REGULAR MEETING AND CLOSED SESSION
A. CALL TO ORDER
Commissioner Kopplin called the meeting to order at 6:00 pm
B. ROLL CALL
Present: Commissioners Amy Heron, Kimberly Cosby, Kurt Kopplin and Danielle
Romain
Excused: Commissioner Mark Manthei
Also present: Police Chief Patrick Mitchell, Deputy Chief Robert Fletcher - Police
Department; Fire Chief Mason Pooler, Lieutenant Jesse Schwark - Fire Department; CAO
Rebecca Grill - City of West Allis; Bridget Morawetz, Recording Secretary
C. APPROVAL OF MINUTES
Approval of the July 16, 2020 Regular and Closed Session Meeting Minutes
A motion was made and seconded to approve the July 16, 2020 Regular and
Closed Session Meeting minutes as presented.
The motion carried by the following votes:
Aye: 3, Commissioners Cosby, Kopplin and Romain
Abstained due to excused absence from meeting: 1, Commissioner Heron
A motion was made by Commissioner Heron and seconded by Commissioner
Kopplin to approve the July 30, 2020 Special Meeting and Closed Session
meeting minutes as presented.
The motion carried by the following votes:
Aye: 3, Commissioners Heron, Kopplin and Romain
Abstained due to excused absence from meeting: 1, Commissioner Cosby

D. POLICE DEPARTMENT
1. Request for approval: 2021 Operating budget and Capital budget
Chief Mitchell presented to the Commissioners the department’s 2021
Operating and Capital budget requests. He noted the following relative to
Capital budget requests specifically:
Ø Automated License Plate Readers on parking control vehicles;
Ø Squad camera replacement;
Ø Interview room cameras;
Ø Investigative vehicles;
Ø Marked patrol vehicles.
Chief Mitchell stated that the automated license plate reader is a new
capital request. Chief Mitchell noted that there are many benefits of this
technology to include helping parking checkers to run plates at night and
from the safety of their vehicles.
After additional brief discussion between the Commissioners and Chief
Mitchell, a motion was made by Commissioner Kopplin and seconded by
Commissioner Heron to approve the 2021 Operating and Capital budgets as
presented by Chief Mitchell.
The motion carried by the following votes:
Aye: 4, Commissioners Heron, Cosby, Romain and Kopplin
Nay: 0
2. Police Department Financial Report
Current financial documentation was not provided by the City’s finance
department.
3. Monthly Performance Report
Chief Mitchell highlighted a number of items contained within this report
starting with an unexpected, voluntary resignation of an officer who had been
with the department for 5 years. Chief Mitchell stated he spoke with the
officer directly regarding his decision and that a career change was the
reasoning.
Chief Mitchell then reviewed a number of the goal initiatives included in the
Monthly Performance Report.
The Commissioners had no additional questions or comments and the
report was placed on file.
4. Patrol Activity Report
Chief Mitchell reviewed the Hwy 100 initiative and discussed recent
challenges that the department continues to face in 2020 relative to cruising
and other disruptive traffic activity during the summer months.

5. Communications Activity Report

6. Community Services Bureau Report
Chief Mitchell did not speak to anything contained within this report.

7. Criminal Investigations Unit Activity Report
Chief Mitchell reviewed with the Commissioners a non-fatal shooting
incident that took place at Liberty Heights Park. He stated that most of the
individuals involved have been identified and all will be charged accordingly.
Chief Mitchell noted that the department organized a neighborhood meeting
event to assure citizens of their safety and to encourage them to continue to
patronize the park as before.
Commissioner Heron asked if the individuals involved were from West Allis.
Chief Mitchell indicated that approximately half of the group were from West
Allis and lived within a 2-block radius of the park.
Chief Mitchell noted that after 10 plus months of investigative work, a
husband and wife were arrested and charged with homicide relative to a
high-profile stabbing death that occurred in September of 2019.
The Commissioners had no additional questions or comments and the

E. FIRE DEPARTMENT
10. Request for approval: 2021 Operating budget and Capital budget
Chief Pooler presented to the Commissioners the department’s 2021
Operating and Capital budget requests. He noted the following relative to
Capital budget requests specifically:
Ø New fire engine to replace a 15-year old engine;
Ø Battalion Chief command SUV;
Ø ATV ambulance for State Fair events;
Ø Apparatus floor refinishing at Fire Station 62
After additional brief discussion between the Commissioners and Chief
Pooler, a motion was made by Commissioner Romain and seconded by
Commissioner Cosby to approve the 2021 Operating and Capital budgets as
presented by Chief Pooler.
The motion carried by the following votes:
Aye: 4, Commissioners Heron, Cosby, Romain and Kopplin
Nay: 0
11. Operations Division Report
Chief Pooler noted that dispatch has been able to meet a revised call
processing benchmark of 75 seconds since June, and it is anticipated that
in 2021 they will meet the national standard call processing time of 60
seconds.
Chief Pooler also noted benchmark 1g relative to shared services agreement
working effectively between Milwaukee and West Allis Fire Department.
The Commissioners had no additional questions or comments and the
report was placed on file.
12. EMS Bureau Report
Chief Pooler stated that the dispatch center has a meeting scheduled with
the accreditation center to review their steps toward formal accreditation.
He noted that if the dispatch center accomplishes six months of 7% or
better non-compliance, they will be able to apply for accreditation in 2021.
The Commissioners had no additional questions or comments and the

16. Communication: Recruit Hiring Update
Chief Pooler stated that one of the recruits offered a position with West Allis
rescinded his acceptance and took a firefighter position with Waukesha Fire
Department. He noted that barring any issues with background, medical
and psych evals, the remaining three recruits will start on Tuesday,
September 8, 2020.
17. Community Risk Reduction/Support Services Division Report
Chief Pooler stated that FF Rachel Lensing, who is currently on light duty,
took the opportunity to write and submit a $2,000 grant request to WE
Energies for the purchase of a thermal imaging camera (TIC). Chief Pooler
stated that notification was received that we were awarded the grant and
Assistant Chief Schaak will work with our vendor to place the order.
The Commissioners had no additional questions or comments and the
report was placed on file.
18. Fire Prevention Bureau Report
Chief Pooler did not speak to anything contained within this report.

19. Mobile Integrated Healthcare (MIH) Bureau Report

22. Request for approval: Promotion to Lieutenant
Chief Pooler requested the promotion of Firefighter Andrew Schoessow to
the rank of Lieutenant.
A motion was made by Commissioner Roman and seconded by
Commissioner Heron to approve the promotion.
The motion carried by the following votes:
Aye: 4, Commissioners Heron, Cosby, Romain and Kopplin

F. POLICE AND FIRE COMMISSION
23. PFC Financial Report
Current financial documentation was not provided by the City’s finance
department.
24. Request for approval: 2021 PFC Budget
CAO Grill submitted to the Commissioners their 2021 PFC budget for review
and approval.
A motion was made by Commissioner Kopplin and seconded by
Commissioner Cosby to approve the 2021 PFC budget and presented.
The motion carried by the following votes:
Aye: 4, Commissioners Heron, Cosby, Romain and Kopplin

25. Closed Session: 2019 annual performance evaluation and 2020 goal setting
for the Fire Chief

G. CLOSED SESSION
PLEASE TAKE NOTICE that the Board of Police and Fire Commissioners of the
City of West Allis will, upon conclusion of open session, consider and vote on a
motion to convene in closed session at said time and place to administer the
2019 annual performance evaluation and 2020 goal setting for the Fire Chief and
to take such further action as may be necessary and appropriate in these
matters.
A closed session for the above purpose is authorized pursuant to the provision
of Section 19.85 (1)(c) of the Wis. Stats., which authorizes a governmental body,
upon motion duly made and carried, to convene in closed session for the
purpose of considering employment, promotion, compensation or performance
evaluation data of any public employee over which the governmental body has
jurisdiction or exercises responsibility
Immediately upon completion of the closed session, the Board of Police and Fire
Commission will reconvene in open session at said time and place to consider
any other matters on the agenda.
On a motion made and seconded, the meeting convened into closed session at
7:32 pm.

8:26 pm.
H. ADJOURNMENT
There being no further business, on a motion made and seconded, the meeting adjourned
at 8:27 pm.
