City of West Allis Meeting Minutes Police and Fire Commission Thursday, December 19, 2019 6:00 PM West Allis Fire Department 7332 W. National Ave. REGULAR MEETING A. CALL TO ORDER Commissioner Kopplin called the meeting to order at 6:00 pm B. ROLL CALL Present: Commissioners Amy Heron, Mark Manthei, Danielle Romain and Kurt Kopplin Excused: Commissioner Kimberly Cosby Also Present: Police Chief Pat Mitchell, Deputy Chief Chris Botsch - Police Department; Fire Chief Mason Pooler, Lieutenant Jesse Schwark - Fire Department; CAO Rebecca Grill, Deputy City Attorney Sheryl Kuhary - City of West Allis; Bridget Morawetz - Recording Secretary C. APPROVAL OF MINUTES Approval of the November 21, 2019 Regular and Closed Session Meeting Minutes A motion was made by Commissioner Manthei and seconded by Commissioner Romain to approve the November 21, 2019 Regular and Closed Session Meeting Minutes as presented. POLICE DEPARTMENT 1. Police Department Financial Report Deputy Chief Botsch stated that most 2019 budget line items are in line with expected year-end spending levels. DC Botsch told the Commissioners that the 2019 payout of overtime is significantly more than past payouts and what was originally expected. DC Botsch stated that investigation into the high overage has begun and that at the January or February 2020 meeting, the department will be prepared to present their findings. Commissioner Heron asked if the increased overage was result of the lightning strike and issues that arose from that incident; DC Botsch indicated that while it did create problems, it was not a factor in this particular issue of OT overage. The Commissioners had no additional questions or comments and the report was placed on file. 2. Monthly Performance Report DC Botsch did not highlight anything included in this report and the Commissioners had no additional questions or comments. The report was placed on file accordingly. 3. Patrol Activity Report DC Botsch did not highlight anything included in this report. Commissioner Kopplin asked if there has been an uptick in incidents of “shots fired” in West Allis. DC Botsch indicated that it’s not a daily or even weekly occurrence within the city. He noted that many times people call stating they think they heard gunshots, but investigation reveals nothing. The Commissioners had no additional questions or comments and the report was placed on file. 4. Communications Activity Report DC Botsch stated that one of the part-time dispatchers currently resigned so recruitment is underway to fill that position. The Commissioners had no additional questions or comments and the report was placed on file. 5. Community Services Activity Report DC Botsch and the Commissioners briefly discussed a news story regarding the home protection program, Ring, and how it was hacked. DC Botsch stated that security for this program and others will continually get better over time, but always vulnerable to a skilled hacker. Criminal Investigations Unit Activity Report DC Botsch did not highlight anything included in this report and the Commissioners did not have any additional questions or comments. The report was placed on file accordingly. 7. Tavern Violation Report DC Botsch did not highlight anything included in this report and the Commissioners did not have any additional questions or comments. The report was placed on file accordingly. 8. Training Report DC Botsch did not highlight anything included in this report and the Commissioners did not have any additional questions or comments. Operations Division Report Chief Pooler reviewed a fire that was caused by a number of extension cords that were in the home and had been taped to the “on” position. He noted that upon arriving on scene, the crew was met by an occupant of the home who stated that there was a person trapped upstairs. Chief Pooler noted that the fire victim was rescued but suffered serious life threatening injuries and his survival is questionable. The Commissioners had no additional questions or comments and the report was placed on file. 10. EMS Bureau Report Chief Pooler did not highlight anything included in this report and the Commissioners did not have any additional questions or comments. The report was placed on file accordingly. 11. National Q Dispatch Performance Report Chief Pooler did not highlight anything included in this report and the Commissioners did not have any additional questions or comments. The report was placed on file accordingly. 12. Training Bureau Report Chief Pooler stated that due to the slated demolition of the Knights of Columbus building, fire department members were given the opportunity to work on firefighter based self-survival skills within the building. This training was led by Lt. Brandon Foley who had recently completed the same type of training provided by the Fire Department Training Network based in Indianapolis. The Commissioners had no additional questions or comments and the report was placed on file. 13. Community Risk Reduction/Support Services Division Report Chief Pooler stated that in collaboration with the City’s Health Department, a grant proposal was submitted to the State which resulted in the State providing 488 doses of Narcan for use and distribution to those in the community currently suffering from opioid addition as well as people who may witness an opioid overdose. Chief Pooler stated that the supply is expected to last through the end of 2020. The Commissioners had no additional questions or comments and the report was placed on file. Fire Prevention Bureau Report Chief Pooler stated that a smoke alarm installation took place on November 23rd. He noted that 117 devices were installed. Chief Pooler stated that the install process was interrupted a number of times due to incoming calls. He noted that in the morning alone crews responded to a fire and two cardiac arrest incidents. Chief Pooler thanked Alderman Dan Roadt for his continued support and help relative to these installation initiatives. The Commissioners had no additional questions or comments and the report was placed on file. 15. Mobile Integrated Healthcare (MIH) Bureau Report Chief Pooler recognized the MIH Bureau for their win at the American Heart Association National Conference in Philadelphia. He stated that the WAFD/Aurora program was the only fire department based system represented at the conference and they were awarded the best practice poster event winner. The Commissioners had no additional questions or comments and the report was placed on file. 16. Fire Department Financial Report Chief Pooler did not highlight anything included in this report and the Commissioners did not have any additional questions or comments. The report was placed on file accordingly. 17. Master Plan Performance Snapshot Chief Pooler did not highlight anything included in this report and the Commissioners did not have any additional questions or comments. The report was placed on file accordingly. 18. Request for approval: WAFD/MATC SCBA testing agreement Chief Pooler stated that this agreement is a win win for both WAFD and MATC and that in exchange for access to SCBA equipment, MATC will provide an instructor to proctor promotional examinations for the department. Chief Pooler stated that this agreement was reviewed by the City Attorney who expressed no concerns with this agreement. A motion was made by Commissioner Heron and seconded by Commissioner Kopplin to approve the agreement as presented by Chief Pooler. Request for approval: Proposed amendments to PFC Rules Chief Pooler submitted to the Commissioners revisions to the Fire portion of the PFC Rules and Regulations book. He stated that this undertaking had begun with previous Commissioners who have since left the board and much of the information needed to be updated due to previously approved changes. A brief discussion ensued among Chief Pooler and the Commissioners regarding the changes and Commissioners agreed to approve the changes submitted by Chief Pooler contingent upon review by Sheryl Kuhary, the Deputy City Attorney, who was also present at the meeting. A motion was made by Commissioner Manthei and seconded by Commissioner Romain to move forward with the proposed updates contingent upon review by the Deputy City Attorney. The motion was approved by the following votes: Aye: 4, Commissioners Heron, Manthei, Romain and Kopplin No: 0 20. Communication: Notification of retirement Chief Pooler stated that Interim Assistant Chief Mark Dombrowski will officially retire from the department effective on December 31, 2019. The Commissioners thanked Mark for his 28 years of service to the City and the department. F. POLICE AND FIRE COMMISSION 21. PFC Financial Report The report was placed on file accordingly. 22.
