REGULAR MEETING WEST HAVEN BOARD OF POLICE COMMISSIONERS JUNE 16, 2015 The Regular Meeting of the West Haven Board of Police Commissioners was held on Tuesday, June 16, 2015, at Police Headquarters, 200 Saw Mill Rd., West Haven, CT Present were Commissioners Raymond Collins, R.K. Smith, Deborah Wright, Paul Butler Jr. and Andrew Giaquinto. Also present were Chief John Karajanis, Deputy Chief Joseph Perno, Det/Sgt Walter Casey, President of Local 895 and Brent Watt, Council Liaison. After the Pledge of Allegiance, Chairperson Collins called the meeting to order at 7:00pm. There were no items added to the June 16, 2015 Agenda. A motion was then presented by Commissioner Butler to accept the June 16, 2015 Agenda. The motion was seconded by Commissioner Giaquinto and approved unanimously. 1. Minutes of June 2, 2015 There no corrections/additions made to the Minutes of June 2, 2015. A motion was then presented by Commissioner Butler to accept the Minutes of June 2, 2015. The motion was seconded by Commissioner Giaquinto and approved unanimously. 2. Public Input Det/Sgt Walter Casey congratulated D/Sgt Angelo on his 30 years with the Department and his retirement. He then addressed the Commissioners stating that there were 3 Det/Sgt but now there are 2 and asked the Commissioners to look into getting more sooner or later. Mayor O’Brien congratulated Det/Sgt Angelo on his 30 year service to the City and wished him well in his retirement. Carol Soda of 45 Third Ave Ext, West Haven addressed the Commissioners regarding the parking and litter at Sandy Point. She also thanked the Public Works Dept. for their help in cleaning the area which was litter with soda cans, liquor bottles, needles, fire pits, etc. She would also like to find out if there are 2 different fishing licenses (the usual and night time fishing). She would also like the City to monitor the area and would like signs in the area and have a $10.00 parking fee. -2- 2. Public Input (con’t) Barbara Cavallaro of 130 Jones St. West Haven also addressed the Commissioners regarding Sandy Point and if gates could close the area. She also stated that there is constant trash in the area and wondered if tickets can be given for litter. She stated that she would like to see the area policed. 3. Communications 3.1 Support Services Monthly Report – May 2015 3.2 Monthly Overtime Report – May 2015 3.3 Monthly Attendance Report – May 2015 3.4 Investigative Service Division Monthly Reports – May 2015 3.5 Training Monthly Reports – May 2015 3.6 Animal Control Monthly Reports – May 2015 4. Report of the Chief Chief Karajanis had no report 5. Old Business None 6. New Business 6.1 Request Disability Retirement – D/Sgt Ralph Angelo A motion was presented by Commissioner Butler to accept the Request Disability Retirement for D/Sgt Ralph Angelo, effective 06/17/2015. The motion was seconded by Commissioner Wright and approved unanimously. Deputy Chief Perno stated the D/Sgt Angelo started with Department 5/24/85, promoted to Sgt 5/10/98, worked Animal Control Division, received 10 commendations. 6.2 Fireworks – Friday 7/3/15 A motion was presented by Commissioner Butler to approve Traffic Management Team’s request for Fireworks on Friday 7/3/15, with a rain date of Sunday July 5, 2015 and to close off Capt. Thomas Blvd to vehicular and pedestrian traffic from 2100 hrs. until after the display and the traffic pattern road closure an deployment of Police -3- New Business (con’t) Officers and PSO’s be the same as past years. The motion was seconded by Commissioner Wright and approved unanimously. 6.3 Block Party – Swampscott St. Saturday – 06/20/15 A motion was presented by Commissioner Smith to approve Traffic Management Team’s request for a Block Party on Swampscott Street, Saturday, 06/20/15 from 2:00pm to 10:00pm, rain date Sunday, 6/21/15, with Swampscott St between Ellsworth and Ashford St be closed. The motion was seconded by Commissioner Butler and approved unanimously. 6.4 Block Party – North Forest Circle, Sunday 7/12/15 A motion was presented by Commissioner Butler to approve Traffic Management Team’s request for a Block Party on North Forest Circle, Saturday 7/11/15 from 2:00pm to 10:00pm, rain date Sunday, 712/15 from 2:00pm to 10:00pm and that North Forest Circle be closed from #3 to #7. The motion was seconded by Commissioner Smith and approved unanimously. 7. Pension Board 7.1 Request for Disability Retirement Benefits – D/Sgt Ralph Angelo A motion was presented by Commissioner Smith to approve the request for Disability Retirement Benefits for D/Sgt Ralph Angelo and receive Pension Benefits and monies as outlined by Pension Benefit Coordinator. The Motion was seconded by Commissioner Collins and approved unanimously. 8. Report of Committees – Personnel Committee Chairperson Smith noted that there will be 1 meeting in July and 1 meeting in August. 9. Commissioners Reports None -4- 10. Executive Session A motion was presented by Commissioner Smith to enter into Executive Session to discuss the following: 10.1 Special victims Unit Monthly Reports – May 2015 10.2 Recruitment The motion was seconded by Commissioner Butler and approved unanimously.
