Roadt, seconded by Ald. Weigel, to approve the minutes of the regular meeting of September 24, 2019, and recess meetings of October 1, 2019 and October 15, 2019. The motion carried unanimously. D. NEW AND PREVIOUS MATTERS 2. 2019-0754 Petition to exceed the alcohol license quota submitted by Markus Gorsic, of Jagers LLC, d/b/a Da Bar, for a 2019-2020 Combination Class B Liquor License for the premises located at 1900 S. 60 St. Attachments: Petition to Exceed the Alcohol License Quota Business Plan Appearance by Markus Gorsic. Discussion ensued regarding Mr. Gorsic's experience and the business plan. Roadt, that this matter was Recommended for Denial. Ald. Haass made the motion based upon the following grounds: the lack of an available license due to the municipal quota; this location having been problematic when it was licensed for alcohol sales; the proposed establishment not having a greater economic impact on the community than simply another tavern; that Combination Class B Liquor Licenses to go over quota are more for destination establishments, restaurants, and unique establishments with more to offer than just alcohol. The motion carried by the following vote: Aye: 4- Ald. Czaplewski, Ald. Roadt, Ald. Haass, and Ald. Weigel No: 1- Ald. May 3. 2019-0607 2019-2021 Operator’s License (bartender/sales clerk) application of Joseph T Piscitello Appearance by Joseph T. Piscitello. Discussion ensued regarding Mr. Piscitello's police report and his rehabilitation. A motion was made by Ald. Haass, seconded by Ald. Weigel, that this matter be Recommended For Approval. Based competent evidence of sufficient rehabilitation and the age of the offenses.The motion carried unanimously. 4. 2019-0691 2019-2021 Operator’s License (bartender/sales clerk) application of Joseph E. Rauch-Sharek Appearance by Joseph E. Rauch-Sharek. A motion was made by Ald. Haass, seconded by Ald. Roadt, that this matter be Recommended For Approval. Based on competent evidence of sufficient rehabilitation and a discussion about a change in the applicant’s substantially related offense conviction history. The motion carried unanimously. 5. 2019-0692 2019-2021 Operator’s License (bartender/sales clerk) application of Marie L. Fleming Appearance by Marie L. Fleming. Discussion ensued regarding Ms. Fleming's police report. A motion was made by Ald. Haass, seconded by Ald. May, that this matter be Recommended For Approval. Based on the offenses not being substantially related to the licensed activity. The motion carried unanimously. 6. 2019-0693 2019-2021 Operator’s License (bartender/sales clerk) application of Mariae M. Hamilton Nonappearance of Mariae M. Hamilton related to the sent letter allowing her to provide competent evidence of rehabilitation. A motion was made by Ald. Haass, seconded by Ald. May, that this matter be Recommended For Approval. Based on the offenses not being substantially related to the licensed activity. The motion carried unanimously. Wilbrandt Nonappearance of Victoria A. Wilbrandt. Ms. Wilbrandt did not respond to the letter mailed to her to allow her an appearance before the License & Health Committee to appeal the Committee's September 24, 21019 recommendation for denial. A motion was made by Ald. Haass, seconded by Ald. Roadt, that this matter be Recommended for Denial. Based on the record being substantially related to the licensed activity; information related to illegal drug use; and the applicant’s failure to provide competent evidence of rehabilitation. The motion carried unanimously. E. DISCUSSION ITEM 8. 2019-0772 Review of license applicant background checks for consideration of possible approval or denial License & Health Committee recommended approval of the following applicants. Jensen, Rebecca A. Preet, Harsh Ruiz, Pedro L. Schnoebelen, Alyssa M. Stegner, Lea License & Health Committee recommended denial of the following applicants. The Clerk's Office was directed to send a letter allowing the applicant an opportunity to appear before the License & Health Committee to show competent evidence of rehabilitation. Doepke, Jennifer L. Lunsford, Shelby L. Lustig, Kayla C. McAdams, Bridget M. McKee, Terry E. Medcalf, Abigail KK Nieves, Christopher B. Valdez, Guadalupe Welch, Brandon L. This matter was Discussed and Consensus Given 9. 2019-0774 Discussion on process for Police Reports held by Committee Discussion ensued regarding License and Health Committee jackets that were previously held for future appearances and the process before having establishments with violations, police calls for service, or other concerns, called before the Committee. Haass, seconded by Ald. Weigel, to adjourn at 7:48 p.m. The motion carried unanimously.
