledge of Allegiance. 2. ROLL CALL Council President Hans Schneider – Present Councilman Jeff Hyde – Present Councilwoman Sandy Denes – Present Councilman Steve Mauer – Present Councilwoman Helen Dronsfield – Present Councilman Guy Wells – Present Others Present – Mayor O’Keefe, Village Manager Pyles, Finance Director Shaw, Law Director Bond, Electric Superintendent Bealer, Public Works Superintendent Brasee, Police Chief Rollins, Water and WW Superintendent Rosemark, Zoning Inspector Furcron, MSW Director Eppley, Clerk of Council O’Brien, Enterprise reporter Cait Wasmundt, and Rural Urban reporter Stacy Brewer. 3. APPROVAL OF MINUTES – Motion by Wells, 2nd by Denes to approve the minutes of the May 5, 2014 meeting. Roll call vote was taken with all members voting “yes”. 4. FINANCIAL REPORTS – Mr. Maurer had a couple of questions regarding the bills; Chief Rollins and Ms. Shaw answered his question. Motion by Wells 2nd by Denes to approve the expenses and pay the bills. COMMUNICATIONS FROM MAYOR, COUNCIL, AND VILLAGE OFFICIALS: § Mayor O'Keefe § Law Director Bond – Nothing to Report § Police Chief Rollins – Noting to Report § Finance Director Shaw – Ms. Shaw mentioned that she had received quotes on computer desktops she will be purchasing them from CMI, as they need to be updated as soon as possible. § Village Manager Pyles – Mr. Pyles thanked the High School student for all of the work they did for the village during their Community Service Day. He reminded residents that as grass mowing season is upon us, do not mow your grass into the streets; the grass gets into the storm sewer and plugs the system. 6. REPORTS OF COMMITTEES § Finance – Mr. Hyde reported that the committee had met prior to the Council meeting. He mentioned that committee endorsed updating the village copy machines, which will be a money saver. He also mentioned that residents will soon be able to pay their utility bills online. The next committee meeting will be on June 16th. § Police – Mr. Maurer reported that the next committee meeting will be June 2nd prior to council. Mr. Maurer read a retirement resignation letter from Sergeant Bryant whose last day will be May 31st. Mr. Maurer made a motion to accept Sergeant Bryant’s retirement resignation effective May 31, 2014, with regret, 2nd by Schneider. Roll call vote was taken with all members voting “yes”. Mr. Maurer mentioned that the Ambulance Board will meet on Tuesday June 10th at 7:00 PM § Public Works – Ms. Dronsfield reported that the next committee meeting will be on June 2nd at 6:00 PM. § Utility – Ms. Denes thanked Mark Rosemark for bringing the water system interconnect trailer to the meeting. She further mentioned that Mr. Rosemark gave much praise to Andy Pickworth and Kurtis Linden from the Public Works Dept. for assembling the trailer. Ms. Denes made a motion to hire Christopher Lamp Sr. for the seasonal mowing position at $12.00 per hour beginning July 17th, 2nd by Wells. Roll call vote was taken with all members voting “yes”. Ms. Denes made a motion to hire JuJuan Howard for seasonal summer help at the Water Plant at $7.95 per hour beginning the week of June 4th, 2nd by Wells. Roll call vote was taken with all members voting “yes”. Ms. Denes made a motion to hire Michael Dowdell for seasonal summer help at the Sewer Plant at $7.95 per hour beginning the week of June 4th, 2nd by Wells. Roll call vote was taken with all members voting “yes”. Ms. Denes made a motion to hire Tyler Gullett for seasonal summer help at the Electric Dept. at $7.95 per hour beginning the week of June 4th, 2nd by Schneider. Roll call vote was taken with all members voting “yes”. Ms. Denes thanked everyone involved in helping get the equipment list together. She reported that the next committee meeting will be on June 16th prior to council. § Ordinance – Mr. Wells mentioned that the next committee meeting is scheduled for June 2nd prior to council. Mr. Wells reported that he had received notification from RITA that three of the Board of Trustee members have terms expiring at the end of the month. Mr. Wells made a motion to nominate Finance Director Karen Shaw to be considered for the RITA Board of Trustees, 2nd by Schneider. Roll call vote was taken with all members voting “yes”. § Main Street Wellington – Mr. Eppley reported that the flowers in the Central Business District should be planted by the weekend, depending on the weather. He further reported that the Gazebo Garden Walk was a big success. 7. ORDINANCES AND RESOLUTIONS ORDINANCE NO. 2014-13 (Revised) AN ORDINANCE AUTHORIZING APPROVAL OF THE MINUTES FROM THE HOUSING COUNCIL MEETING BASED UPON THE RECOMMENDATIONS OF THE HOUSING COUNCIL MEMBERS AND DECLARING AN EMERGENCY (Tabled 4/21/14) 3rd Reading nd Motion by Denes to remove the ordinance from the table, 2 by Maurer. Roll call vote was taken with all members voting “yes”. Motion by Schneider to move the third reading, 2nd by Maurer. Roll call vote was taken with all member voting “yes”. ORDINANCE NO. 2014-17 AN ORDINANCE TO FORMALIZE A PARTNERSHIP BETWEEN ODOT AND THE VILLAGE FOR SIGNAL IMPROVEMENTS, INCLUDING DEDICATED LEFT TURN SIGNALS AND PEDESTRIAN CROSSING HEADS, AT THE INTERSECTION OF SR 18 AND SR 58. 2nd Reading nd Motion by Maurer to suspend the rules, 2 by Schneider. Roll call vote was taken with all members voting “yes”. Motion by Wells, 2nd by Maurer to approve as read. Roll call vote was taken with all member voting “yes”. ORDINANCE NO. 2014-18 AN ORDINANCE AMENDING THE 2014 ANNUAL APPROPRIATIONS ORDINANCE TO MAKE APPROPRIATIONS FOR CERTAIN EXPENSES AND PROVIDING FOR AN IMMEDIATE EFFECTIVE DATE 2nd Reading nd Motion by Wells to suspend the rules, 2 by Denes. Roll call vote was taken with all members voting “yes”. Motion by Wells to approve as read, 2nd by Denes. Roll call vote was taken with all members voting “yes”. ORDINANCE NO. 2014-19 AN ORDINANCE AUTHORIZING THE VILLAGE MANAGER TO PREPARE SPECIFICATIONS AND ADVERTISE FOR BIDS FOR THE ACQUISITION OF A BUCKET TRUCK AND PROVIDING FOR AN IMMEDIATE EFFECTIVE DATE 1st Reading 8. OLD BUSINESS Street Replacement List – Ms. Denes asked Mr. Brasee for a street replacement list; Mr. Brasee provided Ms. Denes with a list. 9. NEW BUSINESS Hydrant Flushing – Mr. Rosemark reported that they had started flushing hydrants. He further reported that he had received many calls in regards to water discoloration, and felt that the ad in the paper was in an inconspicuous spot. He will be delaying the hydrant flushing for another week and will be publishing a notice on Channel 12 and again in the Enterprise. He explained that the only way to resolve the water discoloration problem arising from the hydrant flushing is to run the cold water until the water runs clear. Zoning Board of Appeals – Mr. Schneider asked whether or not there was a meeting scheduled for Wednesday evening; Mayor O’Keefe reported that there was a meeting scheduled and they would be discussing the school parking lot. 10. ADJOURN – Motion by Maurer, 2nd by Hyde to adjourn at 7:50 PM.
