The meeting was called to order by Chair Vitale at 6:00 p.m.

22. R-2020-0194 Resolution in support of temporary relief from enforcement of certain ordinances
affecting local businesses

City Attorney Kail Decker explained the purpose would allow retail businesses and
personal services to extend their services outside of the building.
A motion was made by Reinke, seconded by Grisham, that this matter was Recommended For
Adoption. The motion passed by the following vote:

LLC, Yacoub I. Kaloti, Agent, d/b/a Holiday Inn Express West Allis, for a
2020-2021 Combination Class B Alcohol License for the premises located at 10201
W. Lincoln Ave.
A motion was made by Reinke, seconded by Grisham, that this matter be Approved to proceed
with a public hearing to exceed the Combination Class B Alcohol License quota. The motion
carried unanimously.
24. 2020-0364 2020-2021 Class B Tavern License application of ANTRST Concessions LLC,
Yacoub I. Kaloti, Agent, d/b/a Holiday Inn Express West Allis, 10111 W. Lincoln
Ave. (new-nonexisting location)

25. 2020-0381 Police Department Report regarding no tavern violations/calls for service for the
month of April 2020
A motion was made by Roadt, seconded by Reinke, that this matter be Recommended to be
Placed on File. The motion carried unanimously.
31. 2020-0293 2020-2021 Combination Class A Liquor License application of Red Diamond Inc.,
Chauhan K. Baljit, Agent, d/b/a Super Bottle Depot, for premises at 1357 S. 76 St.
(new-existing location).
A motion was made by Reinke, seconded by Roadt, that this matter be Recommended for
Approval subject to the necessary requirement(s). The motion carried unanimously.

Appearance by Dennis W. Snider. Discussion ensued regarding noise complaints by the
neighbors, and the applicant was asked to not allow patrons to exit or smoke around the
side door to the east of building.
A motion was made by Stefanski, seconded by Roadt, that this matter be Recommended for
Approval subject to the necessary requirement(s). The motion carried unanimously.
32a. 2020-0218 2019-2020 Combination Class B Alcohol License application of A&C Entertainment,
LLC, Scott A. Krahn, Agent, d/b/a One More, 7534 W. Beloit Rd. (new-nonexisting
location)
Appearance by Scott A. Krahn. Discussion ensued regarding the history of the prior
operator's at this location, and the neighborhood objection to having an alcohol
establishment reopen in the area.
A motion was made by Grisham, seconded by Stefanski, that this matter be Recommended for
denial based on the resistance of the community to open a neighborhood bar, and the city being
currently over quota. The motion carried unanimously.

33. 2020-0204 2019-2021 Operator’s License (bartender/sales clerk) application of Jessica N. St.
Louis
Nonappearance of Jessica N. St. Louis. Ms. St. Louis did not respond to the second
letter to allow her an appearance before the License & Health Committee to appeal the
Committee's February 25, 2020 recommendation for denial.
This matter was Held.
34. 2020-0366 2019-2021 Operator’s License (bartender/sales clerk) application of Lamarcus A.
Young Jr.
Nonappearance of Lamarcus A. Young, Jr. Mr. Young did not respond to the letter to
allow him an appearance before the License & Health Committee to appeal the
Committee's April 28, 2020 recommendation for denial.

35. 2020-0367 2019-2021 Operator’s License (bartender/sales clerk) application of Jessica R.
Schilg Phrakousonh
Nonappearance of Jessica R. Schilg Phrakousonh. Ms. Schilg Phrakousonhdid not
respond to the letter to allow her an appearance before the License & Health Committee
to appeal the Committee's April 28, 2020 recommendation for denial.

Appearance by Nicole Rivera. Discussion ensued regarding Ms. Rivera's police
background report and her competent evidence of rehabilitation.
A motion was made by Reinke, seconded by Grisham, that this matter be Recommended For
Approval based on applicant provided competent evidence of rehabilitation. The motion carried
by the following vote:

Approval based on applicant provided competent evidence of rehabilitation The motion carried
unanimously.

Dombrowski
Nonappearance of Dean R. Dombrowski. Mr. Dombrowski did not respond to the letter to
allow him an appearance before the License & Health Committee to appeal the
Committee's March 11, 2020 recommendation for denial.
